Plans to convert vacant upper floors into flats have been rejected.
The proposal was for the change of use of the first and second floors of a building on Charles Street, Newport, into two self-contained flats.
However, Newport City Council refused the application due to several key issues.
The main reasons for refusal included inadequate information on the internal noise levels and natural ventilation within the city centre location.
The application did not include a noise assessment, which is a requirement under certain policies and guidelines.
The proposal was also deemed to have failed in demonstrating the delivery of sustainable development.
This was due to insufficient mitigation for affordable housing, which goes against specific planning obligations and policies.
The site in question is a three-storey mixed-use property with a commercial ground floor and currently vacant upper floors.
The building is located in a town centre conservation area and opposite a Grade II listed building.
The proposed changes included a two-bedroom flat on the first floor with a combined kitchen and living area and a bathroom.
The second floor and loft area were to be converted into another two-bedroom flat with a separate lounge, kitchen, and bathroom.
However, the size of the second flat was found to be marginally below the standard.
The application also included a proposal for a rear roof plane Velux rooflight, but this was not detailed sufficiently in the submission.
The principle of the development was considered acceptable in terms of reusing vacant upper floors in a sustainable location.
However, the lack of a noise insulation or impact assessment, given the city centre location and the late-night use of the ground floor commercial units, was a critical failure.
The Highways Authority also objected to the proposal due to the missing cycle storage details.
No off-street parking was included in the proposal, but this was deemed acceptable.
The application was made by C Peters and was considered under national and local planning policies.
The planning application, numbered 25/0317, was refused on August 11, 2025.
Despite no objections from Welsh Water and the waste manager finding the waste collection arrangements acceptable, the application did not receive any public representations.

All I can tell you about is the system and how it works. 'I mean, it's an independent judiciary, essentially. So once the allegations, the charge, has been put forward, they go before an independent panel, which is independently selected, and they are then in charge of the process and its timings. They hear the case, they decide the outcome, and we have no influence over that, over it or its timing. That's right from an independence point of view." Masters said 'my frustration is irrelevant.' 'I just have to wait,' he said, "and legal processes rarely take less time than you anticipated, but we have to be patient.' Taking the Premier League abroad The Spanish league has recently approved a request for a match, between Villarreal and Barcelona, to be played in the United States in December and Masters was asked whether the Premier League had any similar desire to take a game abroad. Masters said the need has lessened. 'We did look at the '39th game' way back when, with lots of controversy. I recall that very clearly," Masters said of a controversial proposal made back in 2008 of having an extra round of matches played overseas. 'Our objective at the time, when thinking about it, was to help grow the Premier League around the world. 'And we've been able to do that through different means, through brilliant broadcast partnerships, through digital technology, investing in other areas, like the Summer Series tournament we've just had in the U.S., and now the Premier League is a genuinely global league. There are billions of people who will be tuning in over the course of the next next nine months to watch Premier League action. Aashish Dhakad will start in October in New York as head of private credit origination for North America as part of Citi's $25 billion push into private credit with Apollo Global Management. Dhakad, who previously worked at Ares Management and Bank of America, will report to John McAuley for private credit origination and Scott Sartorius and Ryan Williams, Citi's co-heads of leveraged finance on the continent. Separately, Amit Nayyar was appointed the co-head of tech investment banking in the UK, Europe, Middle East and Africa alongside Yishai Fransis, according to a memo seen by Reuters. He will start in the fourth quarter. Nayyar most recently served as JPMorgan Chase's head of EMEA fintech and payments coverage investment banking. He previously worked at Indian payments company Paytm and Goldman Sachs.
