Humberside Fire and Rescue Service has been praised by a watchdog for "making progress" since it was last inspected three years ago.The report, by His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS), rated the brigade as "outstanding" both for understanding and preventing fires.The service was also rated "good" in eight other categories and "adequate" in one.Phil Shillito, Humberside's chief fire officer, said he was "delighted" with the report, which stood "as a testament" to the "passion, dedication and professionalism" of staff.
Michelle Skeer, of HMICFRS, said it was "pleasing to see the service has made progress" since 2022 and congratulated it for "keeping people safe and secure"."The service is also working well with local health organisations to provide an on-call falls response team, helping more people live in their homes for longer, reducing demand on other services."I commend them for the changes it has made and will keep in close contact to monitor progress," she added.
The report said the service had improved performance through the use of data analysis, which helped it to assess risks such as deliberate fires and tailor services accordingly.Humberside Fire and Rescue was also told it was good at responding to major incidents, fires and emergencies and utilising resources.But inspectors said the service was "adequate" when it came to promoting values and culture. Some staff lacked confidence in using feedback systems, and leaders at a senior and middle level needed to be more visible.Mr Shillito said: "I have never been prouder of our remarkable fire and rescue service. Inspectors 'disappointed' by Hampshire fire service progress

A fire service has been told it must improve how it recruits staff and responds to inspection of Hampshire and Isle of Wight Fire & Rescue Service (HIWFRS) found it was "inadequate at getting the right people with the right skills".His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) also said the service was at risk of "unnecessary delays" because of issues with its mobilisation response to the inspection report, HIWFRS said it was "already making progress in the areas for improvement". The report said the service was good at preventing fires and other risks, but should improve its planning of skills and inspectors said it did not have enough on-call firefighters available, was not meeting its target response times, and was not consistently maintaining the availability of its fire issues were highlighted in the previous inspection carried out in Roy Wilsher said it was "disappointing to see that the service hasn't made the progress we expected".He said: "For example, it still needs to make sure senior managers are visible and demonstrate service values through their behaviours."And it hasn't implemented an effective system to ensure that all risk and safety-critical information has been read and understood by staff."He also said he recognised the "financial challenges" at the service and how difficult it could be to recruit on-call firefighters. 'Damning conclusion' Jamie Kelly, Fire Brigades Union brigade secretary for Hampshire and Isle of Wight, said the inspection showed the service was in "crisis".He said: "The inspectorate's report makes it clear that Hampshire and Isle of Wight is in desperate need of investment, at a time when the chief fire officer is threatening further devastating cuts."The damning conclusion that the service 'requires improvement' at responding to fires and emergencies is the result of over 14 years of cuts to firefighter posts." Neil Odin, chief fire officer at HIWFRS, said he was glad the inspectors had recognised the "financial challenges" the service said: "One of the areas flagged by the inspectors relates to a nightly software update that impacts our mobilisation system. "I would like to reassure our communities that this is an administrative issue and does not affect our operational capabilities or response to incidents, a manual fix is in place and has proven to safeguard against any potential impact to mobilisation."Recruitment and availability of on-call firefighters continues to be a challenge nationally, and we are taking actions to address that such as the introduction of more flexible contracts and new recruitment activity, and we currently have the highest on-call availability across the South-East of England."The issue of response times and availability of appliances is raised within the report and is an area we continually monitor and review." Gloucestershire Fire and Rescue Service out of special measures

A fire service has been taken out of special measures after making Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) said that Gloucestershire Fire and Rescue Service (GFRS) had improved in multiple areas including diversity, staff discipline and grievance processes. The service had been placed under special measures by the watchdog in July Inspector Roy Wilsher said: "We will continue to monitor its progress to make sure the people of Gloucestershire are getting the service they deserve." HMICFRS continuously monitors the performance of all fire and rescue services in England. In the latest inspection of GFRS, the watchdog found the service had developed clear equality, diversity and inclusion objectives and had increased awareness of its importance across the organisation. It also found that GFRS had appointed a professional standards officer to help establish a consistent approach to discipline and grievance processes. The area still requires "some further progress" though, inspectors case relating to concerns over protection activity and values and culture - which the watchdog raised in March 2025 - was also closed. 'Good progress' Mr Wilsher said GFRS had been on "quite a journey" since it was placed under special measures three years ago. He added: "I am pleased with the good progress that Gloucestershire Fire and Rescue Service has made so far. "While there is still work to do, I have recommended removing the service from our enhanced level of monitoring, known as Engage, and return it to routine monitoring."
