Secrecy around pay in companies is rife, and it often disadvantages women. New
European Union
(EU) pay transparency rules will lift the lid on practices that unfairly reward some employees over others. So what will it mean for you?
What's changing?
No one can argue with equal pay for men and women for the same work – it's been a founding principle of the EU since 1957. Companies' lack of transparency about coworker salaries and benefit-in-kind perks however, have made it difficult for workers to know how equal things are.

, it's been far too hard to get justice.
'If I wanted to bring a case saying someone of a different gender is paid more for the same work, I don't get access to the information, there isn't the transparency,' says Breda O'Malley, employment law consultant with Hayes Solicitors LLP.
It's been up to the alleged victim to do all of the digging about their company's pay structures to gather evidence. This can make a legal case too costly and burdensome to pursue.

'To date, it's been very hard for a woman to say, I'm getting paid differently or less money than my male colleague and he is doing exactly the same work and we have exactly the same qualifications,' says Deirdre Malone, head of employment law at EY.
'You don't have access to what your male colleagues' salary is, and you can't demand that information either' says Malone.
Ireland has until next June to transpose a new EU Pay Transparency Directive that aims to make pay unfairness on the grounds of gender harder to hide and easier to prosecute.
From June 2027, companies will be required to report more granular information on pay. The first reports will be based on payroll data from 2026.
It means employers will have to be more open about starting salaries, pay scales and pay gaps and the information must be shared with employees too.

A lack of transparency on these things is what has made pay discrimination so hidden to date.
'That's why we haven't seen a huge number of claims on the grounds of gender discrimination. The EU wants to make this easier,' says Malone.
The new directive will shine a light on any equal-pay-for-equal-work anomalies among male and female colleagues, making it easier for victims to identify unfairness and get justice. This should mean fairer compensation and career progression for all over time.
'Companies will be required to provide transparency in their pay systems – this means more information, and information is power,' says O'Malley.
'The information is not just something that can sit in the press and you hope employees don't know about it,' says O'Malley.
'Employers will be obliged to proactively tell employees each year that they have an entitlement to know where their personal pay sits relative to their grade, they are entitled to know their band for their range of work,' she says.

The directive covers equal pay for 'work of equal value'. This will involve a complex comparison of roles based on things such as skills, effort, responsibility and working conditions.
So it's not just about comparing the compensation of people with the same job title. Employers must examine and categorise all work in the organisation. Those doing work of similar value, not just those with the same job title, must be rewarded similarly.
Changes to the legal position in the UK in relation to the issue have resulted in a number of substantial cases being taken. Clothing retailer Next came a cropper when, retail sales consultants, mostly female, were found to be earning less than the company's mostly male warehouse workers.
In equal pay cases, employers must demonstrate that any pay difference is due to a 'material factor' other than sex. Next's argument that the pay difference was due to the differing 'market rates' for the roles was not accepted by the tribunal.

The courts ruled the sales work was of equal value, even though on the face of it, these jobs looked different, says Malone. A similar claim is being pursued by Asda workers, she says.
'If it's accepted that working on the supermarket shop floor is work of equal value to work in the dispatch centre, this comparator gives you an idea as to how 'equal value' can be interpreted,' says Malone.
What if I think I'm being paid unfairly?
So, if you suspect you are being paid differently to colleagues of another gender doing the same work, or work of equal value, what can you do?
First up, if you are a senior accountant, for example, you can't ask what your senior accountant colleague 'Tom' is earning.
'You can ask for the gender pay gap within your cohort of people. You are not going to be able to ask how much 'Tom' is earning, but you'll be given the percentage of the gender pay gap in your category of worker,' says Malone.
'If a company has a gender pay gap of 5 per cent or more and they can't objectively justify it and they don't fix it, then employees or their representatives will be able to compel a 'joint pay assessment (JPA)'', says Malone.
This is where the employer must collaborate with worker representatives to identify the root cause of the gender pay gap in their organisation and implement remedies to fix it.
For private, non-unionised workplaces, used to paying who they want how they want, this could be an embarrassingly revealing moment.
'If the JPA finds there is a more than 5 per cent gap between pay on grounds of gender in any category of their workers, and if it can't be justified by seniority, qualifications or other objective things, and that isn't remedied for six months, an inquisition kicks in that deep dives into the employer's pay system,' says O'Malley.

