On retirement day, Odisha chief engineer held for Rs 15cr assets, 483% more than income

BHUBANESWAR: A day after Baikunthanath Sarangi, chief engineer with Odisha's rural development department, was caught on camera tossing bundles of cash onto his neighbour's terrace during a vigilance raid at his Bhubaneswar house, officers arrested him on his day of retirement Saturday on charges of possessing disproportionate assets worth over Rs 15 crore.
Vigilance officers produced Sarangi before a designated court, which rejected his bail plea and remanded him in judicial custody. Officers said Sarangi's arrest was the 61st case against a Class I officer in the state this year in an ongoing anti-corruption drive. "Sarangi was found to be in possession of assets which were 483% more than his known sources of income," an officer said. He was booked under the Prevention of Corruption (Amendment) Act, 2018.
During searches, vigilance sleuths found two double-storey residential buildings, a flat each in Bhubaneswar and Puri, and seven high-value plots on the outskirts of Bhubaneswar and Angul belonging to Sarangi. Cash amounting to Rs 2.5 crore was also found. Sarangi had invested Rs 2.7 crore in the share market and Rs 1.5 crore in insurance and banks.
In another development, sleuths on Saturday conducted searches at locations related to assistant executive engineer (roads & buildings division-1) N Dillip Kumar Choudhury in Berhampur and Bhubaneswar for alleged disproportionate assets.

Finance ministry, RBI & NPCI tighten digital fraud safeguards
NEW DELHI: Union finance ministry, along with Reserve Bank of India and National Payments Corporation of India (NPCI), has rolled out several crucial measures to secure digital financial transactions and combat fraud, official sources said, rejecting allegations that frauds have soared. The ministry of home affairs had set up Indian Cyber Crime Coordination Centre (I4C) in Jan 2020 as the national agency for a coordinated response to all cybercrimes. The total number of digital payment frauds was 63,315, as reported by commercial banks and all India financial institutions under the specific category 'card/internet and digital payments' (for amounts involving Rs 1 lakh and above) between 2014-15 and Dec 2024 (covering a period of nearly 10 years), the sources said citing official data. The total extent of financial loss attributed specifically to these digital payment frauds during this period amounted to Rs 733.26 crore, sources said. Detailing steps taken by finance ministry, they said these included setting up of an online searchable database of frauds reported by banks - central fraud registry - by RBI to enable timely identification, control and mitigation of fraud risk. Credit discipline has been instilled through enactment of Insolvency & Bankruptcy Code, setting up of Central Repository of Information on Large Credits by RBI to collect, store, and disseminate credit data to lenders, sources added.

How many bullets he fired? Bulandshahr man acquitted of murder after 5 years
Noida: The fast track court of additional sessions judge, Saurabh Dwivedi, acquitted Neeraj Sharma, who spent five years in jail after police falsely accused him of attempted murder and firing at officers in 2018. Evidence revealed that Sharma, a Bulandshahr resident, was actually the victim who had been shot by the police. The court ordered his immediate release on May 31, exposing a case of wrongful imprisonment and police misconduct. The case goes back to July 2, 2018 when a Bisrakh police team was on patrol near Hanuman Temple after a tip-off about suspicious vehicles coming from Sorkha and Hindon Bridge. According to the prosecution, the police team, which was on patrol in their private vehicle, had split into two teams to conduct the checks. During checks, an informer identified a motorcycle carrying alleged 'anti-social elements' with illegal arms. When asked to stop, the riders allegedly fired at police with the intention of killing and tried to flee. The pillion rider, Neeraj, shot twice before the bike skidded, throwing both off. While the rider escaped, Neeraj fired again, prompting police to shoot in self-defense. The prosecution claimed during the trial that the firing was retaliatory. Refuting these claims, Sharma said the encounter was false and instead, he was picked up by police, shot at, and he was booked in a fabricated case. Seeking trial, his counsel, Deepak Vats, said that after firing on Sharma, police made up a story to accuse him of firing on police and possessing illegal arms. Having heard both sides, the court noted serious flaws in the prosecution's case, including a failure to prove that the pistol recovered from the accused was functional. No forensic or ballistic tests were conducted to confirm if the pistol had been fired. Additionally, there were contradictions in witness testimonies as prosecution witness 2 (Rajendra Kumar) claimed the accused fired two bullets, with both empty cartridges recovered from the scene, while witness 1 (Devendra Rathi) stated only one cartridge was found, with the other stuck in the pistol. These inconsistencies raised doubts about the prosecution's version of events. The court also found the use of a private vehicle and the missing general diary entry, ahead of the claimed patrol of July 2, 2018, as doubtful. "Under the given circumstances, the prosecution has failed to establish the fact that the pistol produced here belonged to the accused or that he used it to fire on police, and accordingly, he deserves to be acquitted of the attempted murder charge levelled under section 307 IPC and also section 25/27 of the Arms Act for possessing an illegal weapon," the judgement read. Court ordered Sharma's immediate release and directed him to deposit a personal bond with two sureties of Rs 25,000 each.
