Penang govt will tighten efforts to prevent situation like Putra Heights from occurring
GEORGE TOWN: Penang, which has 42km of gas pipelines running through its territory, will use drones to monitor these areas every week.
The monitoring work would be conducted by the PETRONAS regional office in Gurun, Kedah, said state infrastructure committee chairman Zairil Khir Johari.
The pipelines, which are owned by PETRONAS, extends from the Sungai Kerian border, passing through Parit Buntar in Perak and continuing through Relau in Kedah, as well as Machang Bubuk, Mengkuang, Ara Kuda, Kampung Selamat and Pinang Tunggal, before crossing Sungai Muda to re-enter Kedah.
'The Penang government will continue to tighten monitoring and enforcement efforts to prevent any incident like the one in Putra Heights from happening,' he told the state assembly sitting yesterday.
On April 1, a gas pipeline leak triggered an explosion and fire that damaged about 120 houses in Putra Heights in Selangor, which injured 150 people. It also left a massive crater in the housing area.
Zairil said the Department of Occupational Safety and Health (DOSH) enforces key regulations to ensure workplace safety in order to prevent such incidents.
'DOSH also conducts annual safety audits on pipeline operators (both gas and liquid petroleum),' he said, adding that the number of audited operators has risen significantly, from seven in 2022 to 14 in 2024 and 29 this year.
Zairil said additional safety measures included rigorous technical inspections – such as hydrostatic and pneumatic tests – that are mandatory for the issuance of a Permit to Operate (PTO) by DOSH.
'DOSH also carries out annual inspections at petrol stations and petroleum storage terminals,' he said.
Unannounced inspections are also conducted on pipelines operating without a PTO, with enforcement action taken against any violations, he said.
On the state government's efforts, Zairil added that gas safety and flammable material issues are regularly reviewed during State Disaster Management Committee (JPBN) meetings, held twice a year.

BATU KAWAN, June 6 — A soil depression was detected yesterday at P149 Jalan Batu Kawan, specifically at the junction connecting the road to a newly completed bridge, according to Penang Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari. He said the exact cause of the incident is still under investigation by the Penang Development Corporation (PDC) and the project contractor. However, immediate remedial measures were taken by PDC upon receiving public complaints. 'PDC promptly carried out premix patching to raise the road level and installed warning signs to prevent any untoward incidents involving road users,' he told Bernama when contacted. He said the contractor will proceed with excavation work to determine the root cause of the soil depression before implementing permanent repair measures, which will involve the use of additional materials such as geotextile, basal reinforcement, and other necessary strengthening methods. 'These actions are essential to ensure long-term road stability and to prevent future soil depression. All repair costs would be borne by the contractor because the project is still within the defects liability period (DLP,' he said. Meanwhile, Assistant Director of the Fire and Rescue Operations Division of the Malaysian Fire and Rescue Department (JBPM) in Penang, John Sagun Francis, said a team of seven members from the Batu Kawan Fire and Rescue Station (BBP) was sent to the location after the department received a call regarding the soil depression. On arrival, the team found that a soil depression had occurred, but there were no victims involved. Immediate action was taken to close off the affected area and ensure no vehicles were allowed on the compromised section of the road,' he said. The incident gained public attention yesterday after a social media post went viral, showing images of the soil depression along the main road near the Batu Kawan bridge. The post also highlighted visible cracks on the concrete structure dividing the road. SHAH ALAM: The Selangor government will continue providing rental assistance to victims of the gas pipeline explosion in Putra Heights, Subang Jaya, at least until April next year. State Housing and Culture Committee chairman Datuk Borhan Aman Shah said the decision to continue the RM2,000 monthly rental assistance was made to ensure that victims have appropriate shelter until their homes are repaired. 'Initially, the state government agreed to provide rental support for six months, but we have decided to extend it for up to a year or more, especially for homes that were completely destroyed, as rebuilding will take time,' he said. 'For houses that were partially damaged, assistance will also continue until repairs are fully completed. The aid will only be discontinued once the occupants are able to return to their homes,' he said in a statement today. He added that the Selangor government will monitor the repair progress of each affected home to ensure that assistance is distributed efficiently under the allocated funding. On April 30, Menteri Besar Datuk Seri Amirudin Shari announced that the Selangor government had allocated RM2.73 million in rental assistance for 455 families affected by the incident, covering six months from April onwards. The Petronas gas pipeline fire, which occurred in Putra Heights at 8.10 am on April 1, sent flames soaring over 30 metres high, with temperatures reaching up to 1,000 degrees Celsius. The blaze took nearly eight hours to extinguish and left a 9.8-metre-deep crater at the site.
