Geneva PD names members placed on administrative leave amid criminal investigation into former officer
GENEVA, N.Y. (WROC) — The City of Geneva Police Department posted a 'quick-fact' sheet to its Facebook page over the weekend which included the names and ranks of the department members placed on administrative leave, announced Friday.
This comes following the arrest of a former police officer last week who was charged for allegedly selling a controlled substance to another person at a business location in April while he was on duty, in uniform and in a marked police car. Sgt. David Felice and Officer Nathan Jacon have both been placed on administrative leave.
On Wednesday last week, Ontario County Sheriff David Cirencione announced the arrest of officer Michael Tapscott on a felony charge for allegedly selling a form of Adderall to another individual. According to court documents obtained by News8, the GPS on Tapscott's patrol car is what led investigators to Geneva Foreign & Sports car dealership and mechanic on Rt-14 where the transaction on a single pill took place. Tapscott was a 13-year-veteran of the force and resigned the day before he was arrested.
The City of Geneva Police Chief, Ronald Eveland, was not in the office Monday; he spoke last week during the initial news conference about the arrest of Tapscott, discussing crucial next steps.
'As this unfolds, we'll have some sort of corrective action plan. These allegations are very troubling. They're very disturbing. I think the best thing that we can do as leaders is one: show and support our department and let them know that operations are going to continue. I think also just being there for the community as well and help build and establish that trust,' Chief Eveland said.
Monday afternoon, News8 spoke with one man who was born and raised in Geneva about his feelings surrounding the situation.
'I'm going to court now, that's why I'm here; anybody that's going to court is innocent until proven guilty. So he got to handle his scandal,' says Darnell Dye, adding, 'I don't think it changes how I feel about the police. I always felt the same about them. I guess now he know what it feels like to be on the other side, I guess.'
Michael Tapscott is due back in court in the Town of Geneva on Wednesday, May 14.

Law enforcement, businesses react to recent fights in Charlotte including new action
ROCHESTER, N.Y. (WROC) — Monroe County is seeking immediate action to address safety and security around Ontario Beach Park within the Charlotte neighborhood in Rochester following several recent incidents involving police. In a matter of urgent action filed with the Monroe County Legislature last week, County Executive, Adam Bello, is calling for an amendment to Capital Improvement Plan Projects set for next year, specifically asking for an accelerated approval of $200,000 for the installation of entry and exit gates at the county-run parking lots at Ontario Beach Park. Police were called to the area Saturday evening for reports of fights and after closing down roads in an attempt to contain the incident, it spilled over towards Lake Ave. right in front of Tropix, a local event venue space. Kabrovski told News 8 it was particularly frustrating as it was a nice weather evening with an Eagles tribute band on stage and growing patrons, but after the roads closed and the incidents began unfolding, many of his customers became scared and left. 'Our business has tremendously, tremendously diminished the last couple weeks,' Kabrovski said. 'I don't know how we're going to do in the next couple weeks. We have a concert tomorrow that's run by the City, it's a free jazz event — it's going to be interesting to see how many people come to that because are they scared? Wednesday nights, the Concerts at the Beach, Is that going to be busy this week? Are people coming back? Are they scared of what happened last week? I don't know but obviously something has to happen relatively soon because we're already coming up to the middle of June, if we don't solve this problem fast, the summer season of 2025 is going to be gone for all of us,' Kabrovski said. RPD said leaders are meeting with partnering agencies, including the Monroe County Sheriff's Office and New York State Police to develop plans for an increased police presence in the area. Kabrovski notes it's a start, but says the younger generation doesn't respect police in general, pointing to a need for even greater change. 'There has to be something besides more police. There has to be some type of discipline, if you're arrested or involved in a fight maybe you get banned from all the festivals,' Kabrovski said. 'Our clientele, it makes them nervous so we've got people having dinner, people watching a band then they come down here and they see this and it makes them really re-think about coming to Charlotte. And I've always told people, we have to kind of reimagine Charlotte, right. There's no such thing as 'bringing it back' or 'fixing it' right now; it's about re-imagining, right. What are we going to do differently? It's not about, what are we going to change just this one thing — it's about changing the whole dynamics of Charlotte.' Kabrovski also says he's added increased security for his own establishment, but believes it will take village to enact lasting change and higher expectations. 