India underlines ‘substantive agenda' to mend strained ties with US over tariffs, Russia oil
At a time when India's ties with the US are strained over tariffs and energy imports from Russia, Delhi on Thursday underlined focus on the 'substantive agenda' between the two countries — an American defence policy team in Delhi, joint military exercises in Alaska and 2+2 meeting of the defence and foreign ministry officials later this month. This is to assuage concerns that India is gravitating towards the non-western partners — External Affairs Minister S Jaishankar is headed to Moscow and Chinese Foreign minister Wang Yi is likely to come to India next week, and NSA Ajit Doval was in Moscow to meet Russian President Vladimir Putin, and Prime Minister Narendra Modi is likely to travel to Tianjin in China for the SCO leaders' summit on August 31-September 1. Responding to questions on the future of Indo-US relations on Thursday, Ministry of External Affairs' official spokesperson Randhir Jaiswal said: 'India and the United States share a comprehensive global strategic partnership anchored in shared interests, democratic values, and robust people-to-people ties.' 'This partnership has weathered several transitions and challenges,' he said, alluding to the challenges posed by US President Donald Trump's imposition of 50% tariffs on India — 25% because of high tariffs and 25% for buying Russian energy. 'We remain focused on the substantive agenda that our two countries have committed to and we hope that the relationship will continue to move forward based on mutual respect and shared interests,' he said. The MEA spokesperson said, 'The India–U.S. defence partnership, underpinned by foundational defence agreements, is an important pillar of the bilateral partnership. This robust cooperation has strengthened across all domains… We are expecting a U.S. Defence Policy Team to be in Delhi in mid-August. The 21st edition of the joint military exercise — Yudh Abhyas — is also expected to take place later this month in Alaska. Both sides remain engaged to convene the 2+2 Intersessional meeting at the working-level towards the end of the month.' It is not usual to give out such details of upcoming activities, especially in the defence and strategic sectors, in advance. This announcement is significant since it gives out the message that India is not closing its doors of engagement with Washington DC. This comes at a time when preparations are underway to schedule a visit by Prime Minister Narendra Modi to the US in the last week of September. The MEA spokesperson, when asked, said that no decision has been taken yet on the PM's visit. Sources said that the ostensible reason is to attend the United Nations General Assembly in New York, but a key objective will be to meet US President Donald Trump, iron out the issues on trade and arrive at a common ground on tariffs. This will also give an opportunity for the two leaders to announce a trade deal. However, for this to fructify, a lot of moving parts and a series of things have to fall in place. There has to be movement on two fronts — the Russia-Ukraine war and the Indo-US trade deal. Negotiations are underway on both fronts and Delhi is closely following the meeting between Trump and Russian President Vladimir Putin on August 15 to discuss a resolution to the war in Ukraine. Modi has already spoken to Putin and Ukrainian President Volodymyr Zelenskyy in the last few days. A resolution to the conflict is in India's interest, sources said, and it has been conveyed to both leaders. On the trade deal front, Indian and American negotiators had been close to sealing a deal, but the US President was not happy about the deal that was agreed between the interlocutors. So, the negotiators have to discuss the terms of the deal further, and they have to offer new terms, as red lines have been drawn. But the two sides are focused on the new goal for bilateral trade – 'Mission 500' – aiming to more than double total bilateral trade to $500 billion by 2030. Now, to schedule the visit, as a first step, the Indian side has reached out to the UN headquarters for a speaking slot for the Prime Minister at the UN General Assembly, and, as of now, that has been scheduled on September 26 morning. Trump is slated to speak on September 23. Now, if the PM's visit takes place, it will give an opportunity to speak at the UNGA and then hold a bilateral meeting with Trump and other world leaders.

