$33B in construction spending for Labrador megaprojects is welcome news for industry
While shovels aren't yet in the ground and no labour contracts are signed, billions of dollars in planned construction spending for a new megaproject has many optimistic about the positive impact the new Churchill Falls deal will have on Newfoundland and Labrador.
A memorandum of understanding for Churchill Falls hydroelectric plant and other projects was announced in December and is set to be finalized in April 2026. It will require approximately $33 billion in construction contracts between Churchill Falls and Gull Island.
"Thirty-three billion [dollars'] worth of construction is significant, no question," Trades N.L. executive director Bob Fiander told reporters while attending Energy N.L.'s annual conference in downtown St. John's earlier this week.
Stéphane Jean, a senior director with Hydro-Quebec, says construction on Gull Island's temporary infrastructure, like the work camps and roads, will begin next year, while construction at the Churchill Falls extension will begin in 2029.
Fiander says his members need this work.
"We're about 70 per cent unemployed," he said.
"We're looking forward to getting shovels in the ground and that's important for us because, you know, when our members are not working, they're not getting paid. They're looking elsewhere."
While there haven't been any signed labour agreements, he says he's looking forward to what lies ahead.
Fiander says he also welcomes the news from Prime Minister Mark Carney on fast-tracking projects deemed "nation-building."
"Fortunately for Newfoundland and Labrador, we have a number of projects that could be nation-building projects," said Fiander.
Energy N.L. CEO Charlene Johnson says the investment will mean a lot of work for her members through construction, environmental work and building transmission lines.
"That's very exciting for our members because really we're at a little bit of a lull in the industry now and I'm very optimistic about the future," she said.
Johnson added Bay du Nord won't have a decision on its future for some time, making the Churchill Falls deal the next big project in the province.
She says Energy N.L. members will have to be ready soon for work on the camp, roads and bridges needed in Labrador.
"They said they want to move quickly because all of this has to happen in very short order if they're going to have this power in place within 10 years," she said.
Brad Forsey, director of business development for the Cahill Group and vice-chair of Energy N.L. board of directors, says there's going to be a lot of long-term construction work ahead of the sector.
"It's a great opportunity for us to be involved from the beginning all the way to the end. We've been involved in similar type projects in this industry and adjacent industries. And we look forward to the opportunities that we have here in front of us," he said.
Forsey agreed with Johnson that these projects are important.
"There is a bit of a lull right now, but we need to make sure that we're ready and we need to communicate and show to them that we're ready."

In addition to the 1.7 million units recalled in the U.S., 45,900 units were sold in Canada. There have been at least 152 reports of mold found in the air conditioners, including 17 reports of customers experiencing respiratory infections, allergic reactions, coughing, sneezing or sore throats from mold exposure, per Midea. The recalled units were manufactured in China and Thailand and sold under various brand names including Comfort Aire, Danby, Frigidaire, Insignia, Keystone, LBG Products, Mr. Cool, Perfect Aire and Sea Breeze. The air conditioners were sold at Costco, Menards, Home Depot, Best Buy and other stores nationwide, as well as online at and other websites between March 2020 and May 2025. For customers seeking to have their air conditioners repaired, Midea will send a technician to install a new drain plug or mail customers a repair kit that includes a new drain plug and bubble level, depending on the unit model. 'They're worried': Liberal MP plans to raise concerns about Modi visit to Carney
OTTAWA — A Liberal MP says he intends to raise concerns to Prime Minister Mark Carney about the decision to invite India's Prime Minister Narendra Modi to Canada as part of a meeting of G7 leaders later this month. Sukh Dhaliwal represents the Surrey, B.C., riding where Sikh activist Hardeep Singh Nijjar was killed outside of a temple in June 2023, and whose death Canada has linked to the Indian government. Dhaliwal says he has received dozens of calls and more than 100 emails from constituents expressing concern about Modi's plans to attend the upcoming G7 summit in Alberta, at Carney's invitation. 'They're worried. They're worried about their safety, they're concerned about the justice in Mr. Nijjar's case, as well,' he told National Post in an interview late Friday. Former prime minister Justin Trudeau told the House of Commons in September 2023 that Canada had 'credible allegations' that agents acting on behalf of the Indian government were involved Nijjar's death. Last fall, the RCMP said it also had evidence linking Modi's government to violence unfolding in Canada, including organized crime and murders. Dhaliwal said he has heard other Liberal MPs also express concern about Modi's upcoming visit, but declined to divulge details to protect their privacy. He said he intends to raise the concerns he has been hearing from constituents with Carney or his team, and will be in Ottawa next week for the ongoing sitting of Parliament. 'He's willing to talk,' Dhaliwal said of the prime minister. 'He's willing to listen to his MPs, that's what he has promised because he has always said that he's interested in the voice from the grassroots, not the message coming from the top to the grassroots.' 'I will certainly raise this with him or his team.' A statement from Carney's office in response to questions from National Post didn't directly address Dhaliwal's concerns, but said 'Canada's sovereignty and national security is paramount.' 