How one phone call led cops to man accused in Vaishnavi's death case

1 2 3 Pune: For most of the 10 days that he was absconding from police, Nilesh Chavan, a co-accused in the Vaishnavi Hagawane death case, seemed confident the authorities had no idea where he was. But it was one conversation through his girlfriend's phone that helped police track him to the northern parts of the country and later, into Nepal. He would eventually be placed under arrest in Uttar Pradesh's Maharajganj. "He used his girlfriend's phone to stay in touch with contacts in Pune," said an officer with Pimpri Chinchwad police. "He had taken her along claiming they were going on a vacation, and drove to Delhi," the police officer said. During his time on the run, the officer said Chavan avoided using debit cards, paid only cash and even picked shops that didn't have CCTV. He also kept moving, from one place to another. The police officer, citing interviews with Chavan, said he decided to go on the run soon after Warje police registered a case against him, for allegedly threatening Vaishnavi's father with a gun. The Pimpri Chinchwad police official said Chavan, along with his girlfriend - she has not been named in any FIR or case - first headed to Delhi, where it's believed they stayed for a day or two. "He then sent her back to Pune and proceeded to UP, en route to Nepal. Sometime during this trip, he used his girlfriend's high-end smartphone to video call a contact in Pune. Chavan used an end-to-end encrypted app, thinking the call would not be traced, but we had already put his Pune contact's phone under surveillance," the officer said. In fact, PCMC police's cyber wing was already monitoring calls to Chavan's close friends and relatives. "After that one call he placed to Pune, our cyber cell, led by assistant police inspector Pravin Swami, were alerted and they soon managed to get the IP address of the handset he used. They found that he was on a private bus. The team then managed to get CCTV footage from inside that bus, which confirmed he was on his way to UP from Delhi," the officer said, adding that from UP, Chavan managed to cross into Nepal. "When we discovered that he was in Nepal, Pimpri Chinchwad police commissioner Vinoy Kumar Choubey alerted his counterparts there and they helped us get the phone number of a local cab driver. We studied this driver's call history and the cyber cell zeroed in on one particular number, which Chavan had purchased in Nepal. We had his location," the officer said. Chavan was found staying at a low-budget lodge in Nepal's Bhairahawa (officially, Siddharthanagar), around 200km from capital Kathmandu. "We brought him to Maharajganj in UP where on May 30 (Friday), he was formally placed under arrest. We recovered three mobile handsets from him," the Pimpri Chinchwad police officer said. Police officials TOI spoke to said Chavan was making calls to Pune to stay updated on the investigation into Vaishnavi's death. On May 16, the 24-year-old was found hanging at her in-law's house in Bhukum. Her family have alleged that she was being harassed for dowry.

After 10 years of delay, Pimpri Chinchwad civic body moves to set up fire station in Bhosari MIDC

Pune: The Pimpri Chinchwad Municipal Corporation has floated a tender to set up a dedicated fire station in Bhosari MIDC, more than a decade after local industries put forward a demand and consistently followed up with authorities. A senior civic official said the project, as per tender amount, will cost around Rs22 crore and it will be completed within two years of a work order being issued. "The tender was floated on May 19. We have received bids from five companies and they will be opened in a day or two." Currently, PCMC relies on Sant Tukaramnagar fire station or Tata Motors' Pimpri unit in the event of a blaze in industrial units. The new fire station will come up on a 4,000 square meter plot allocated by MIDC (Maharashtra Industrial Development Corporation) to the civic body. Other than advanced machinery specifically designed to tackle industrial fires, the facility will have staff quarters and a parking lot for fire vehicles. Sandeep Belsare, president of Pimpri Chinchwad Small Industries Association, said that more than 3,800 units legally operate across the twin cities. "We pursued the demand of an exclusive fire station with almost every industries minister since 2010, but only received assurances." Nearly 15% to 20% of the industries in Pimpri Chinchwad deal in polymers and chemicals — materials that pose a higher fire risk, he said. "Two years ago, the industries minister, Uday Samant, assured us that the officials concerned were instructed to complete the formalities to set up a fire station within a year, but no concrete action followed. Now that PCMC has initiated the tendering process, we hope it is carried through. " An official from PCMC's fire brigade department said while some existing fire stations possess advanced machinery to handle industrial fires, the new facility will allow the deployment of more advanced equipment and skilled manpower. "The responsibility to set up such a facility lies with MIDC, which issues NoCs and collects related charges from industries. However, PCMC has now taken up the initiative to proceed on its own. " PCMC faces a shortage of firefighting personnel. Earlier this year, it began the process to recruit 150 firefighters, but the drive is yet to be completed. The addition of a new fire station is expected to further burdern the department's available manpower, officials said. In an official statement, municipal commissioner Shekhar Singh stated that further proceedings regarding the town planning (TP) schemes in Charholi had been put on hold following strong protests by residents and public representatives. A senior PCMC official said a final decision to cancel the TP schemes would need approval in a general body meeting. "A decision about when to table the proposal to cancel the TP schemes in the general body is yet to be taken. For now, we have suspended all ongoing processes related to the plan," he said. Former Pimpri Chinchwad mayor Nitin Kalje, a resident of Charholi himself, said, "We held a meeting with local residents right after the civic body announced its decision to suspend the plan. We have decided to wait until Tuesday for the PCMC (Pimpri Chinchwad Municipal Corporation) to table and approve the proposal to officially cancel the TP schemes in the general body. If that does not happen, we will plan our next course of action. Local representatives, including Bhosari MLA Mahesh Landge and former Kalje, met the municipal commissioner on multiple occasions to convey their objections. In protest, residents had announced a bandh (now called off) in Charholi on Friday. MLA Landge said, "I welcome the civic body's decision and thank the administration. A formal notification to cancel the Charholi TP schemes will be issued soon." The residents claimed that most landowners, particularly farmers, lost a significant portion of land for various development projects earlier, and the TP schemes would further reduce their holdings because a part of their land would be used to develop public amenities. They said the civic body published a draft of the revised development plan in which their land was placed under reservations, and there was no need to implement the TP scheme.

