
PCMC to launch disability survey to strengthen social welfare outreach
The initiative aims to improve the targeting and delivery of welfare schemes and services, a senior PCMC official said.
According to the official, such surveys are mandated every five years under govt regulations and serve multiple purposes. 'Beyond updating records, these surveys help track disability patterns within families for early detection and preventive measures. They also raise awareness about disability rights, strengthen local administrative systems, and provide crucial referral information for early intervention in newborns and infants,' he said.
Officials from PCMC's Social Development Department noted that the survey will offer insights into the types of disabilities present in the city and evaluate which govt schemes and services beneficiaries currently access. With the state govt expanding the classification of disabilities from seven to 21 categories last year, the survey will also help update the list of eligible beneficiaries.

'The data will allow us to identify skill gaps among PwDs and design customised training programmes to boost employment opportunities and economic self-reliance,' the official said, adding that both central and state govts utilise such data to improve existing welfare schemes and introduce new policies when needed.

The survey will be carried out through a combination of online and offline methods. Women's Self Help Groups (SHGs), ASHA workers, and representatives from the disability community will be involved in the process. A dedicated mobile application is also being developed for digital data collection.
Last year, PCMC established Divyang Bhavan, Maharashtra's first dedicated facility for persons with disabilities, offering rehabilitation, therapy, assistive services, and skill development programmes. As Divyang Bhavan officials are involved in the process of the survey, the civic body aims to promote the crucial facility among PwDs to ensure they avail themselves of the various services provided for them.
Municipal Commissioner Shekhar Singh said, 'Accurate data is the foundation of effective policymaking. This survey will enable us to provide more inclusive and impactful services to persons with disabilities across the city.'

1 2 Kolkata: A child's identity, including her surname, is an integral part of her personal development and autonomy, said the Calcutta High Court, directing the Chandernagore Municipality to accede to a teenaged girl's plea to change her surname in her birth certificate from her biological father's to her mother's in four weeks. After her parents' divorce, the Class-IX girl, a minor, wanted to change her surname from Chatterjee, her father's, to Bhattacharya, her mother's maiden name, in her birth certificate owing to personal and emotional reasons. But the municipality rejected her plea. The girl, represented by her mother, approached the bench of Justice Gaurang Kanth, seeking directions for the change in official records. "Courts have consistently held that when the change in name or surname does not adversely affect any legal or statutory right of a third party and is sought in furtherance of the child's best interest, such change ought to be allowed," Justice Kanth said. But it was made clear that the removal of the father's surname from official records would not affect his legal status or the child's legitimate rights, including succession or inheritance rights to his property. Bengaluru Metro Phase 3: Operator brings down tree loss estimate to 6,000
Bengaluru: Bengaluru Metro Rail Corporation Ltd (BMRCL) officials Monday clarified that the tree loss during the construction of Namma Metro Phase 3 will likely be much lower than feared earlier. While the initial figure stood at around 11,000, BMRCL's environment wing has now revised this to approximately 6,800 trees after an internal assessment. "All 6,000-plus trees will not be removed. Some will be cut, some transplanted, and some retained," said Kanakaraj MH, assistant engineer (environment), BMRCL, adding that the exact number would depend on the ground situation during construction. The statement came after environmentalists raised serious concerns about the impact of Metro expansion on Bengaluru's green cover. Activists demanded greater transparency and access to data on how many trees will be felled, pruned, or relocated, and the exact locations of transplantation efforts. A public consultation meeting on the matter was held Monday. Parvathi Srirama, an environmental activist present at the meeting, said: "They are telling everything orally. We want statistics. Phase 3 of Metro will add 44km to the network, providing new connections to the traffic-heavy western section of the Outer Ring Road.
