Metro milestone: PIB green lights East-West corridor in Lucknow

LUCKNOW Eight years after the successful launch of its first phase in September 2017, the Lucknow Metro has reached a new milestone. Its Phase1B, which includes the East-West Corridor, has received clearance from the Public Investment Board (PIB), paving way for the next major expansion of the city's metro rail network. The proposed corridor will extend from Charbagh to Vasant Kunj, addressing the transit needs of many densely populated and historically significant areas.
This approval marks a turning point in the growth of public transport infrastructure in Uttar Pradesh's capital, as the project now moves closer to receiving the final green light from the Union cabinet.
The East-West corridor spans approximately 11.165 km, featuring both elevated and underground sections. Specifically, 4.286 km will be elevated, while 6.879 km will run underground. The line will host 12 stations — seven underground and five elevated—providing greater accessibility across the city.
The corridor will start at Charbagh, a crucial transit hub, and end at Vasant Kunj, an emerging residential area. The estimated cost of the project is ₹5,801 crore, and construction is expected to be completed within five years of commencement.
A major highlight of the East-West Corridor is its planned integration with the existing North-South Corridor at Charbagh Metro station. This interchange will significantly enhance passenger convenience, enabling smoother transitions between corridors .
Currently, Lucknow Metro operates along a 23-km North-South Corridor, connecting the CCS Airport to Munshipulia, with 21 stations. The new addition will extend the total metro network to 35 km, offering better coverage and accessibility.
The detailed project report (DPR) for this corridor was approved by the UP government in March 2024. The Network Planning Group (NPG) at the central level cleared the project on July 9. The PIB meeting that led to this clearance was chaired by the Union finance secretary and took place earlier this month in Delhi. The official communication about PIB approval was received by Lucknow Metro authorities on Wednesday.
UPMRC has already completed substantial groundwork and compiled key research data, ensuring that the project is ready to roll into its construction phase as soon as final approval from the Union cabinet is granted. An official of Lucknow Metro said, ' UPMRC can start work on the route as soon as the cabinet gives clearance.'
UP Metro Rail Corporation (UPMRC) MD Sushil Kumar expressed his optimism and commitment on the development. 'This expansion will provide Lucknowites with a world-class transit system, particularly in areas that are currently congested and underserved,' he said. 'It will also enhance connectivity to Old Lucknow's rich heritage and boost access to tourism and employment opportunities.'

UNDERGROUND STATIONS: Charbagh, Gautam Buddha Nagar, Aminabad, Pandeyganj, City Railway Station, Medical Chauraha, Chowk
ELEVATED STATIONS: Thakurganj, Balaganj, Sarfarazganj, Moosabagh, Vasant Kunj.
These stations have been carefully planned to serve some of the city's most vital areas. Old Lucknow locations like Aminabad, Chowk, and Thakurganj — known for their heritage, commerce, and cultural value — will now be connected via a fast, safe, and efficient transit system.

Meanwhile, Elon Musk's father, Errol Musk, who is in India, appeared keen on Tesla's presence in the country. "That is something that I have to be careful not to say too much about. Tesla is a public company. It's not you look at India and the population, the kind of people you've got here, the energy and everything and when I hear that, with great respect, BYD and various others are coming in, and Tatas and Mahindra are making great cars, I'm very inclined to say, wait, why aren't we having Teslas here. But I can't say too much. That's just a personal point of view," he said. He was answering a query about plans for Tesla's presence in India. The central government on Monday notified guidelines for the Scheme to Promote Manufacturing of Electric Passenger Cars in India. The central government approved a forward-looking scheme to promote the domestic manufacture of passenger cars, with a special focus on electric vehicles (EVs). The initiative is aligned with India's national goals of achieving net zero by 2070, fostering sustainable mobility, driving economic growth, and reducing environmental impact. It is designed to firmly establish India as a premier global destination for automotive manufacturing and innovation. Ministry of Heavy Industries (MHI) has issued a notification regarding detailed guidelines for the "Scheme to Promote Manufacturing of Electric Passenger Cars in India" (SPMEPCI / the Scheme)MHI had issued the Scheme notification on March 15 2024. The Department of Revenue also issued the notification on March 15, 2024, for reduced import duties in line with the provisions of the scheme. The notice for inviting applications under the Scheme is proposed to be notified shortly, whereby the prospective applicants would be able to submit online applications. The scheme shall help to attract investments from global EV manufacturers and promote India as a manufacturing destination for e-vehicles. The Scheme will also help put India on the global map for manufacturing of EVs, generate employment and achieve the goal of "Make in India". To encourage the global manufacturers to invest under the Scheme, the approved applicants will be allowed to import Completely Built-in Units (CBUs) of e-4W with a minimum CIF value of USD 35,000 at reduced customs duty of 15% for a period of 5 years from the Application Approval Date. Approved applicants would be required to make a minimum investment of Rs 4,150 crore in line with the provisions of the scheme.