'As Prime Minister of the fifth largest economy and the world's most populous country, Prime Minister Modi was invited to participate in these critical discussions,' the statement reads. Carney also defended his decision to invite Modi to the G7 at a Friday press conference earlier in the day, saying India was central to supply chains. He said he discussed the matter with other G7 countries. Modi said on social media that 'India and Canada will work together with renewed vigour, guided by mutual respect and shared interests.' Conservative Leader Pierre Poilievre backed the decision for Modi to attend, saying Canada needs to work with India on security and trade. Meanwhile, the World Sikh Organization, which advocates for Sikh Canadians, denounced the decision, with its legal counsel, Balpreet Singh, saying it amounts to a 'betrayal.' Four Indian nationals have been charged in Nijjar's death. India has denied the accusation Canada made about having any involvement in his killing. It had considered Nijjar to be a terrorist. Nijjar was a prominent activist in the Khalistan movement, which has pushed to establish a separate Sikh state in India's Punjab province. Carney declined to say on Friday whether he believed Modi was involved in Nijjar's assassination, saying it would be inappropriate for him to comment on the matter given the fact that legal proceedings were underway. Dhaliwal said he does not support the decision to have Modi in Canada, but believes he should offer a 'commitment that his government or his agents of India, will never, ever intervene into the lives of Canadians.' India's prime minister should also agree to 'full cooperation' in the investigation into Niijar's death. Last fall, Canada and India expelled each other's diplomats after citing RCMP evidence linking Indian government agents to crimes in Canada. Canada had requested that India waive diplomatic immunity to allow police to investigate, which the federal government said did not happen. Carney said on Friday that he and Modi in their recent phone call, agreed to 'law enforcement to law enforcement dialogue. He also noted that 'some progress' had been made on issues of 'accountability.' Dhaliwal said the RCMP has been clear in its concerns about the links between the Indian government and violent crimes taking place in Canada. He also pointed to Justice Marie-Josée Hogue's report into foreign interference that named India as one of the top countries attempting to meddle in Canada's democratic process. The invitation to Modi touches on the rule of law and fundamental rights, he added. 'We cannot sacrifice those values.' But are shoppers making the most of their memberships to get best deals possible? 'It's very hard to find a good deal, so anyway we can save, maybe it's not as extreme as it used to be, it's still good," said Schaubroeck who runs the account Coupon Cutie, in an interview with Yahoo Canada. According to Schaubroeck, Costco's price tags are a good predictor of whether or not an item will go on sale. Items that end in .97 are likely at their lowest price, making it prime time to stock up on what you need. Another hidden hack is to look for what Costco shoppers call the 'death star,' an asterisk located in the upper right-hand corner of an item's tag. 'All this is telling you is that this item is either no longer going to be at Costco or it won't be back until next year,' said Schaubroeck. Chow, who created the account Costco Lovers Canada, said that although the foot traffic in the store is constantly changing, sales seem to follow a schedule. 'I know that most sales end on a Sunday... new sales will begin the following week,' said Chow. There's also what people refer to online as "Markdown Mondays" — when new items go on sale. While this is not a Costco-official event, it still creates a buzz for shoppers to find cost-friendly deals. 'They [Costco] are always doing markdowns," she added. Additionally, Chow noted that Costco is known for 'following the trends of what's happening in the market,' which can help attract shoppers who are looking for products for a certain occasion. For example, it's not uncommon for Costco to have a sale on hamburger buns, ketchup, mustard and relish ahead of a long weekend. Chow also recommends shopping as the weather changes to take advantage of out-of-season products at lower prices. According to Costco customer service, shoppers are entitled to 'risk-free, 100 per cent satisfaction guarantee', meaning that the majority of purchased products can be returned and refunded at any time (excluding electronics and diamond jewelry). This allows shoppers to test out products and see if it is the right fit for them. 'If I'm going out and trying a $700 Dyson [hair dryer]... I want to be able to know that I can return it,' said Chow. 'I will always go to Costco and pay more on a product for their return policy.' Costco also honours price adjustments on merchandise if the price drops within 30 days of the original purchase and the product is still in the store's warehouse. Schaubroeck added that this flexibility is a large reason as to why Canadians turn to Costco for their shopping. 'It's always nice to have that reassurance when buying something, that no matter what happens, they will take it back for you,' she said. One perk to owning a Costco membership is that it can be used worldwide at any location, which can come in handy when going on vacation. Chow said she often uses her membership when travelling to help save on food and snacks. It's even handy for shopping and saving on souvenirs and local food. Many Costco shoppers may not know that there's an official Costco app meant to enhance shopping experiences. The Costco app allows you to shop and save using online-only prices, check warehouse inventory and local gasoline prices, refill prescriptions at Costco's pharmacy, create your own shopping list in-app and more. The app also allows shoppers to receive updates on sales promotions and product entering the store, a perk that Chow said is a 'huge secret' amongst Canadians. 'There are app-exclusive savings,' she said. 'If you follow Costco on Instagram, there are also exclusive savings available there." Schaubroeck also highlights another app called Checkout 51, a platform that displays cash-back offers on Costco merchandise. While this does not apply to all products, Schaubroeck said it's an incentive worth checking out.
