By withdrawing from the WHO, Washington signals that even global pandemics are insufficient justification for multilateralism. The message is chilling: in the next health crisis, cooperation will be fragmented, hostage to geopolitics rather than guided by solidarity. A DESTRUCTIVE GAP: The United States has long stood as the single largest donor to humanitarian aid, and when it retreats, the consequences are devastating. US foreign aid data shows that in 2019 alone Washington provided more than $9.5 billion in humanitarian assistance worldwide. Following Trump's funding freeze, the UN World Food Programme (WFP) was forced to announce ration cuts that affected more than eight million refugees, while the UN Palestinian refugee agency UNRWA lost $360 million annually, plunging it into its worst financial crisis in decades. The UN Development Programme (UNDP), too, reported that at least 120 projects in Africa and Asia were delayed or cancelled between 2018 and 2023 as a direct result of US budget withdrawals. This rationale has been repeatedly voiced during Trump's second term, with White House Spokesperson Anna Kelly defending the July 2025 withdrawal from UNESCO by declaring that 'President Trump has decided to withdraw the United States from UNESCO, which supports woke, divisive cultural and social causes that are totally out‑of‑step with the commonsense policies that Americans voted for.' Israeli Foreign Minister Gideon Saar applauded the move as a stand against bias, insisting that 'this is a necessary step, designed to promote justice and Israel's right for fair treatment in the UN system.' At home, Republican Party leaders have framed the exits in economic and sovereignty terms: during Trump's first term then vice president Mike Pence praised Trump's strategy as 'real leadership' that protected American jobs and prevented 'a transfer of wealth from the most powerful economy in the world to other countries around the planet,' while Senate Majority Leader Mitch McConnell hailed the decisions as 'another significant blow to the Obama administration's assault on domestic energy production and jobs.' For supporters, these withdrawals are not markers of retreat but demonstrations of courage and evidence that the United States will no longer underwrite what they perceive as an inefficient, politicised, and unfair international system. To them, withdrawal is not weakness but liberation: a dramatic severing of chains that, in their eyes, had bound America's power to the agendas of others. Another question that emerges is who will replace the United States in the vacuum left by its retreat. China has advanced aggressively through its Belt and Road Initiative, offering infrastructure and loans in exchange for geopolitical influence. Europe has sought to take the mantle of leadership in climate policy through its Green Deal, even as it continues to struggle with internal fractures that weaken its collective voice. Meanwhile, the Global South has experimented with new blocs such as the BRICS+, signalling an ambition to shape a more equitable order, but it still lacks the financial weight to substitute for Washington's dominance. What emerges is a multipolar system, but one that is less coherent, less stable, and not necessarily more just. Instead of balance, the world finds itself in flux, where the absence of American leadership does not usher in a fairer order but rather exposes the fragility of global governance itself. America's retreat accelerates a regression towards raw power politics. Nuclear treaties collapse. Arms races resume. Regional conflicts, from Ukraine to the Middle East, become arenas where international law is weakened, and might trumps right. Without America's stabilising presence, the architecture of rules gives way to the architecture of force. FROM THE RUBBLE: History reminds us that the absence of a great power does not end the story but often begins a new chapter. The international system, born out of the ashes of World War II, endured the bitter divisions of the Cold War and reshaped itself after the collapse of the Soviet Union in the early 1990s. Today, in the wake of America's retreat, the story is repeating itself with new protagonists. In the halls of the European Union in Brussels, diplomats insist that 'Europe can no longer afford to wait.' The European Green Deal is not merely an environmental programme but also a declaration that the continent is ready to take the lead in the climate fight. In Beijing, planners are doubling down on clean energy investments not only to curb domestic pollution but also to cast China as a responsible global actor. In New Delhi and Brasilia, the calls are growing louder: emerging economies must be full partners in rewriting the rules of global cooperation. But healing does not happen only in major capitals. In Addis Ababa, African ministers have gathered to design a regional climate adaptation fund, reflecting a spirit of self-reliance rather than dependence on absent donors. In the Caribbean, small island governments are moving as a united bloc, demanding justice mechanisms to address the hurricanes that batter them each year. The international system may be mending itself through a horizontal distribution of power, rather than its old vertical monopoly. The question is no longer who leads but how do we lead together. The repeated withdrawals of the US are not isolated acts but part of a fundamental shift in how it sees its role in the world, leaving a void in the leadership and moral responsibility that have anchored the global order since World War II. The consequences ripple far beyond Washington to villages in Bangladesh, farms in Africa, and schools in refugee camps, yet this retreat is also a test: can the world stand on its own two feet without leaning on a single power? The ongoing famine affecting the Palestinians in Gaza has been deliberately engineered by