Texas lawmakers could help push forward plans for high-speed rail
AUSTIN, Texas - State lawmakers could help push forward plans to build a high-speed rail connecting San Antonio, Austin, and Dallas.
On April 28, a House Transportation Committee heard testimony on HB 483. The bill would allow TxDOT to reach agreements with a private company to build, maintain, and operate a high-speed rail along the I-35 corridor.
The intercity passenger rail would be expected to reach speeds of at least 110 mph.
Lawmakers said it's needed to build a modern transportation network that meets the urgent need of our growing population.
"We're behind Florida in high speed rail. Orlando, Florida, has done amazing things, leapfrogging over the state of Texas and the rest of the nation with regard to high-speed rail, with great advantage to Florida residents. Texas talks about being number one. We need to be number one," said Sen. Sarah Eckhardt.
The legislation would also repeal a 2017 ban on state investments in high-speed rail.
It still needs passage in both chambers to become law.

Inside Austin's Agenda: Behind the scenes of last week's ‘cap and stitch' vote
AUSTIN (KXAN) — On Wednesday's episode of Inside Austin's Agenda, host Grace Reader will sit down with Austin City Council Member Ryan Alter to talk about last week's vote to commit $104 million to the Texas Department of Transportation (TxDOT) for the roadway elements of 'caps and stitches' over TxDOT's I-35 project. Those 'caps and stitches' are decks over the highway that may eventually support parks, trails, and community spaces. The funding committed Thursday will support caps between Cesar Chavez Street and Fourth Street, between Fourth Street and Seventh Street and between 11th Street and 12th Street. It also covers two stitches, which are thinner than caps, in north Austin. Parks over I-35: Austin city council agrees on $104M for roadway elements Alter was part of a sub-quorum of council members pushing for as many of those 'caps and stitches' as possible. He presented several ideas in the days leading up to the vote to encourage his remaining colleagues to consider voting for additional highway covers. Montana clears the road for motorized scooters under new law
Motorized scooters, popularized in culture by companies like Lime, are now a specifically regulated mode of transportation in the state. Signed into law last week, House Bill 588, brought by Rep. Neil Duram, R-Eureka, defines motor scooters and adds safety regulations for users, the Daily Montanan reports. Motorized scooters now have the same rights on the roadway as a cyclist or someone riding a moped. The law also includes single-wheels, which essentially are motorized skateboards. During the bill's hearing in the House Transportation Committee, Duram, a former member of the Montana Highway Patrol, relayed a story about a kid in his community riding a single wheel on the roadway. To his credit, Duram said, the kid is safe while he rides — but being on the roadway was technically illegal. 'I suspect your community has a kid just about like him,' Duram said. 'This really is his transportation.' Duram said that trying to solve the problem of the single wheels led him to consider motorized scooters, too. The issue was seats — if something didn't have a seat, it could not be on the road. The bill solved the legal issue. It also stipulates that motorized scooters can't go faster than 30 mph. Importantly, motorized scooters are distinguished from motorized vehicles — an important difference because it means someone cannot be charged with driving under the influence while operating a scooter. That does not, however, mean they could not be charged with other offenses. Duram said on the House floor on April 16 in that situation, the person could be given a public intoxication charge. 'My intention was that they'd be traveling at relatively slow speeds to transport the operator to and from his destination and location without the necessity of him having a driver's license,' Duram said in the hearing. 'This becomes, without a driver's license, one of your standard forms of transportation.' Motorized scooters are required to have white headlights, and red lights or reflectors facing behind There's also stipulations on brakes, requiring a motorized scooter be able to stop from 10 mph within 25 feet. Scooters are not allowed to be operated by motor on sidewalks or bike paths. Riders must yield to pedestrians when operating the vehicle.
