Education Ministry receives #JusticeForZara memorandum, pledges strong anti-bullying measures
In a Facebook post on Tuesday (Aug 12), Education Minister Fadhlina Sidek (pic) stated that the memorandum was received on behalf of the ministry by Education Ministry secretary-general Datuk Dr Aminuddin Hassim.
Fadhlina also mentioned that she met with student activist representatives in parliament to discuss their concerns in detail.
According to Fadhlina, the first demand calls for comprehensive reform of the national education system, particularly regarding bullying. In response, the Education Ministry has announced several initiatives to improve safety in all institutions under its purview.
These initiatives include conducting safety audits, enhancing the bullying complaint system, forming a safety reform committee, imposing strict disciplinary measures such as suspension or expulsion for offenders, and strengthening psychosocial support at every level.
The second request urges the ministry to hold engagement sessions with student groups and civil society to develop clear and firm standard operating procedures for handling bullying cases.
Fadhlina agreed with this proposal and stated that the ministry would organise such sessions with all stakeholders to explain current guidelines while remaining open to feedback and suggestions for improvement.
The memorandum also calls for mandatory, regular training for teachers, administrators, and wardens on crisis intervention, managing students' emotions, and professional procedures for victim-friendly complaint handling.
Fadhlina emphasised that guidelines on bullying must be observed in all schools under the ministry's purview and that training will be strengthened to ensure the readiness of school administrators, teachers, and wardens.
The final demand seeks public clarification on the issue, specifically regarding the actions taken by the school involved. She welcomed the Royal Malaysia Police's (PDRM) initiative to set up a special task force to investigate the case involving the late Zara Qairina.
The Education Ministry is extending its full cooperation to the police, with updates on the investigation to be provided by PDRM from time to time.
Fadhlina expressed deep sorrow on behalf of the ministry over Zara Qairina's death, stating that the case remains a top priority.
"I place my utmost hope that truth and justice will prevail," she said.

Subsection 339(1) of the Criminal Procedure Code empowers a magistrate (or coroner) to hold an inquest when there is reason to suspect that a death was sudden, unnatural, or occurred under suspicious circumstances. Zara Qairina, who was found unconscious after allegedly falling from her school dormitory at SMKA Tun Datu Mustapha Limauan in Sabah, was confirmed dead at Queen Elizabeth I Hospital at 11am on July 17.

New monitoring mechanisms for EAIC as part of rebranding
The EAIC said its new logo symbolises its sharpness and vigilance in monitoring misconduct. PETALING JAYA : The Enforcement Agency Integrity Commission (EAIC) today said it is introducing new mechanisms to monitor the progress of its probes and enhancing its standard operating procedures (SOPs) for investigations as part of the organisation's rebranding. In a statement, the EAIC said it had conducted studies on the effectiveness of enforcement agencies under its purview and participated in field operations and consultations with stakeholders to better understand the issues faced by the agencies in question. It said the rebranding marked the continuation of reforms which started last year, including the establishment of a special task force to investigate high-profile and public interest cases. Such cases include the illegal disposal of electronic waste (e-waste), abuse of power in the issuance of medical visas, and a study to identify preventive measures for deaths in custody. The EAIC also introduced a new logo, featuring elements of a tiger's eye and claw, meant to symbolise sharpness and vigilance in monitoring misconduct. 'This rebranding aims to clearly communicate the commission's mission to move forward as a leader in improving integrity, transparency, and public trust among enforcement agencies,' it said. The EAIC is a federal statutory body under the Prime Minister's Department, established in 2011 to monitor, investigate, and report on misconduct by personnel from enforcement agencies. It also handles public complaints about misconduct in enforcement agencies such as the police, immigration department, and road transport department.

UMNO Supports AGC's Decision On Full Inquest Into Zara Qairina's Death
KUALA LUMPUR, Aug 13 (Bernama) -- UMNO has expressed its full support for the Attorney General's Chambers' (AGC) decision to conduct an inquest into the death of Form One student Zara Qairina Mahathir, including to determine whether any criminal elements were involved. UMNO secretary-general Datuk Dr Asyraf Wajdi Dusuki said the party hoped the inquest would be conducted independently and transparently, in accordance with the law, to ensure justice for the late Zara Qairina. He said this was among several matters agreed upon at tonight's UMNO Supreme Council meeting, chaired by its president Datuk Seri Dr Ahmad Zahid Hamidi. 'UMNO is deeply saddened by Zara Qairina's death, believed to be linked to bullying. The handling of the case, which appears weak and not in accordance with the Royal Malaysia Police's (PDRM) SOPs, is highly disappointing,' he said. In a statement today, the AGC said the decision to conduct the inquest was made after reviewing the investigation report submitted by PDRM. The AGC said the decision to proceed with an inquest was in line with subsection 339(1) of the Criminal Procedure Code [Act 593]. Bukit Aman Criminal Investigation Department (CID) director Datuk M. Kumar said at a press conference here earlier today that the case, initially classified as sudden death, would now focus on possible criminal elements, including bullying. He said this was among the findings of a special CID team comprising nine officers and personnel who were sent to Sabah on Aug 11 to investigate the case. The 13-year-old was confirmed dead at Queen Elizabeth I Hospital in Kota Kinabalu on July 17, a day after she was found unconscious in a drain near her school's dormitory at about 4 am on July 16.
