Kalispell mayor rebukes Legislature for 'antagonistic, vindictive approach' to cities

Mar. 5—Kalispell Mayor Mark Johnson on Monday slammed the state Legislature after learning lawmakers were again considering a bill sunsetting levies after 10 years.
"I've never seen such an antagonistic, vindictive approach against cities, counties to a lesser extent, than any other state that ours has towards us," Johnson said of the Legislature.
His remarks came during Kalispell City Council's March 3 meeting and after City Manager Doug Russell updated councilors on Senate Bill 204. The legislation originally required that all levies come with a sunset date but had been amended to exempt levies for fire protection and emergency medical service.
While the public safety levy passed by Kalispell voters last year would remain safe, Russell warned that the bill could be amended further.
Johnson accused legislators of scolding municipalities for not addressing the statewide housing crunch while pressing them to tighten their budgets. Johnson said that building infrastructure to support more housing inflates city budgets. And then "[legislators] sit in their chairs and yell at us because our budgets went up. The audacity is appalling," he said.
He called the legislature "extremely dishonest" for dictating city budgets without understanding how they are produced.
"They don't really represent us, they don't represent our taxpayers, they represent themselves and their party," he said.
COUNCIL GAVE the green light to Texas-based developer Vista Ridge Cottages to ship in 96 prefabricated residential units — 53 detached single-family units and 43 townhomes — bound for nearly 16 acres off Two Mile Drive, east of the U.S. 93 Bypass.
The land was annexed into the city and zoned under residential apartment (RA-1) with an approved preliminary plat and planned unit development, which will allow for smaller lot sizes than permitted under city code. The city's growth policy designates the land for high-density development.
Developer Guy Hatcher has had a second home in the Flathead Valley since 2011 and said he has observed the rising need for affordable housing. He said the homes are intended for younger families looking for a starter home or seniors looking to downsize.
Partnering with Fading West, the homes will be framed and shipped from its facility in Colorado. Hatcher said the homes should be ready to sell within a week of being delivered.
"We are trying to get a really cool village-looking feel coming out of this product," Hatcher said. He wants to see homes begin to hit the market in summer 2026.
He anticipates the homes to range from 580 to 1,800 square feet, with prices ranging from $325,000 to $480,000.
While the style of housing was favored across the board, Councilor Ryan Hunter expressed concern over developing on the 100-year flood plain that lies underneath a large portion of the property.
Building subdivisions on floodplains is disallowed under city code, but the developer can get approval from the Federal Emergency Management Agency to infill the land after it conducts an analysis of the property and revises the floodplain map to allow for development.
Sorensen doesn't anticipate the permit to be approved by FEMA until next year.
Hunter, who also works as a land protection specialist for the Flathead Land Trust, expressed concern over moving the floodplain which he said may still pose a risk to the surrounding area.
"My understanding is that this is not a good idea," he said.
Johnson voted for the development, wishing that FEMA would hand out the permit sooner.
"In all reality, a city our size, we don't have access to the federal programs for money to buy down housing prices. We don't have access to these things, so our attack is on building inventory. Inventory to the point it gets so much, we have too much," he said.
Still, Johnson in January sided with the Flathead County commissioners in their decision to reject a state program that would have funneled millions into Flathead County for workforce housing.
AFTER DELIBERATING last week, Council voted to adopt a new project plan to hasten upgrades for the city's wastewater treatment facility in the face of a fast-approaching deadline to complete construction.
With Glacier Gold Composting closing its doors, the city must upgrade its facility so it can ship its biosolids exclusively to the Flathead County Landfill.
Council also authorized the issuance of a bond package of up to $100 million to finance capital improvements at Immanuel Living's Buffalo Hill Campus. The conduit bond is authorized through the city, but a private bank provides the funds.
Johnson said the practice by companies is typical when pursuing larger projects.
Council also allowed the 91-acre Spring Creek Park subdivision a preliminary plat extension after inflation and labor shortages kept the developer from starting construction in the required timeframe.
Kalispell Police officers Chris Olsen and Cat Edson also were sworn in after completing their one-year probationary period.

That includes motion capture systems in the entertainment sector, as well as machine vision for industrial manufacturing and automation. And it's already being used by some of the biggest businesses in the world, including Johnson & Johnson, Ubisoft, Boeing, Airbus, and even NASA. So how much money could investors potentially make with just a £100 investment today? Demand for machine vision solutions has been steadily rising, particularly within the manufacturing sector. This comes as a result of increased AI-powered quality control investments and the general digitalisation of factories in the pursuit of efficiency and fewer production errors. That's a key tailwind Oxford Metrics' management team intends to capitalise on with its recent expansion into the sector. And according to analysts, this could prove to be an explosive catalyst that may significantly accelerate revenue growth in 2025 and beyond. With that in mind, it's not so surprising to see some lofty share price forecasts for this penny stock. Canaccord Genuity currently has a 100p share price target, while Numis Securities has set its forecast at 140p. Compared to where the shares currently trade, that suggests a potential 70-140% potential gain, transforming a £100 investment into anywhere between £170 and £240 over the next 12 months. In other words, Oxford Metrics might not be a penny stock for much longer. And if it can continue to expand its market share and top line, a 140% potential gain could be just the tip of the iceberg. Despite having promising technology and future growth potential, like most penny stocks Oxford Metrics has several risks investors must consider. Currently, over a third of its revenues stem from the notoriously cyclical entertainment sector. Expanding into manufacturing will help address this sector's concentration risk. However, penetrating a new market's going to be a challenge and certainly won't happen overnight. There's also the competitive landscape to consider. Despite being a niche technology business, the machine vision market is already flooded with rival firms pursuing the same target customers. That puts a lot of pressure on the firm to continuously innovate and stand out from the crowd with superior technology. If it falls behind, clients may start venturing elsewhere. As with all penny stocks, Oxford Metrics is a risky investment. But with an established customer base, rising sales, and positive albeit choppy profits, the company's certainly in a stronger position than most stocks in this segment of the stock market. Here's why the Scottish Mortgage share price is back at 1,000p