Israel through its intensified blockade of the enclave. For months, the UN and its specialised agencies and international partners have been warning of a critical food situation and imminent famine in Gaza. As senior UN officials and experts have noted, 'famine doesn't happen suddenly.' This is particularly true of Gaza where the famine is man-made, deliberately engineered by Israel through its intensified blockade of the enclave. Last Friday, US Middle East Envoy Steve Witkoff headed to Gaza accompanied by US Ambassador to Israel Mike Huckabee to follow up on efforts to distribute humanitarian aid and to meet with residents affected by the war. The previous day, Witkoff met with Israeli Prime Minister Benjamin Netanyahu as part of an effort to revive the ceasefire talks, according to Reuters. These developments occurred amid increasing international pressure on Israel in response to the ongoing devastation and suffering caused by its military operations and use of starvation as a weapon of war. Hamas leader Izzat Al-Rishq dismissed Witkoff's visit to Gaza as a 'propaganda show'. Its sole purpose is 'to contain the mounting anger over the US-Israeli partnership in starving our people in the Gaza Strip,' he said. In Gaza, Witkoff will see only what the Israeli occupying power wants him to see, Al-Rishq pointed out. 'He views the ongoing tragedy through Israeli eyes. Certainly, he will not see the starvation machine — the so-called Gaza Humanitarian Foundation (GHF) — which prepares the ground for slaughter by the Israeli war machine,' he said. Since the GHF operations began, over 800 people have been killed and 5,200 have been injured while seeking food, according to Palestinian health authorities and other reports. UN Palestinian refugee agency (UNRWA) officials and others have described GHF distribution points as 'death traps.' Soldiers interviewed by Haaretz confirmed that they routinely use live fire against aid-seekers, killing several people per day. The Witkoff visit does not signify that Israel can no longer deny its crimes or that the US will no longer help to cover them up. US President Donald Trump has described the situation in Gaza as 'terrible,' saying 'that's real starvation. I see it, and you can't fake that.' Such remarks directly contradict Netanyahu's claim that the Israeli and international media are spreading 'false pictures.' However, Trump avoided assigning blame. When asked whether he agreed with his Republican ally, Congresswomen Marjorie Taylor Greene, who described the situation in Gaza as 'genocide,' he sidestepped the question. For many, the issue of famine in Gaza seems straightforward, especially when children are dying from starvation in large numbers. Yet, there appears to be some controversy among humanitarian workers and agencies over how to classify the situation in the Occupied Palestinian enclave. Nevertheless, according to ReliefWeb, a leading humanitarian information source on global crises, 'famine is no longer a looming threat in Gaza – it is a deadly reality.' Similarly, in a 29 July statement, UN Secretary-General António Guterres said that 'Palestinians in Gaza are enduring a humanitarian catastrophe of epic proportions. This is not a warning. It is a reality unfolding before our eyes.' On 29 July, the Integrated Food Security Phase Classification (IPC), a global initiative for monitoring and classifying food insecurity and famine risk, confirmed that two famine thresholds — catastrophic food insecurity and acute malnutrition in children — have been met across much of Gaza and that the crisis is particularly severe in Gaza City. On 27 July, the World Health Organisation (WHO) reported that over 40 per cent of pregnant and breastfeeding women in Gaza are severely malnourished, putting both maternal and infant lives at risk. Also, in Gaza City, nearly one in five children under five are acutely malnourished — triple the rate of the previous month. The third famine threshold is excess mortality. According to the IPC, this has not been officially confirmed, because deaths are difficult to verify in Gaza, where most of the health system has collapsed. This throws into relief a problem that agencies encounter in identifying famine: they rely on data which may not be available. 'It's a very high bar, and the nature of the process is that if the data aren't there, you say it's not a famine,' Alex de Waal, executive director of the World Peace Foundation at Tufts University in the US, said in an interview with the US network ABC News. De Waal, an expert on the Horn of Africa who has written extensively on famines and famine-related policies, added that even when a famine is declared it carries no legal obligation. 'The word 'famine' has no meaning in law,' he said. Many experts argue that famine should be declared in Gaza because, as history has shown, by the time a famine is officially recognised, it will be too late for many. Because the process is data driven, the UN cannot officially declare a famine, even when people are already dying of starvation, as is already happening in Gaza. Scott Paul, director of peace and security at NGO Oxfam America, told ABC News that in the Somalia famine in 2012 over half the deaths occurred before a famine was declared. 