Probe ordered into ‘illegal construction' of eco-huts in Munsyari reserve forest in Pithoragarh

On August 13, the ministry's regional office in Dehradun sought an action-taken report (ATR) on four specific points, stating that further steps would follow based on the state's response. It directed the Uttarakhand govt to submit a detailed violation report under the Indian Forest Act, 1927, and the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980, along with an ATR against the violator. The ministry also asked the state to identify the persons, authorities or organisations responsible for violations under the 1980 Act so that action could be taken against them under sections 3A and 3B.
In addition, it instructed the govt to nominate an officer of the rank of divisional forest officer or above to file complaints against those found prima facie guilty under the provisions of the Van (Sanrakshan Evam Samvardhan) Rules, 2023.
The matter surfaced last year during a review of the Pithoragarh forest division's working plan, after which a 500-page investigation report was submitted in Dec 2024 to the head of forest force, Uttarakhand, by chief conservator of forests (working plan) Sanjiv Chaturvedi.
In his report, Chaturvedi alleged that IFS officer Vinay Bhargav, during his tenure as divisional forest officer of Pithoragarh, facilitated the construction of permanent eco-huts without mandatory approvals, violating section 2 of the 1980 Act.
Responding to the allegations, Bhargav, conservator of forests (western circle), told

that the Munsyari Eco Park and several existing structures built earlier by the research wing of Uttarakhand were officially transferred to the Pithoragarh forest division by order of the principal chief conservator of forests on Oct 14, 2015.

'As DFO Pithoragarh, in 2019 we only carried out limited renovation, upgradation and modification of already existing permanent structures, and did not construct any new ones,' he said.
Bhargav added that under the Forest (Conservation) Act, eco-tourism facilities are permissible within forest areas if they are part of an approved working plan, wildlife management plan or tiger conservation plan. Such activities, he said, are 'specifically excluded from the definition of non-forest purpose and therefore do not require separate clearance under the Act'.
'The renovation, upgradation and utilisation of already existing structures for nature education, eco-tourism and interpretation in Munsyari were fully in line with the legal framework of the FCA. Any attempt to portray these as violations is misleading and disregards the law's intent, which is to promote community-based eco-tourism and conservation-linked infrastructure under approved plans,' Bhargav said.

Sources in the passport office admitted there's a loophole in the system, which can be exploited. Passports are issued based on an online system in which documents like Aadhar, PAN, birth certificate, and address proof are uploaded. The applicants get an appointment at the respective passport seva kendras, where documents are taken at face value and there's no mechanism to confirm authenticity from the issuing authority, a top official told TOI. Moreover, it's also expected that veracity of claims is done during police verification. If every document is counter-checked at the seva kendra, issuing of passports can get indefinitely delayed, he said. The Digilocker system can prevent such frauds. It is a cloud-based facility, which allows direct access to documents through the issuing authority. If an applicant uses DigiLocker, then only genuine documents get uploaded. For example, in the case of Aadhaar, it would directly access the Unique Identification Authority of India's (UIDAI) system. In case no Aadhar has been issued, nothing would be uploaded in the passport application. However, even as the DigiLocker system has been available since 2018, there are not many users, and it has not been made mandatory, said a source in the passport office. Barua came to India on a tourist visa through Bodh Gaya, a Buddhist pilgrimage centre in Bihar. It is a common practice among Bangladeshis to reach Gaya and then move to different parts of the country, said a source. An official involved in the case said it was discussed whether Barua can be deported, but it's also being considered that he hails from a persecuted minority community in Bangladesh and CAA was introduced for them. Barua's community lives in the plains of Chittagong while Chakma tribals, who too are Buddhists, live in the hill tracts. Unfair to say RFI didn't utilise funds: former president Rajlaxmi
Pune: Former president of Rowing Federation of India (RFI) Rajlaxmi Singh Deo has termed as "unfair" the government's submission in the Rajya Sabha that the body had failed to utilise the funds allocated to it for the financial 2024-25. In a written submission in the Upper House of the Parliament, the Centre, citing a set of data it had compiled, claimed that prominent national sports federations including the RFI had not spent even half the money provided for their sports programmes. "They didn't give any sanctions, and they're saying we didn't utilise the money. It is very, very unfair on us," Rajlaxmi told TOI over phone on Thursday. Nagpurian sculpts Saptamrittika Ganesh idol using soil of seven cities
1 2 Nagpur: Ganpati is considered the Lord of Arts. As this year's Ganeshotsav approaches, the work of crafting the beloved Bappa is in its final stages. One traditional artist, Suresh Pathak, has this year sculpted a Ganpati idol using soil from seven different cities, and named it Saptamrittika. With seven days remaining for Bappa's arrival, sculptors are giving final touches to idols. With no restriction on the sale of Plaster of Paris idols this year, both clay and PoP idols are available in the market. However, in a unique effort, Pathak has made Ganesh idols crafted from seven different types of soil, including soil from Vidarbha as well as from outside states. Pathak's creativity is attracting people's attention. A senior member of the traditional sculptors' association in the city, Pathak has always campaigned against the sale of PoP idols, specially as awareness has grown over the last few years. Against this backdrop, Pathak has this year created a Ganpati Bappa idol in natural colours using seven different types of soil. To create the Saptamrittika Ganpati, he has used soil of special colour and specific type from the states of Maharashtra, Madhya Pradesh and Uttar Pradesh. Pathak had crafted 100 idols of this type on an experimental basis, all of which were sold within no time. Some 50 idols of this type have been sent to Pune and 20 idols to Mumbai. Devotees have given a tremendous response to Pathak's unique Bappa. Pathak's is already preparing to go all out with his innovation next year, and take up production of Saptamrittika Bappa on a large scale.