The Scottish Mortgage Investment Trust (LSE: SMT) share price has risen to £10 again in recent days. This means it's up nearly 50% over the past two years, and 23% since early April. Here, I want to look at what might have fuelled the recent turnaround, and whether it could continue. Scottish Mortgage's focus on disruptive companies more often than not leads it to the tech-packed US stock market, particularly the Nasdaq. Around 61% of the FTSE 100 investment trust's portfolio is in US stocks. Therefore, a recovery in share prices across the pond has underpinned Scottish Mortgage's short-term performance. The Nasdaq is now 28% higher than its April trough. That said, there have also been some notable jumps in a few key holdings. Latin American e-commerce giant MercadoLibre hit an all-time high in early June, as did audio streaming platform Spotify. Indeed, Spotify stock is now up 805% since the start of 2023! While the trust has been selling some Nvidia shares recently, it's still a significant holding (around 2.3% of the portfolio). And the AI chip king has also been on a hot streak, surging 51% since the April sell-off. It should also be noted that the FTSE 100 itself is now just a whisker away from a 52-week high — and therefore a new record. One key theme that Scottish Mortgage has invested in heavily is the digitalisation of global finance. It has called this one of 'the world's most transformative trends'. Key holdings here include MercadoLibre and Nu Holdings (Nubank) in Latin America, Affirm and Stripe (unlisted) in the US, and Sea Limited and Ant Group (unlisted) in Asia. Sea is up 61% this year, while Affirm has rebounded 62% since early April. Somewhat rarely for the trust, it does have a couple of UK-based fintechs in the portfolio. These are money transfer app Wise and neobank Revolut, which is private. The Wise share price jumped close to a record high this week after the firm posted strong annual results. Wise also said it intends to transfer its primary listing to the US, which will allow it to work towards inclusion in major US indexes. Whether the trust keeps rising in the near term is largely dependant on what the US market does. We know Trump's tariffs are hurting the global economy, so this is a risk to American corporate earnings and the value of Scottish Mortgage's portfolio. Investors in the trust need to be prepared to ride out sometimes stomach-churning periods of volatility. On the flip side, the global IPO market is warming back up again (though not in London, unfortunately). Revolut is reportedly preparing for a public listing that could value the company at over $45bn, while Ant Group might list in Hong Kong later this year. These massive IPOs could help boost Scottish Mortgage's net asset value (NAV), assuming they're well-received by investors. It would also help relieve worries about the true value of its unlisted assets. Either way though, I still think Scottish Mortgage shares are worth considering. They're currently trading at an 10.8% discount to NAV, which I think is attractive given the long-term growth potential of the portfolio. The Tesla share price could skyrocket next week!

The Tesla (NASDAQ:TSLA) share price is quite frankly hard to keep track of. One moment its down near $220, the next it's pushing towards $400. However, next week could be a big week for the company. The stock's valuation hinges not on electric vehicles (EVs), but its potential leadership in the autonomous driving space. As such, Tesla's upcoming robotaxi launch in Austin, Texas, set for 12 June, has reignited debate over the company's sky-high valuation and the potential for dramatic share price swings in the coming week. The move marks Tesla's long-awaited entry into the autonomous ride-hailing market. With rivals like Waymo, Zoox, and Avride already operating in the city's tech-friendly environment, Tesla may be in danger of falling behind. At the heart of any discussion about Tesla — or any stock — is valuation. Tesla's current and forward multiples remain among the highest in the consumer discretionary sector. The company's forward price-to-earnings (P/E) ratio stands at 180.4 times, nearly 1,000% above the sector median of 16.4 times, and even higher than its own five-year average of 115.1 times. The forward price-to-earnings-to-growth (PEG) ratio is 8.6. That's more than four times the sector median — and remember some of these other companies will pay a dividend. This tells us that even with projected earnings growth, the stock is expensive by growth investing standards. Meanwhile the price-to-sales (P/S) and enterprise value-to-EBITDA (earnings before interest, tax, depreciation, and amortisation) ratios tell a similar story. Tesla's forward P/S is 11.31 (sector median is 0.87), while its forward EV-to-EBITDA is 76.58 (sector median: 9.73). These metrics indicate Tesla is valued not just as a carmaker, but as a tech company with enormous anticipated future profits. The market's optimism, or overoptimism, is rooted in the robotaxi story. Tesla aims to dominate in the sector by quickly scaling its robotaxi operations globally. In theory, it's a high-margin business with strong recurring revenues. This would fundamentally alter the company's earnings profile. However, this optimism is highly speculative and contingent on overcoming significant technical, regulatory, and competitive hurdles. And that's why it's so important that Tesla impresses with its launch next week. There's also the Optimus robot. This is Tesla's humanoid robot, which like the robotaxi venture, is built around developments in artificial intelligence (AI). Optimus could also be game changing. Despite the possibilities, Tesla's valuation leaves little margin for error. And this risk is compounded by the competitive landscape in Austin. Waymo, especially, already established a presence, and its technology relies on different approaches — such as lidar and radar — compared to Tesla's camera-based system. And while Elon Musk touts Tesla's approach as more scalable and cost-effective, the company has a history of missing self-imposed deadlines on autonomy, which could test investor patience if the rollout stumbles. Personally, I want to see Tesla do well. I want companies to succeed and push the boundaries of technology. However, I believe Tesla's execution risk is considerable and the valuation hard to justify. That's why I'm watching from the sidelines.
