With more cases of dog attacks being reported, the Goa government is planning to bring a new law called the Goa Animal Breeding and Domestication (Regulation and Compensation) Bill, 2025. This bill will stop people from keeping or breeding ferocious animals and will also ban bringing such breeds into Goa.Under the proposed law, if anyone keeps or breeds dangerous animals after the law is passed, they could face up to three months in jail, a fine of Rs 50,000, and mandatory community service. The state government will have the power to declare certain breeds as ferocious. Before doing that, they will give a 15-day notice to the public and ask for objections or suggestions. After considering public input, a final list of banned breeds will be announced.Once a breed is declared ferocious, the law will ban people from keeping, breeding, or bringing those animals into Goa.If someone already owns such an animal, they must inform the authorities within 30 days and get the animal sterilised within 60 days. A certificate will be given once the sterilisation is done. If someone breaks these rules, they can face legal punishment. The bill also allows courts to consider the background of the offender and the situation of the case. If found suitable, the court may allow community service instead of jail time.If a ferocious animal injures someone or causes death, the owner will be held responsible. The victim or the family of the deceased can claim compensation within six months of the incident.A government authority will conduct a quick inquiry and must give a decision within three months. If someone is unhappy with the decision, they can appeal to the Goa Administrative Tribunal within 60 days, or a maximum of one year if the delay is justified. The tribunal's decision will be final and cannot be challenged in any other court. No court can stop any action taken under this law once it comes into effect.Inputs from TOI

Why Melania Trump is threatening to sue Joe Biden's son for $1 billion
US First Lady Melania Trump has threatened to sue Hunter Biden for over $1 billion (nearly Rs 8,800 crores) over remarks linking her to convicted sex trafficker Jeffrey Epstein. She has demanded that the former president's son retract his statements about Epstein and issue a public apology. Hunter Biden alleged that Epstein had introduced Donald Trump to Melania in the late 1990s The letter is dated August 6 and was first reported on Wednesday. Reuters/File Photo US First Lady Melania Trump has warned that she will sue Hunter Biden for more than $1 billion over his comments linking her to sex trafficker Jeffrey Epstein. She has asked the former first son to withdraw his statements about Epstein and make a public apology. If he refuses, she plans to take legal action to seek damages for what she describes as 'overwhelming financial and reputational harm'. Notably, the Donald Trump administration has recently faced renewed attention over Epstein after the Department of Justice said last month it would not share more details from its investigation into his prison death in 2019, which was ruled a suicide. STORY CONTINUES BELOW THIS AD ALSO READ | Why did Trump and Jeffrey Epstein really fall out? In this explainer, we look at Melania's notice to Hunter Biden and the controversy surrounding the case. Let's find out: Inside Melania Trump's $1 billion notice to Hunter Biden Melania Trump's lawyer has demanded that Hunter Biden 'immediately retract the false, defamatory, disparaging, and inflammatory statements' he made about the First Lady in an interview earlier this month on the YouTube show 'Channel 5 with Andrew Callaghan.' 'Failure to comply will leave Mrs. Trump with no choice but to pursue any and all legal rights and remedies available to her to recover the overwhelming financial and reputational harm that you have caused her to suffer,' Florida-based lawyer Alejandro Brito wrote in his letter to Hunter and his lawyer, Abbe Lowell, Fox News reported. Notably, Hunter Biden claimed it was 'beyond a doubt' that the president and Jeffrey Epstein were 'very close friends' and that the sex offender introduced Trump to the future First Lady in the late 1990s. Hunter Biden made the statement in an interview on a YouTube show. Reuters/File Photo He referred to a Daily Beast article based on claims from Trump biographer Michael Wolff. The Daily Beast later removed the story after receiving a letter from Melania Trump's lawyer challenging its headline and framing. The First Lady's legal notice says Wolff's 'false narrative' was the basis for Hunter Biden's remarks and added that if he did not withdraw his statements and issue an apology, she would take further legal action. STORY CONTINUES BELOW THIS AD 'They spent an enormous amount of time together,' Hunter Biden said about the president and Epstein in his interview with Callaghan. 'That's how Melania, and the First Lady and the president met. Yeah, according to Michael Wolff.' Notably, the US President and First Lady have long said that they met through Paolo Zampolli, a modelling agent, at a New York Fashion Week party in 1998. The letter is dated August 6 and was first reported on Wednesday. What happens next? The notice required Joe Biden's son to meet its conditions by August 7. 