Saudi Arabia's real estate market to grow despite affordability concerns: S&P

Saudi Arabia's real estate market will continue to grow, thanks to the government's ambitious plans and evolving consumer preferences, S&P Global Ratings said.
However, affordability issues and execution risks will need careful navigation amid macroeconomic pressures and relatively high interest rates.
The country's population growth, its Vision-2030-related activity, and supply shortages in large urban centres will likely keep fuelling the market, credit analyst Sapna Jagtiani said.
Mortgages from Saudi banks have been the main source of real estate financing over the past few years, growing to $180 billion, or 23% of all loans, as of the end of 2024.
'We expect interest rate cuts will boost mortgage growth after a moderate slowdown in 2022-2023,' she said, adding that off-plan mortgages are becoming the norm, which could expose banks to developers' execution risk.
The government remains the key driver of residential real estate growth, with its homeownership targets (70% home ownership by 2030, 65.4% achieved in 2024) and funding support to nationals.
S&P expects a strong pick-up in residential transaction volumes and values in 2025, given the government's initiatives to increase home ownership.
Moreover, the growth will be backed by strong demand in major hubs such as Riyadh and Jeddah due to growth in economic activity and Mecca and Madinah due to increased religious tourism.
Higher costs of home ownership will quickly change consumer preferences but offer an opportunity for sector transformation, Jagtiani said.
'Living in apartments instead of villas and townhouses is becoming more socially acceptable. Buyer preferences are skewing toward off-plan mortgages rather than ready-to-move-in homes," she added.

Borouge and Adnoc Logistics & Services (Adnoc L&S) have entered a 15-year strategic partnership that will support a significant increase in the production and export of petrochemicals from the UAE. The mutually beneficial service agreement will deliver a minimum guaranteed value of $531 million (Dhs1,950 million), supporting the next phase of Borouge's accelerated growth plans, driving operational cost savings over the full contract term, realising more than $50 million in cost savings and efficiencies in the first five years alone, and enhancing the company's supply chain network. The agreement covers port management, container handling, and feeder container ship services for the Borouge Container Terminal in Al Ruwais Industrial City, Abu Dhabi. Adnoc L&S will manage the transportation of up to 70 per cent of Borouge's annual production, which will increase significantly following the completion of the Borouge 4 plant expansion. It will deploy a minimum of two dedicated container feeder ships to transport Borouge's products from Al Ruwais to the deepwater ports of Jebel Ali in Dubai and Khalifa Port in Abu Dhabi. Hazeem Sultan Al Suwaidi, CEO of Borouge, commented, 'This agreement builds on our long-standing collaboration with Adnoc L&S, a partnership that has been instrumental in meeting the evolving needs of our customers in high-growth markets. 'It brings significant benefits to Borouge; driving substantial operational cost savings and enhancing our Logistics Variable Cost (LVC), as well as complementing our existing rail operations and expanding the flexibility of our supply chain network.' 'With the rapid increase in our production capacity, we are advancing our capabilities in delivering differentiated products and solutions efficiently, while keeping pace with rising global demand.' As Borouge plans to ramp up production capacity by 1.4 million tonnes per annum by the end of 2026 through its Borouge 4 mega project, Borouge will become the world's largest single-site polyolefin complex. The partnership with Adnoc L&S will further enhance Borouge's supply chain efficiency as well as reinforcing Adnoc L&S' commitment to delivering innovative, integrated supply chain solutions that enhance trade, strengthen industrial resilience, and support the UAE's vision for economic diversification and global leadership. The initiative aims to enhance the efficiency of medical supply delivery during the Hajj season of 1446H using drone technologies. This initiative marks a proactive step in utilizing modern technologies to support the healthcare sector. It addresses the logistical challenges posed by the massive crowds in the holy sites, particularly in Mina and Arafat, where traditional ground transport can take more than 1.5 hours. In contrast, drones can reduce delivery times to under 6 minutes, directly improving emergency medical response times. As the technical operator of the initiative, Terra Drone Arabia deployed DJI M350 RTK drones equipped with specially designed transport boxes to ensure the safe handling of medical supplies by maintaining the required temperature conditions. The drone operations were managed using the Unmanned Traffic Management (UTM) system developed by Unifly, a group company of Terra Drone, ensuring both efficiency and safety. The UTM is used to enable real-time tracking of drone positions and resolve potential conflicts between drones and other airspace users, issuing alerts, and providing landing instructions. The company also ensured the highest standards of air safety were applied, leveraging integrated safety systems compliant with operational requirements in densely populated areas. Operations were conducted under the supervision of the Ministry of Health and coordinated with several regulatory bodies, including the Ministry of Interior, Ministry of Defense, and the General Authority of Civil Aviation, helping to establish a safe and organized operational environment. Real estate consultants observed that Sharjah's real estate market exemplifies a maturing sector that balances growth with sustainability. 'The emirate's strategic vision, robust infrastructure, and investor-friendly policies have created a fertile ground for real estate investment,' an analyst said. They noted that against the backdrop of the UAE's dynamic property sector, Sharjah's performance reflects both local resilience and alignment with broader national trends, underscoring its reputation as a prime investment destination. The UAE's real estate market has been on a steady growth trajectory, with the nation's property sector projected to contribute significantly to the non-oil GDP, which reached 73 per cent of the total economy in 2024, as reported by the UAE Central Bank. In particular, Dubai's high-octane luxury market recorded transactions worth Dh97.5 billion in Q1 2025 per the Dubai Land Department. Initial sales contracts numbered 1,486, comprising 17.7 per cent of transactions, while ownership certificates accounted for 43 per cent with 3,619 transactions. Additionally, 1,355 ownership deeds were issued, making up 16.1 per cent of the total, reinforcing Sharjah's reputation for a well-regulated property transactions spanned 134 areas across Sharjah, covering residential, commercial, industrial, and agricultural properties. Of these, 877 transactions involved land, 395 were for units in towers, and 302 were for built-in land deals. Sharjah City dominated with 1,426 sales transactions, led by Al-Metraq, which recorded 354 deals, followed by Muwailih Commercial with 258 and Tilal with 135. In terms of trading value, Muwailih Commercial topped the list at Dh352.2 million, followed by Tilal at Dh263.2 million, Al-Sajaa Industrial at Dh140.9 million, and Al-Metraq at Dh114.9 Sharjah City, the Central Region logged 97 sales transactions, with Industrial 1 leading at 17 deals and Al-Blida recording the highest trading value at Dh13.8 million. In Khor Fakkan, 26 transactions were recorded, with Al-Harai Industrial contributing five deals and Hay Hayawa 4 achieving a trading value of Dh3.6 million. Kalba City saw 24 transactions, with Al-Tarif 5 leading at seven deals and Al Soor 1 posting a trading value of Dh3.5 million. This widespread activity underscores Sharjah's ability to cater to varied investor preferences across its regions. A 2025 report by Property Monitor highlights that Sharjah's affordability, compared to Dubai's average property price of Dh2.1 million, makes it a magnet for middle-income buyers and investors seeking value-driven opportunities. Additionally, Sharjah's focus on cultural and educational hubs, such as University City, enhances its appeal as a holistic lifestyle destination.
