PCMC launches initiative to promote inclusive urban development as part of City Livelihood Action Plan
The Pimpri-Chinchwad Municipal Corporation (PCMC) on Wednesday launched an ambitious initiative to empower weaker sections and promote inclusive urban development as part of the City Livelihood Action Plan (C-LAP), officials said.
Under this initiative, a two-day series of focused group discussions with key stakeholders including government officials, non-governmental organisations (NGOs), private sector representatives and academic institutions has already commenced on Wednesday, May 21, officials said.
These discussions will guide the preparation of the C-LAP, which is being developed under the Government of India's Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM). The C-LAP will address city-specific livelihood needs and help chart a roadmap for skills' development, self-employment, and socio-economic resilience for vulnerable communities, they said.
Shekhar Singh, municipal commissioner, PCMC, said that this initiative is a crucial step toward inclusive and sustainable urban growth. 'The C-LAP will help create a skilled and resilient workforce, enable dignified livelihoods, and ensure that no section of society is left behind. The learnings and outcomes will also be shared with the state government,' he said.
According to officials, a comprehensive sample survey will be conducted from May 26 to May 31 across the city to ensure that the plan remains rooted in ground realities. This survey will capture demographic, economic, and occupational data—focusing on informal workers; slumdwellers; households run by women; persons with disabilities (PwDs); and the transgender community, they said.
What is C-LAP?
The City Livelihood Action Plan is being prepared under the central government's Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM). Recognising that livelihood needs vary from city to city, the C-LAP will take into account Pimpri-Chinchwad's unique socio-economic and geographic context. The plan will provide a roadmap for enhancing income-generating opportunities through policy interventions, entrepreneurship support, skilling programmes, and social protection measures.

Institutional mechanism
A City Livelihood Task Force (CLTF) has been constituted under the PCMC's leadership to drive the C-LAP's formulation and implementation. This task force comprises representatives from government agencies, NGOs, the private sector and academia. The CLTF will guide policymaking, coordinate funding, monitor progress, and ensure alignment between various schemes and implementing partners.

GCC unveils list of 35,588 street vendors in 15 zones
Chennai: Greater Chennai Corporation (GCC) has officially released a comprehensive list of 35,588 street vendors across its 15 administrative zones. This initiative is part of the ongoing implementation of the 2025 Street Vendors Survey, conducted under the National Urban Livelihoods Mission framework. The list, published on June 4, marks a critical step in recognizing the rights and contributions of street vendors to Chennai's urban economy. According to the GCC, this effort follows a Supreme Court directive from 2015, mandating the protection and promotion of street vendors' livelihoods through proper identification and licensing. To ensure transparency and public participation, the GCC will organize a series of public grievance redressal meetings at the zonal offices from June 16 to 18. These sessions will allow stakeholders to raise objections or provide clarifications regarding the published vendor lists. Subsequently, the final vendor selection will be completed by June 26, and identity cards will be issued on June 27. Tata Harrier EV will be offered with two battery pack options. The base variant will get just one battery pack. Check Offers Tata Motors has finally launched the Harrier EV in the Indian market. The prices start at ₹ 21.49 lakh ex-showroom. The homegrown manufacturer has not yet revealed the prices of the rest of the lineup. But at the event, Tata Motors did reveal that the Harrier EV will be offered in three variants - Adventure, Fearless and Empowered. At the same event, the brand also showcased a few of the features of the Adventure variant of the Harrier EV. The Adventure variant, being the base variant, will only be offered with the smaller 65 kWh battery pack. As of now, we do not know the range figures of this battery pack. But we do know that it would support fast charging up to 120 kW, where the top up from 20 per cent to 80 per cent happens in just 25 minutes. This variant will be offered only with a rear-wheel drive powertrain in which the electric motor is capable of producing 234 bhp of max power. Depending on the variant, the interior theme of the Harrier EV will change. There would be Tata's new Ultra Glide suspension, which is basically frequency dependent dampers. There would be drive modes - Normal, Wet/Rain and Rough Road and multiple drive modes - Sport, City and Eco. Apart from this, there is also Drift mode on offer. There would be four regen modes on offer that will be controlled via pedal shifters. Tata is also offering cruise control and Acoustic Vehicle Alert System. On the outside, the Harrier EV base variant will come equipped with 18-inch alloy wheels with aero inserts, dual-tone paint, LED bi-projector headlamps, LED DRLs, LED tail lights, connected lights at either ends, roof rails, integrated side steps, rear wiper and washer, puddle lamps, and a shark-fin antenna. In terms of safety features, there is 6 airbags. all wheel disc brakes, tyre pressure monitoring system and rear parking camera. Tata is also offering features such as traction control, hill descent control, hill hold control, cornering stability control, electronic parking brake, auto hold and brake disc wiping among others. Pimpri Chinchwad civic body to take action as cheque bounce cases rise in property tax payments
PUNE : After the Pimpri Chinchwad Municipal Corporation witnessed a surge in cheque bounce cases in property tax payments, the civic body has started issuing notices and initiating legal actions against defaulters. A senior official from the property tax department confirmed that in March 2025 alone, 780 cheques amounting to Rs 10.15 crore were dishonoured—the highest number recorded in recent years. It is a persistent issue which compelled the civic body to tighten its enforcement, especially during the final quarter of the financial year when tax recovery efforts intensify. According to official data for March, Thergaon topped the list with 235 bounced cheques involving dues of Rs 3.71 crore, followed by Bhosari with 97 such cases totalling Rs 1.57 crore. Both localities are dominated by industrial and commercial establishments that usually prefer cheque payments. Civic officials said the defaulters are given a two-week period to clear their dues. If payments are not made within the stipulated time, PCMC will initiate property attachment proceedings. "These defaulters will no longer be allowed to use cheques for payment," a senior official said. Explaining the recurring pattern, an official from the property tax department said, "Our recovery teams visit defaulters far more frequently in the final quarter with an aim to increase tax collection. To avoid immediate action like property seizure, many owners hand over post-dated cheques and promise to maintain sufficient balance. However, many of them fail to do so." Officials said they have observed a spike in such cases in March due to heightened recovery drives. These bounced cheques not only delay the collection process, but also increase administrative workload. Currently, there are 6.3 lakh properties registered with the property tax department in Pimpri Chinchwad . Last year, PCMC collected Rs 966 crore in property tax. "Normally, we accept cheques with a clearance window of just one or two weeks based on the situation," said the official. He further said they discussed an option to discontinue cheque payments, but since many genuine taxpayers also use this method, the proposal was dropped. "However, we are considering implementing it for March every year," he added. An official from the property tax department also confirmed that they received over Rs 200 crore in property tax every year via cheque payment which indicates that a large number of taxpayers prefer cheque payment to pay their dues.