'If you do not comply with the above by August 7, 2025 at 5:00 p.m. EST, Mrs. Trump will be left with no alternative but to enforce her legal and equitable rights, all of which are expressly reserved and are not waived, including by filing legal action for over $1 Billion Dollars in damages,' Brito wrote. 'You are on notice.' A source familiar with the matter told Fox News that Biden did not meet the August 7 deadline. STORY CONTINUES BELOW THIS AD The US President and First Lady have long said that they met through Paolo Zampolli. Reuters/File Photo The Epstein files The legal notice follows weeks of calls for the White House to release the so-called Epstein files, which are previously unreleased records connected to the criminal investigation into the convicted paedophile. Epstein was charged in 2019 with sex trafficking minors in Florida and New York. He died in prison while awaiting trial. Although his death was officially ruled a suicide, the circumstances have fuelled speculation and conspiracy theories. A Justice Department memo said no additional documents related to the case would be made public. The decision drew sharp criticism from some Trump supporters who had expected full disclosure under the current administration. Trump has also filed a $10 billion defamation suit against The Wall Street Journal and Rupert Murdoch over a story about a sexually suggestive letter bearing Trump's name, which was included in a 2003 album made for Epstein's birthday. Why Jessica Radcliffe's Orca 'attack' clip went viral and what your human brain does in moments of shock
A video has gone viral on social media which purportedly shows a marine trainer named Jessica Radcliffe getting attacked, and even getting killed, by 'killer whale' orca during a live show. The video seems to capture a violent incident at a marine park during a live show. But here's the main twist- none of them was real. Investigations later revealed that the video is fabricated and is 100 percent made up. The trainer's name, the marine park, even the supposed attack, all of it was pure fiction generated by artificial intelligence. ALSO READ: Millions of US citizens to receive $1,390 stimulus soon? Check if you qualify and when to expect it Fact-checking investigations have since confirmed that such an event never took place, and there are no official records, news reports, or credible sources confirming the existence of Jessica Radcliffe or the alleged attack. The hoax seems to draw on elements from actual incidents involving orcas and their trainers The video which went viral on social media platforms like Twitter, TikTok and Facebook is fake and fabricated, meaning a hoax. But the question now remains- why do people keep falling for these traps? The anatomy of the hoax The video allegedly starts with a vague and an unsettling clip which shows a woman trainer "balancing" on orca's snout during a live show. Then, suddenly in a horror-movie fashion, the whale lunges. Picture the slow-motion shots, the staged gasps from a pretend crowd, the ominous voiceovers — in this case, it was an outrageous claim about menstrual blood luring the predator. It's classic clickbait theatre and you should not fall for it, according to TOI. Live Events ALSO READ: 9 shocking facts about 'killer whale' Orcas that will leave you surprised Another reason why people were not able to understand that Jessica Redcliffe's video was fake is because the hoax hits a nerve and it hijacks a very real fear. It echoes documented orca fatalities such as deaths of Dawn Brancheau (SeaWorld, 2010) and Alexis Martínez (Loro Parque, 2009) which are stored in public memory. How human brain reacts to viral misinformation? Human wires are wired to react to sensational content, studies have shown. According to Center of Human Technology, negative information gets more attention and shapes emotion and behavior more powerfully than positive information does. Human brains pay more attention to fearful, dangerous stimuli to stay safe and we remember things that hurt us more than things that help us so we can predict future consequences. ALSO READ: As Jessica Radcliffe orca attack mystery unfolds, spotlight turns to 'Kiska', the world's loneliest killer whale For instance, dramatic footages, emotional triggers, barely-convincing audio are all key ingredients for viral content. Mix in AI's eerily lifelike imagery, and you've got the perfect recipe for a hoax that rockets across the internet before fact-checkers even open their laptops. Even Forbes has warned that 'false news spreads far faster than corrections.' How to spot a fake video before it fools you? Think you've stumbled on the next 'Jessica Radcliffe' shocker? Start with the red flags. Watch for wild claims — like saying menstrual blood triggered a killer whale attack . That's pure fiction bait. Reverse-search the footage — hoaxers often stitch together old clips, slap on a sensational headline, and call it breaking news. ALSO READ: Zoe Kravitz's bathroom blunder at Taylor Swift's home while staying there amid Los Angeles fire Check the metadata — if it's a real deadly event, there'll be massive headlines, official statements, and evidence. If none exist, that's your clue. Study the audio and visuals — off-sync voiceovers, fuzzy edges, mismatched lighting, or odd shadows scream deepfake. The more sensational the claim, the more you should doubt it — until you've checked the facts yourself.
