
HC rejects plea by doctors seeking rural service exemption

Dr Jolly Sinha and Dr Avinash Kumar, in their petition, said they had filed a bond at the time of taking admission in a super speciality course (MCH) in neurosurgery that they would give service in a rural area for a year or else pay a penalty of Rs 10 lakh.
They should have been issued an appointment letter for service in a rural area within three months after completing the course. After a lapse of one year since they finished the course, they have not received the appointment.
Therefore, they said, the bond has lost its validity.
During arguments, a division bench of justices Atul Sreedharan and Amit Seth was informed by the state govt that the clause mandating appointment within three months had been amended, and the time limit removed.
The petitioners also admitted that they were covered under the amended rule following which the petition was dismissed by the high court.

Odisha Health Minister says over 2.6 lakh treated under Ayushman Bharat, Gopabandhu Yojana schemes since April
Bhubaneswar: Odisha Health Minister Mukesh Mahaling has highlighted the state's performance under the Ayushman Bharat and Gopabandhu Jana Arogya Yojana schemes, saying more than 2.6 lakh people have received treatment since April 11. He said Odisha ranks second in the country in terms of enrolment under Ayushman Bharat and accused the opposition of spreading misinformation about the scheme's performance. "Under the Ayushman Bharat and Gopabandhu Jana Arogya Yojana, over 2.6 lakh people have received treatment and benefited within the last three months since its launch on April 11 this year. Odisha ranks second after Uttar Pradesh in terms of enrollment under the Ayushman Bharat scheme... This is a strong slap to the opposition, which had claimed that Ayushman Bharat was not functioning properly in the state. Odisha has secured the second position in providing benefits under both Ayushman Bharat and the Gopabandhu Jana Arogya Yojana," Mahaling told ANI. He credited the success of the schemes to the state government's commitment to healthcare. On April 11, Union Minister JP Nadda launched the 'Ayushman Bharat Pradhan Mantri Jan Arogya Yojana', 'Gopabandhu Jan Arogya Yojana', and 'Ayushman Vaya Vandana Yojana' in Cuttack, in the presence of Odisha Chief Minister Mohan Charan Majhi. According to the National Health Authority, Ayushman Bharat PM-JAY is the largest health assurance scheme in the world, which aims at providing a health cover of Rs five lakhs per family per year for secondary and tertiary care hospitalisation to over 12 crores poor and vulnerable families (approximately 55 crore beneficiaries) that form the bottom 40 per cent of the Indian population. Last year, Prime Minister Narendra Modi launched the Odisha government's flagship 'Subhadra' scheme in Bhubaneswar. Under this scheme, eligible women in Odisha aged 21 to 60 years will receive Rs 50,000 over five years, from 2024-25 to 2028-29. The amount will be disbursed as Rs 10,000 annually in two equal installments, directly credited to Aadhaar-linked, DBT-enabled bank accounts.

Govt must compensate for sudden deaths: Samajwadi Party MP
New Delhi, Jul 30 (PTI) Raising concern over the rising number of 'sudden deaths' among people across age groups, Samajwadi Party MP Ramashankar Rajbhar on Wednesday called on the Centre to establish a mechanism to document such fatalities and compensate the affected families. Speaking during the Zero Hour in the Lok Sabha, Salempur MP Rajbhar alleged that several people in his parliamentary constituency, ranging from children to the elderly, had died abruptly. 'A cricketer hit a six and collapsed; a man dancing at his nephew's wedding died on the spot. A schoolgirl fainted and died. A driver suffered a heart attack while driving and died. Whether it is brain haemorrhage or cardiac arrest — these sudden deaths are happening without warning," he said. Criticising the absence of official documentation, he said, 'There's no post-mortem, no survey, and no official record of these sudden deaths. We cannot leave these families to fend for themselves in despair." He urged the central government to investigate the incidents and provide compensation. 'The government must find a solution to this — a way to monitor and address such sudden deaths. I demand that families of the deceased be given a compensation of Rs 10 lakh," Rajbhar said. Chief Minister Nitish Kumar Increases Honorarium For ASHA, Mamta Workers
Bihar: Bihar Chief Minister Nitish Kumar has announced a significant hike in the honorarium for ASHA and Mamta workers in recognition of their contribution to improving rural health services. ASHA Workers' honorarium was increased from ₹1,000 to ₹3,000, while Mamata Workers' honorarium was increased from ₹300 to ₹600 per delivery. Stressing the state government's commitment to strengthening healthcare since 2005, Mr Kumar said the increased incentives will boost the morale of frontline workers and further enhance health services in villages. In his X post, the Chief Minister said, "Since the formation of the government in November 2005, we have worked extensively to improve health services. ASHA and Mamta workers have played a significant role in enhancing health services in rural areas. Keeping this in mind and honouring the important contribution of ASHA and Mamta workers in strengthening health services in rural areas, a decision has been made to increase their honorarium. ASHA workers will now be provided with an incentive amount of 3,000 rupees instead of 1,000 rupees. Bihar elections are expected to be held later this year, in October or November; however, the Election Commission of India (ECI) has not announced an official date.
