MC struggles to complete garbage compactor installation project
The project moved at a snail's pace since the planning phase, and is still not completed. Even after three years since the approvals, installation of compactors is still pending at one site, while at another site, machinery was installed, but the officials could not solve the problem of overhead wiring in one year and it is still not in working condition. The project is expected to be completed by the end of Sept.
Project at Dana Mandi, near Arora Palace, is still pending due to tussle between the mandi board and the municipal corporation, the allocation of land for compactors got delayed.
The land is yet to be allocated and then the civic body will start construction work to install compactors. After the installation of the machinery, it will become operational. The total project cost is Rs 24.83 crore.
According to the employees of MC's health branch, the work belonged to them, but it was executed by the bridges and road branch, and lack of coordination resulted in flaws in this project. The health branch officials claimed that they were not consulted when this project was planned as at around 22 locations, the civic body had plans to install the compactors.

However, the number should increase as after every three wards there was a need for one compactor site, and lesser number of machines are installed.
There is shortage of containers at the sites, as when one container is lifted from a place, there is no replacement and the garbage collectors are told to wait outside the compactor site. Then they are forced to throw garbage roadside or outside the compactor site.
Initially, at nine locations, the MC got compactors installed through Ludhiana Improvement Trust funds in September 2017 during the Congress regime.
The idea behind compactors was to hide the garbage left in the open, as earlier the city had over 50 open garbage dumping locations from where MC used to lift the garbage. Apart from this, there are certain illegal garbage dumping locations as well, which are totally ignored by the civic body, including the vacant plots.
One of the MC officials claimed that planning to install the compactors through the Smart City Mission started way back in 2019, and it took almost three years to prepare detailed project reports and get technical approvals. In 2022, the MC was given final nod by the technical teams and then tenders were floated. He added that the work order was issued on August 1, 2023, and it was expected to be completed by January 31, 2024, but due to one reason or another, it got delayed.
Meanwhile, MC commissioner Aaditya Dachalwal said, "Only one location was left and that will also get covered. We are trying to settle things where there is any problem."

1,240 National Highway Projects Worth Rs 7.8 Lakh Crore Underway: Nitin Gadkari
New Delhi: Union Minister Nitin Gadkari on Wednesday said 1,240 national highways projects in 29,406 km, costing Rs 7.80 lakh crore, are currently under construction in the country, of which 15,674 km have been completed. These projects are under various stages of construction and are scheduled for completion in a phased manner by the financial year 2028-29, Gadkari said in a written reply to Rajya Sabha. The ministry of road transport and highways is primarily responsible for the development and maintenance of National Highways (NHs) and Expressways. Responding to a separate question, the minister said that during the current Financial Year 2025-26, the government has prepared the annual plan for the development of about 19,555 km of NHs, including about 548 km in the State of West Bengal. He also said a total of 4,557 electric vehicle Public Charging Stations (PCSs) have been installed on the State/National Highways and Expressways in the country. The minister said the government has prioritised the maintenance of the existing national highways network and has evolved a mechanism to ensure maintenance and repair (M&R), including timely repair of potholes on all NHs, through accountable maintenance agencies. NHs' development projects are executed mainly in three modes-- Build-Operate and Transfer (BOT), Hybrid Annuity Model (HAM) and Engineering Procurement and Construction (EPC). Concession period, including maintenance for projects on Build-Operate and Transfer (BOT), is 15 to 20 years, and on Hybrid Annuity Model (HAM) is generally 15 years. The Concessionaire is responsible for the maintenance of the respective NH stretches within the concession period of the project. Only in the case of EPC projects, the Defect Liability period (DLP) is 5 years for the bituminous pavement works and 10 years for concrete pavement works.