Investment, port digitisation and employment of Indian seafarers by Japan were among the topics discussed by Union Minister of Ports, Shipping & Waterways Sarbananda Sonowal in a bilateral meeting with Terada Yoshimichi, Japan's Vice Minister for International Affairs, and the Ministry of Land, Infrastructure, Transport & Tourism (MLITT). Monday's meeting between the two countries also included discussions on green port initiatives, increase in research and development cooperation, upskilling human resources, and using sustainable technologies, disaster-resilient infrastructure, and enhanced connectivity to enable Andaman and Nicobar and Lakswadeep islands to be converted into Smart Islands. Acknowledging the rich expertise of Japan in developing island territories, Mr Sonowal said, "Japan's expertise in this area is highly valued. We see scope for joint work in the Andaman & Nicobar and Lakshadweep islands, particularly in deploying renewable energy, smart mobility systems, and digital infrastructure. These initiatives will further our shared commitment to ecological conservation and regional maritime security." The meeting also discussed about increasing partnership between Indian and Japanese shipyards, including greenfield investment, such as Imabari Shipbuilding in Andhra Pradesh. Opportunities for co-development of ports and maritime industrial clusters were also gauged for mutual cooperation. Mr Sonowal expressed India's interest in leading Japanese shipbuilding companies such as Imabari Shipbuilding, JMUC, Kanagawa Dockyard, and Mitsubishi Heavy Industries to explore joint ventures and collaborative arrangements with Indian yards. "Japan's expertise in shipbuilding and ship repair is well recognised, and I see great scope for collaboration in this area. We also invite Japan's Big Three maritime companies-NYK Line, MOL, and K Line-to explore joint ventures and investment opportunities in India's growing maritime sector. With our strong bilateral relationship, India's growing maritime industry present a unique opportunity for Japanese shipyards to invest in India in shipbuilding. Collaboration on port digitisation and green port initiatives will further strengthen the resilience and sustainability of our maritime logistics network," said Mr Sonowal. Speaking on the occasion, Mr Sonowal said, "Relations between India and Japan have a long history rooted in spiritual affinity and strong cultural and civilisational ties. Our collaboration under the Quad framework and the India-Japan-Australia Supply Chain Resilience Initiative (SCRI) reflects our shared commitment to strengthening regional maritime security and economic integration. India appreciates Japan's leadership in key initiatives such as the International Solar Alliance (ISA), Coalition for Disaster Resilient Infrastructure (CDRI), and the Leadership Group for Industry Transition (LeadIT). As India moves ahead to transform its maritime sector under the visionary leadership of Prime Minister Narendra Modi, India is advancing port infrastructure, green shipping, shipbuilding and digitalisation under 'Maritime India Vision 2030' and 'Maritime Amrit Kaal Vision 2047'. India seeks Japan's participation in these transformative initiatives." Mr Yoshimichi expressed that India and Japan have very intimate relationship. Japan has been engaged in railway infrastructure development with India but now it is "very interested in maritime sector", he said. Prospects of mutual collaboration in shipbuilding and training of seafarers were discussed and considered positively. Emphasising the need to deepen bilateral ties in maritime training and development, as well as cooperation in research and development, both sides agreed to further strengthen collaboration in the maritime sector, especially on sustainable maritime technologies and next-generation ship design. Mr Sonowal evinced India's interest for a Memorandum of Understanding for a framework to avail promising avenues for collaboration with Cochin Shipyard Limited (CSL), Indian universities and public agencies.
