On retirement day, Odisha chief engineer held for Rs 15cr assets, 483% more than income
Representative image BHUBANESWAR: A day after Baikunthanath Sarangi, chief engineer with Odisha's rural development department, was caught on camera tossing bundles of cash onto his neighbour's terrace during a vigilance raid at his Bhubaneswar house, officers arrested him on his day of retirement Saturday on charges of possessing disproportionate assets worth over Rs 15 crore. Vigilance officers produced Sarangi before a designated court, which rejected his bail plea and remanded him in judicial custody. Officers said Sarangi's arrest was the 61st case against a Class I officer in the state this year in an ongoing anti-corruption drive. "Sarangi was found to be in possession of assets which were 483% more than his known sources of income," an officer said. He was booked under the Prevention of Corruption (Amendment) Act, 2018. During searches, vigilance sleuths found two double-storey residential buildings, a flat each in Bhubaneswar and Puri, and seven high-value plots on the outskirts of Bhubaneswar and Angul belonging to Sarangi. Cash amounting to Rs 2.5 crore was also found. Sarangi had invested Rs 2.7 crore in the share market and Rs 1.5 crore in insurance and banks. In another development, sleuths on Saturday conducted searches at locations related to assistant executive engineer (roads & buildings division-1) N Dillip Kumar Choudhury in Berhampur and Bhubaneswar for alleged disproportionate assets.

Vigilance officers produced him before a designated court, which rejected his bail plea and remanded him in judicial custody. Officers said the arrest was the 61st case against Class-I officers in the state this year in the ongoing anti-corruption drive. "Sarangi was found to be in possession of disproportionate assets which were 483% more than his known sources of income," a vigilance officer said. He was booked under sections 13(2), 13(1)(b) and 12 of the Prevention of Corruption (Amendment) Act, 2018. During searches, vigilance sleuths found two double-storey residential buildings, a flat in Bhubaneswar, another flat in Puri, and seven high-value plots on the outskirts of Bhubaneswar and Angul belonging to Sarangi. Cash amounting to Rs 2,56,29,299 was found, of which Rs 1,34,34,299 was in his wife's name. Officers faced a tough task retrieving Rs 50 lakh that Sarangi threw on the terrace of his neighbour from the window of his house in Dumduma area of the city upon seeing the sleuths. Vigilance found that Sarangi invested Rs 2.7 crore in the share market and Rs 1.5 crore in insurance and banks. Sarangi started his career as an engineer in the panchayati raj department in 1991 with a monthly salary of Rs 2,000. In Feb this year, he was promoted to chief engineer. In another development, vigilance sleuths on Saturday conducted searches at multiple locations related to assistant executive engineer (roads and buildings division-1), N Dillip Kumar Choudhury, in Berhampur and Bhubaneswar for alleged possession of disproportionate assets. The searches detected a double-storey building in Mayuree Vihar, Berhampur, a three-BHK flat in Saheed Nagar, Bhubaneswar, a 2-BHK flat at Dharma Nagar in Berhampur, 11 plots and several pieces of land in Berhampur. They found bank balance and investment worth over Rs 28.53 lakh and two wheelers and household articles worth over Rs 10. 11 lakh during search.

Bhubaneswar: Odisha Vigilance arrested chief engineer Baikuntha Nath Sarangi on the last day of his service on Saturday for allegedly amassing assets disproportionate to his known sources of income. He was arrested a day after Rs 2.56 crore in cash was recovered and several immovable assets were detected during search operations on his premises. Sarangi was scheduled to retire on May 31 after 34 years of service in the State government as an engineer in Rural Works department. The Vigilance team had raided seven places linked to Sarangi on Friday. When the Vigilance sleuths reached his residence in Bhubaneswar, he had attempted to dispose of bundles of Rs 500 notes by throwing them out of the window of his flat. Apart from Rs 2.56 crore cash, the engineer was found in possession of two multi-storeyed buildings, two flats, seven high-value plots, bank deposits worth Rs 1.5 crore.

Odisha Vigilance arrests chief engineer in assets case
Bhubaneswar, May 31 (UNI) Odisha Vigilance Department officials on Saturday arrested Baikuntha Nath Sarangi, chief engineer, Plan Roads, RW Department, in a disproportionate assets (DA) case. Vigilance sources said he will be forwarded to the court of special judge, Vigilance Anugul. Sarangi was found in possession of assets, including over Rs 2.56 crore in cash, two multi-storeyed buildings, two flats, 7 high-value plots in Bhubaneswar, Anugul and Pipili, bank deposits of Rs 1.5 crore, investments in shares, mutual funds, and insurance Rs 2.7 crore, gold over 1.141 kg,15 imported costly watches during house searches by the sleuths of Vigilance Department on Friday. Vigilance sources said the total movable and immovable property of Sarangi unearthed is likely to exceed Rs 13 crore. He was arrested as he could not satisfactorily account for the assets. Odisha govt engineer held on retirement day for amassing assets, disproportionate to income
An Odisha government engineer was arrested on the last day of his service on Saturday for allegedly amassing assets, disproportionate to his income, the state vigilance said. He was apprehended a day after Rs 2.56 crore in cash was recovered and several immovable assets were detected during search operations on the premises linked to the engineer, an official said. "Vigilance sleuths arrested Baikuntha Nath Sarangi , Chief Engineer, Plan Roads, RW (Rural Works) Department," he said. Sarangi, who was scheduled to retire from 34 years of service in the state government as an engineer on May 31, was booked under various sections of the Prevention of Corruption Act, 1988 , the official said. The engineer would be produced before the Court of Special Judge, Vigilance, Angul, he said. Live Events The anti-corruption wing of the Odisha Police raided seven places linked to Sarangi on Friday. When a team of vigilance sleuths reached his residence, he had attempted to dispose of the bundles of Rs 500 notes by throwing them out of the window of his flat in Bhubaneswar, the official said. The engineer was found in possession of assets, including over Rs 2.56 crore in cash, two multi-storeyed buildings, two flats, seven high-value plots, bank deposits worth Rs 1.5 crore, investment in shares, mutual fund and insurance worth Rs 2.7 crore, gold of over 1.141 kilograms, 15 imported wrist watches and others. "These assets are disproportionate to his known source of income as he could not produce satisfactory documents to prove the source of cash and valuables," an official said, adding that the investigation is underway. The cash recovery from Sarangi's places was considered the third biggest seizure by the Odisha Vigilance . The highest cash seizure of Rs 3.41 crore was made from the house of a former assistant engineer of the minor irrigation division in Ganjam district in 2022. Over Rs 3.12 crore was recovered from the house of a former additional sub-collector, Nabarangpur, in 2023, sources in the vigilance said.