US Approves Possible $346 Million Arms Sale To Nigeria To Improve Security
Abuja: The US State Department approved a possible $346 million weapons sale to Nigeria to help improve security in the sub-Saharan country, the Pentagon said Wednesday. Congress was notified and would need to approve the sale, the Defense Security Cooperation Agency said in a statement. The agency is a division of the Department of Defense that provides technical assistance and oversees transfers of defense equipment. The weapons requested by Nigeria include munitions, bombs, and rockets. A resurgence of attacks by Boko Haram, Nigeria's homegrown jihadist group, has shaken Nigeria's northeast. The group took up arms in 2009 to fight Western education and impose its radical version of Islamic law. In recent months, Islamic extremists have repeatedly overrun military outposts, mined roads with bombs, and raided civilian communities, raising fears of a possible return to the peak insecurity of the Boko Haram era despite the military's claims of success against them. The conflict, which has spread into Nigeria's northern neighbors, has claimed about 35,000 civilian lives and displaced more than 2 million people in the country's northeastern region, according to the UN. Apart from the insurgency in the northeast, Africa's most populous country also faces serious security challenges in the north-central and northwest regions, where hundreds have been killed and injured in recent months. 'The proposed sale will improve Nigeria's capability to meet current and future threats through operations against terrorist organizations and to counter illicit trafficking in Nigeria and the Gulf of Guinea,' the Pentagon said Wednesday. Israel set to expand settlements into West Bank to 'bury' Palestinian state
Israel plans to expand settlements into an area of the West Bank that would effectively bisect the enclave — a move its finance minister said 'buries the idea of a Palestinian state.' The expansion into the 3,000 acres known as E1 that run between Jerusalem and Ma'ale Adumim — long excluded from settlement plans — would amount to a major rebuke of growing Western calls to recognize Palestinian statehood. It comes as the government of Prime Minister Benjamin Netanyahu has authorized a large-scale increase in settlement building in the West Bank — widely considered a violation of international law — over the past year and plans to take over the Gaza Strip. 'Anyone in the world who tries to recognize a Palestinian state will get our answer on the ground,' said Finance Minister Bezalel Smotrich, who also oversees settlements within Israel's Defense Ministry, according to a transcript of a speech he gave at E1. 'They'll talk about a Palestinian dream, and we'll keep building a Jewish reality.' 'After 20 years of hold-ups, pressure, election-eve promises and broken dreams — we stand here in Ma'ale Adumin and proclaim in a clear voice: the cork as been broken, the E1 project is under way,' said Smotrich, an ultranationalist settler who in June was sanctioned by the UK for inciting violence against Palestinian communities. He said 3,401 homes would be built there. The West Bank-based administration of Palestinian Authority President Mahmoud Abbas condemned the announcement. Along with the devastation in Gaza and recurrent violence by some settlers against Palestinians, it 'will only lead to further escalation, tension and instability,' said Abbas spokesperson Nabil Abu Rudeineh. The US in June imposed sanctions on members of the PA 'for not complying with their commitments and undermining the prospects for peace,' a counter-action to moves from European countries toward recognizing a Palestinian state. Alarmed by Israel's prosecution of the war in Gaza, which has killed over 61,000 Palestinians, according to the Hamas-run health ministry, several longtime Israeli allies — including France, the UK and Canada — are poised to recognize a Palestinian state during next month's United Nations General Assembly. Israel rules out Palestinian statehood and, backed by the US, has accused those countries of rewarding Hamas for the Oct. 7, 2023 attack that killed 1,200 Israelis and triggered the Gaza war. 'Bulldozers within days' Palestinians say any Israeli development of E1 would not only divide the West Bank but disrupt economic activity in and between their hub cities of Ramallah and Bethlehem. Peace Now, an Israeli anti-settlement group, described the development as a done deal, requiring only the approval of an Israeli planning committee next week. 'In theory, Netanyahu could overturn this. But I doubt Smotrich would have made the announcement without knowing Netanyahu was on-side,' said Peace Now's Hagit Ofran. 'So the bulldozers may be starting work within days.' There was no immediate comment from Netanyahu, a conservative who in 2009 approved negotiations over a Palestinian state in the West Bank and Gaza. Those US-sponsored talks stalled in 2014 and Netanyahu now opposes statehood — a position endorsed by the Israeli parliament last year. Last month, parliament called for the Netanyahu government to annex West Bank settlement blocks. Supporters of annexation say Israelis have a right to remain permanently in the West Bank, which they call by its biblical name of Judea and Samaria — the cradle of Jewish civilization. Previous US administrations joined other world powers in encouraging a two-state solution to the Israeli-Palestinian conflict.