Following protests from locals and politicians, the Pimpri Chinchwad Municipal Corporation (PCMC) on Thursday put the proposed town planning (TP) scheme for Charholi area on hold, said officials. According to officials, the development plan of Pimpri-Chinchwad received partial approval in 2008 and final okay in 2009. On May 15, 2025, a draft development plan was published under Section 26(1) of the Maharashtra Regional and Town Planning Act, 1966. To implement the development plan, PCMC published a public notice on May 1, intending to implement the town planning scheme on 380-hectare in Chikhali-Kudalwadi and 1,425-hectare land in Charholi. Citizens, including MLA Mahesh Landge and other public representatives, opposed the implementation of the town planning scheme. Shekhar Singh, municipal commissioner, PCMC, said, 'Following public protest, the civic body has decided to put the decision on hold.' The civic body had earlier scrapped the TP scheme in Chikhali-Kudalwadi.

With the major work of Pune Metro's first phase almost complete, the authorities have begun the planning of the second phase by undertaking the designing of 14 of the proposed 22 elevated stations on the Kharadi-Khadakwasla corridor of Pune Metro rail. It has also started the process of preparing the Detailed Project Report (DPR) for Kharadi to Pune airport connectivity and a spur line from Kondhwa. The Maharashtra government in October last year approved the Detailed Project Report (DPR) to implement Phase Two of Pune Metro which included two routes of 25.8 km from Khadakwasla to Kharadi via Swargate and Hadapsar with 22 stations at a cost of Rs 8,131 crore as well as 6 km from Nal Stop to Manik Baug via Warje with six stations for Rs 1,765 crore. However, the proposal on Phase Two is pending with the Central Government for final approval. 'The Pune Metro has started the detailed design consultancy services for 14 elevated stations on the Kharadi-Khadakwasla Corridor. This is the preliminary work required for the implementation of the project. It will save time for actual work on site, which will begin only after the approval of the union government,' said Hemant Sonawane, Executive Director of Pune Metro Rail. The work of Phase One is nearing completion as the work on Khadki Metro station is almost over, he said, adding that the work of the foot overbridge across the Mutha River will also be completed soon. The Pune Metro has also undertaken the work to prepare the DPR for new corridors providing connectivity to Pune Airport in Lohegaon and a spur line to Kondhwa, Yewalewadi, and Undri area, said Sonawane. The first phase of Pune Metro has been completed and has become operational with service from Vanaz to Ramwadi and PCMC to Swargate. The extension work has begun on routes such as from Swargate to Katraj and PCMC to Nigdi, while Vanaz to Chandni Chowk and Ramwadi to Wagholi extensions are awaiting Central Government approval. The detailed designing of Metro stations includes preparing general arrangement drawings, interface drawings, and detailed design and drawings, keeping in view of the economy and aesthetic considerations. The stations will be planned for six coaches, and each station will have conceptual and preliminary designs. All the station buildings have been envisaged as fully compliant with the requirements of solar energy utilisation. The provision for property development integrated with stations at all stations will be explored to boost non-fare revenue. The authorities will also explore the feasibility of introducing one additional floor above or below the platform level, and all stations will be designed as per IGBC Green Mass Rapid Transport System (MRTS) norms to obtain the highest rating. The Swargate North Station is to be connected with the Swargate Metro station of the PCMC-Swargate corridor through a pedestrian foot overbridge (FOB) or underpass, whichever is deemed suitable. Kharadi Chowk Metro station is to be connected with the Kharadi Junction interchange Metro station of the Ramwadi-Wagholi corridor through a FOB. Two pedestrian FOBs are proposed for the Hadapsar Railway Metro station — the first one of length 350 m is proposed to integrate the Metro station with Hadapsar Station of the Railways, and another 450 metres is proposed to cross the state highway 27.