'Having maybe a different task force that's strictly addresses the youth in a sense, that social media. I know the police department has a social media that takes care of our entertainment license. They see what us, as bars, do and what DJs we put and events we do. Maybe there could be a task force that really addresses what the talk is on social media, are these kids talking about going to Charlotte to fight? Are they talking about going to one of the local town festivals, are they talking about getting in a fight at a playground, at a school, a park,' News 8 will bring you more details about the plan from law enforcement as more information is made available. Mass. man pleads guilty to gun, drug, and machinegun conversion device trafficking
BOSTON (WWLP) – A Lowell man has pleaded guilty in federal court to trafficking firearms, distributing thousands of methamphetamine pills disguised as Adderall, and selling illegal machinegun conversion devices known as 'switches.' Springfield man charged with DUI, wrong-way driving in Enfield Billy Chan, 20, pleaded guilty last Friday to four federal charges: Engaging in the business of dealing in firearms without a license Conspiracy to distribute and possess with intent to distribute 500 grams or more of methamphetamine Distribution and possession with intent to distribute methamphetamine Transfer and possession of a machinegun. Federal prosecutors said that between March and June 2023, Chan conducted five illegal sales to undercover law enforcement officers in Lowell. The transactions included three handguns, four machinegun conversion devices, and about 2,000 counterfeit pills made to resemble Adderall. Laboratory analysis confirmed the pills were homemade methamphetamine laced with caffeine. Chan allegedly worked with a co-conspirator affiliated with the Asian Boyz gang, a group that investigators say had a significant role in distributing methamphetamine pills throughout the Merrimack Valley region during 2023. The pills were widely marketed as Adderall, a prescription stimulant, but were illicitly manufactured and contained no pharmaceutical-grade ingredients. Authorities also documented a meeting in which Chan described manufacturing the machinegun conversion devices himself while working at a machine shop. He reportedly gave a cooperating source a demonstration on how to install the 'switches' and later sent a video showing a fully automatic pistol being fired into the air, writing in a message, 'I let my boys test the switch.' The case is being prosecuted as part of , a nationwide initiative by the U.S. Department of Justice aimed at reducing gun violence and violent crime by enhancing coordination among federal, state, and local law enforcement and community organizations. Bannon Wants Special Counsel Probe Into Musk's Contracts and Drug Use
Steve Bannon has called for a special counsel investigation into Elon Musk's lucrative federal contracts and the extent of his drug use. The MAGA civil war between the two former Trump administration figures continued over the weekend on Sunday Night with Chuck Todd, with Bannon—who already suggested deporting the South African-born tech billionaire—saying Musk should face further consequences. 'I think there have to be formal investigations,' Bannon told the former Meet the Press anchor during a discussion about SpaceX and Starlink, Musk's satellite Wi-Fi service. SpaceX should be nationalized, Bannon reiterated, adding that he shared the White House's reported security concerns about Starlink being installed there. When Todd asked who would be leading such investigations, Bannon replied that 'the best way to do it is as a special counsel that can kind of oversee everything.' 'Pull the security clearance for the drugs, temporarily. Investigate the whole drug situation,' Bannon replied. In May, The New York Times reported that Musk's drug use, which Trump speculated had a role in their blow-up last week, frequently involved ketamine, as well as Adderall, ecstasy and mushrooms. Musk, The New York Times also reported, was alerted to drug tests at SpaceX ahead of time. The White House has refused to say whether Musk was drug tested during his time as de-facto head of the so-called Department of Government Efficiency. On Sunday, Bannon agreed with Todd when he said that Musk 'never would have passed a security clearance as must a mid-level staffer.' Also on Todd's show, Bannon took issue with a March report that Musk, who has extensive business interests in China, was expected to receive a briefing about potential U.S. military action in that country. 'Why would you need a briefing at a highly classified level, in the tank, at the Pentagon on the China war plan?' asked Bannon, who called Musk an 'agent of influence.' For his part, Musk has described Bannon as a 'communist r-tard' and a 'criminal.' Bannon spent four months in prison last year for defying a Jan. 6 House Committee subpoena. In February, he pleaded guilty in state court to one felony count of scheming to defraud donors to his We Build the Wall fundraising campaign. Four years prior, Trump had pardoned Bannon amid his indictment in federal court over that campaign.
