
Man facing U.S. extradition for child sex assault rearrested in Windsor for bail breach
Rodney Douglas Kimbrough is currently sought by the Federal Bureau of Investigation in connection with a decades-old sexual assault of a minor.
He is wanted on multiple charges:
Rape (x 4)
Gross sexual imposition (x 6)
Failure to appear
Flight to avoid prosecution.
On Sept. 11, 2024, Kimbrough was arrested in Windsor on an extradition warrant by the Toronto Police Service Fugitive Squad.
He was subsequently released on bail pending an extradition hearing, under strict conditions including house arrest, electronic monitoring, and accompaniment by a surety. A surety is an individual who agrees to supervise an accused person while they are out on bail and ensure compliance with their release conditions.
In June 2025, Windsor police bail compliance officers launched an investigation and confirmed the suspect had violated his conditions on multiple occasions. He was arrested on July 2 at a residence in the 1600 block of Martindale Street.
Kimbrough is now charged with three counts of failure to comply with a release order. He will remain in custody pending a bail hearing.
His surety, a 58-year-old woman, has also been charged with three counts of facilitating a breach of a release order.

Social Sharing Manitoba RCMP are asking for the public's help in finding a missing senior in Gimli. Ralph Osterwald, 66, was last seen on Friday at around 7 p.m. leaving from a home in the town — roughly 84 kilometres north of Winnipeg — on a grey-coloured bike saying he was going for a ride. Mounties and Osterwald's family are concerned for his well-being, police said in a news release Sunday afternoon. The man was reported missing on Saturday and officers still believe he is in the town's area. Osterwald is six feet tall with a thin build, grey thinning hair and a beard. He was last seen wearing a cowboy hat, a fleece jacket and blue jeans, police said.

Wanted man arrested in northern Ont. after police chase, ramming cruisers

(File photo/CTV News) A 28-year-old Amherstburg man has been arrested and charged following a multi-police pursuit in North Bay involving the Windsor Police Service, North Bay Police Service and Ontario Provincial Police. The accused faces charges including drug trafficking, flight from a peace officer, dangerous operation of a vehicle and failure to comply with a probation order. The details At about 7:15 p.m. on July 29, the North Bay Police Service was alerted by Windsor Police regarding an active investigation. The suspect also had an outstanding warrant from a prior North Bay incident for fleeing police and cocaine trafficking. Officers located the man in North Bay and attempted to stop his vehicle using two police cruisers. 'When officers attempted to stop and contain his vehicle using two police cruisers, the accused rammed the vehicles and fled the scene,' police said in a news release. OPP officers, including the canine unit, assisted in tracking the suspect. He was later apprehended without further incident and transported back to North Bay, where he was formally charged.
