International Atomic Energy Agency (IAEA) Mission to Zambia Finds Strong Commitment to Nuclear Security, Encourages Focus on Capacity Building
The International Nuclear Security Advisory Service (INSServ) mission was conducted at the request of the Republic of Zambia and took place from 14 to 23 July 2025. Hosted by the Radiation Protection Authority (RPA) of Zambia, the mission was led by Samer Quran, Director of the National Centre for Nuclear and Radiological Security at the Energy and Minerals Regulatory Commission in Jordan.
The team comprised of five experts from Argentina, Egypt, Jordan, Norway and the USA, as well as two IAEA staff members.
INSServ missions aim to support States in strengthening their ability to prevent, detect and respond to criminal and intentional unauthorized acts involving nuclear or other MORC, which is lost, missing, stolen, improperly disposed of, or inadequately stored or handled. The scope of the INSServ mission included the foundational elements of nuclear security systems and measures for MORC, as well as detection and response systems and measures.
'Following an International Physical Protection Advisory Service in 2023, the first INSServ mission in Zambia builds on the country's ongoing efforts to improve its nuclear security regime by leveraging the available IAEA assistance mechanisms,' said Elena Buglova, Director of the IAEA's Division of Nuclear Security. 'We are looking forward to continued cooperation with Zambia's competent authorities for strengthening nuclear security.'
During the mission to Zambia, the team conducted a series of meetings with officials from the RPA, the Office of the President, the Cabinet Office, Ministry of Home Affairs, Ministry of Defence, Ministry of Technology and Science, Ministry of Justice, Ministry of Foreign Affairs and International Cooperation, Zambia Police Service, National Anti-Terrorism Center, Immigration Department, Zambia Airports Cooperation, Civil Aviation Authority and Zambia Revenue Authority.
The team also conducted site visits to Kenneth Kaunda International Airport, the Kazungula (land) Border, the RPA Inland Office in Livingstone, the Kapiri-Mposhi Railway Station and the National Institute for Scientific and Industrial Research.
'The country has made progress in developing and implementing nuclear security measures at its borders and within its territory. The mission confirmed Zambia's commitment to further improvements concluding that the country should continue to build on its efforts to strengthen multi-agency cooperation and coordination among national competent authorities responsible for nuclear security,' said Samer Quran, the INSServ Team Leader.
To further enhance its nuclear security capabilities, the team recommended that Zambia develop comprehensive training programmes for its personnel, including exercises. The experts identified good practices in the field of information security and in processes aimed at reducing the risk of insider threats.
'The INSServ mission marks a significant milestone in Zambia's commitment to strengthening nuclear security. The recommendations received will guide our efforts to build a robust and resilient nuclear security regime, protecting our people from the risks posed by nuclear and radioactive material outside regulatory control," said Boster D. Siwila, Executive Director of the RPA.
The IAEA's INSServ mission is part of its ongoing efforts to assist Member States in strengthening their nuclear security regimes in relation to MORC. The Agency provides a range of services in this area, including expert advice, training and equipment support, to help Member States protect against criminal or intentional unauthorized acts involving such materials.
The draft findings and recommendations were presented to the Republic of Zambia, and the final report will be presented in about three months.

The Chairperson of the Select Committee on Cooperative Governance and Public Administration (Traditional Affairs, Human Settlements and Water&Sanitation), Mr Mxolisi Kaunda, is concerned by reports of the closure of the Emfuleni Local Municipality client service centre due to unpaid rent. 'The closure of the client service centre negatively impacts the ability of the municipality to collect rates and taxes, a key driver of municipal revenue. The inability to collect revenue will have an unintended negative impact on the ability to deliver quality services to the people,' Mr Kaunda said. The 6th Parliament select committee visited the municipality and criticised the lack of progress in resolving material risks of governance and financial control within the municipality, which exacerbate the already dire state of poor service delivery. Furthermore, the continued attachment of the municipality's bank accounts by service providers, such as Eskom and Rand Water, due to non-payment for services requires a focused and deadline-driven approach. 'While it is not sustainable that the accounts of the municipality are attached, it is also unsustainable that the municipality does not pay for services. The residents of the municipality deserve better basic services in line with the objects of municipalities as envisioned in Section 152 of the Constitution,' Mr Kaunda suggested. The Chairperson also highlighted the importance of government departments paying the municipality for services to improve cash flow management and enable the municipality to provide services. The Chairperson called on the municipality and the provincial executive to find a workable solution to ensure that the client service centre is reopened and that service providers are paid on time. Joint Statement on the Inaugural Joint Oversight Committee Meeting for the Peace Agreement between the Democratic Republic of the Congo and the Republic of Rwanda
On July 31, 2025, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda (Rwanda), along with observers from the United States, the State of Qatar, the Republic of Togo (as the African Union facilitator), and the African Union Commission held the first meeting of the Joint Oversight Committee for the Peace Agreement Between the Democratic Republic of the Congo and Republic of Rwanda that was signed in Washington, D.C. on June 27, 2025. The Joint Oversight Committee is charged with serving as a forum for implementation and dispute resolution of the peace agreement. The Committee is responsible for receiving complaints about violations of the agreement, taking appropriate measures to address violations, and amicably settling disputes. During the first meeting, the parties selected their Chairpersons for the Committee, adopted terms of reference to govern future meetings of the Committee, discussed progress on implementing the Agreement, and prepared for the first meeting of the Joint Security Coordination Mechanism. The African Union, State of Qatar, and the United States participated in these discussions to ensure complementarity and alignment between implementation efforts and on-going initiatives aimed at dialogue and durable peace in the region. Seychelles: President Ramkalawan Attends Foundation Stone laying Ceremony for Orchid Village Affordable Housing Development Phases II & III
President Wavel Ramkalawan, accompanied by First Lady Mrs. Linda Ramkalawan and Vice President Ahmed Afif, attended the foundation stone laying ceremony for the second and third phases of the Orchid Village affordable housing development at Grand Anse Mahé on Friday morning. The comprehensive housing initiative encompasses 80 affordable residential units, comprising 32 two-bedroom and 48 three-bedroom accommodations. Ascent Project Limited will execute the construction over a 24-month timeline,with the project generously funded by the United Arab Emirates government at an investment of approximately USD 7.3 million. President Ramkalawan, alongside His Excellency Mr. Ahmed Saeed Alneyadi, Chargé d'Affaires of the UAE Embassy, and Minister for Land and Housing Billy Rangasamy, unveiled the commemorative plaque and laid the foundation stone, marking the project's commencement. The delegation also participated in a symbolic tree-planting ceremony.