'So, the importance of taking action before famine is declared can't be overstated,' he said. Following the Somali famine of 2004, UN agencies developed a five-phase classification system to ensure timely declarations of famine. The IPC initiative was developed by 21 international organisations, including the World Food Programme (WFP), the Food and Agriculture Organisation (FAO), the children's agency UNICEF, WHO, CARE International, and Oxfam. The five phases of acute food insecurity range from minimal/none (Phase 1) to catastrophe/famine (Phase 5): Phase 1 – Minimal / none: There is no acute food crisis. People can meet their basic food needs without resorting to irreversible coping strategies (like selling furniture or livestock). Less than five per cent of the population suffers from malnutrition. People have stable incomes and consume over 2,100 calories per day. Phase 2 – Stressed: People meet minimum food needs and can afford some essential non-food items without resorting to harmful coping mechanisms. Household income is irregular. Five to 10 per cent of the population suffers from acute malnutrition. People still get about 2,100 calories per day, which is barely enough to meet basic nutritional needs. Phase 3 – Crisis: Households face food consumption gaps and acute malnutrition, or they can only meet food needs by depleting essential assets. Food options are limited. Ten to 15 per cent of the population is acutely malnourished. Incomes drop sharply, and people must resort to crisis coping strategies to access required calories. Phase 4 – Emergency: Large food consumption gaps, extremely high rates of acute malnutrition, and excess mortality, or food needs are met only through the sale of remaining assets and income loss is irreversible. Some 15 to 30 per cent of the population suffer from acute malnutrition. People can only access three or fewer food groups (e.g., fruit, grains, and vegetables) and consume less than 2,100 calories per day. Phase 5 – Catastrophe/Famine: A complete lack of access to food and essential needs. 20 per cent of households face extreme food gaps and deprivation, after having exhausted all coping strategies. Hunger, death, destitution, and visible severe malnutrition are widespread. At least two out of every 10,000 people die daily from hunger or related disease. Over 30 per cent of the population suffers from acute malnutrition. Over 30 per cent of children under five suffer from wasting (a form of acute malnutrition.) Income sources are non-existent or collapsed, and people can only access one or two food groups. Trump seeks to change how census collects data and wants to exclude immigrants in US illegally - International

President Donald Trump has instructed the Commerce Department to change the way the Census Bureau collects data, seeking to exclude immigrants who are in the United States illegally, he said Thursday. The census' data collections will be based on 'modern day facts and figures and, importantly, using the results and information gained from the Presidential Election of 2024,' the Republican president said on his social media platform, an indication he might try to inject his politics into survey work that measures everything from child poverty to business operations. Trump stressed that as part of the changes, people in 'our Country illegally' will be excluded from census counts. His Truth Social post fits into an overall pattern in which he has tried to reshape basic measures of how U.S. society is faring to his liking, a process that ranges from monthly jobs figures to how congressional districts are drawn going into the 2026 midterm elections. But there could be legal challenges if he were to reshape the census, which also guides the distribution of $2.8 trillion in federal funds to the states for roads, health care, and other programs. In a 2019 decision, the Supreme Court effectively blocked Trump from adding a citizenship question to the 2020 census. The 14th Amendment says that 'the whole number of persons in each state' should be counted for the numbers used for apportionment, the process of allocating congressional seats and Electoral College votes among the states based on population. The last time the census included a citizenship question was in 1950, and the Census Bureau's experts had predicted that millions of Hispanics and immigrants would go uncounted if the census asked everyone if he or she is an American citizen. Changes to the census could also play into the efforts by Trump to urge several Republican-led states, including Texas, to redraw their congressional maps ahead of schedule in ways that would favour GOP candidates. Redistricting typically occurs once every 10 years following the census, as states adjust district boundaries based on population changes, often gaining or losing seats in the process. Despite Texas having redrawn its maps just a few years ago, Trump is pressuring Republicans in the state to redistrict again, claiming they are 'entitled' to five additional Republican seats. Texas Republicans have cited population growth as justification for redrawing the congressional map. Trump's team is also engaged in similar redistricting discussions in other GOP-controlled states, including Missouri and Indiana. Last Friday, Trump fired the head of the Bureau of Labour Statistics, Erika McEntarfer, after standard revisions to the monthly jobs report showed that employers added 258,000 fewer jobs than previously reported in May and June. The revisions suggested that hiring has severely weakened under Trump, undermining his claims of an economic boom. The White House insists that the problem was the size of the revisions and that it wants accurate numbers. Trump's census posting raised the question as to whether he would embark on a mid-decade census, or simply change the standards for 2030, or change how the estimates operate between censuses. It was unclear what his changes would be. It would be almost logistically impossible to carry out a mid-decade census in such a short period, New York Law School professor Jeffrey Wice said. Any changes in the conduct of a national census, which is the biggest non-military undertaking by the federal government, also would require approval from Congress, which has oversight responsibilities, and there likely would be a fierce fight, he said. 'This isn't something that you can do overnight,' said Wice, a census and redistricting expert. 'To get all the pieces put together, it would be such a tremendous challenge, if not impossible.'