To the worker, or her lawyer or trade union on her behalf, this inquisition effectively 'spoon-feeds the evidence' for a case, says O'Malley.
'Before, if you as an employee contacted me and said, 'I reckon the guys are earning more', we'd say 'what proof do you have?' And very quickly, you run aground.'
'Now the employer must create all the evidence that I would have been trying to pull together at a huge cost.'
If you think you were unfairly paid on the grounds of gender in the past, you will have some recourse too, says O'Malley.
'The directive says there should be a three-year period where I can do a look back, with the trigger for the three years being when I became aware or could have reasonably expected to be aware of the infringement,' she says.
How will the interview process alter?
The new rules mean asking a prospective hire their current salary at a job interview will be prohibited.
'If you are going for a new role with a new employer because it's a promotional opportunity for you, it's highly likely, based on all of the statistics published, that if you have one male and one female candidate, the female is earning less,' says Malone.
For a woman who is already paid unfairly compared with male colleagues, asking her salary at an interview can serve to perpetuate the discrimination to their next role.
'Companies won't be able to ask candidates about their pay history, which really makes it a level playing field,' says Malone.
Instead, employers will be required to disclose salary ranges or pay levels in the job ad or before the interview.
'And, it's a conversation starter, it doesn't prevent you from negotiating,' says Malone.

Employees will also be able to ask what criteria is used to determine pay levels for career progression, says Malone.
'You can find out what the pay is for the role, and what the pay progression for your career will look like,' she says.
This should stop situations where two people doing the same work can end up on different salaries over time, for no objective reason.
The new rules mean employees can talk to each other about pay too, says Breda O'Malley.
'Once the legislation is implemented, you cannot prohibit an employee from discussing salary or disclosing salary,' she says.
What are the changes to benefit-in-kind perks?
Benefit-in-kind perks can comprise a substantial part of a worker's overall remuneration package. These items are sometimes awarded on a discretionary basis such as a car allowance, a fuel allowance, memberships, courses, stock options, health benefits, car parking or death-in-service benefit.
Until now, companies only had to disclose the percentage of men and the percentage of women receiving a benefit in kind, says Malone.

The new legislation includes benefit-in-kind perks as part of the definition of pay and requires employers to quantify and disclose their value when assessing pay levels and potential gaps.
If one gender is getting more of the company cars and stock options, you'll know.
Making a difference?
The pay transparency directive is part of a multipronged approach by the EU to level the playing field for women, says Malone.
Alongside the Work Life Balance Directive for parents and carers, and a directive mandating minimum gender representation for women on boards of publicly listed companies, the new directive recognises that women are more likely than men to step out of the workplace for caring responsibilities, she says.
'Analysis in the UK, which has been reporting on gender pay gap for longer than Ireland, is that women are falling out of the workplace from age 40,' says Malone.
'These directives are really about keeping women in the workplace and enabling them to progress to senior roles,' says Malone.
The new pay transparency directive will bring an initial increase in gender pay-related court cases, O'Malley believes.

'Cases will be easier to take, and you will have a longer period in which to take them,' she says.
It will change workplaces too, she thinks.
'It will change mindsets, no more than when maternity leave was introduced,' says O'Malley.
'It's rare enough now, but it still arises, that someone doesn't know that a woman is entitled to come back to work after maternity leave.'
The message to employers is, 'Get your house in order fast', says O'Malley.
'You have an opportunity before 2026 to understand if there are weaknesses in your pay system and start remedying them. Don't wait for the deadline, or you will be exposed to claims and publicity.'

EU and US lock in trade deal, US official sees car tariff relief in weeks

The US and the European Union have today locked in a framework trade deal reached last month that includes a 15% US tariff on most EU imports, including cars, pharmaceuticals, semiconductors and lumber. In a three and a half page joint statement, the two sides listed the commitments made, including the EU's pledge to eliminate tariffs on all US industrial goods and to provide preferential market access for a wide range of US seafood and agricultural goods. Washington will take steps to reduce the current 27.5% US tariffs on cars and car parts, a huge burden for European carmakers, once Brussels introduces the legislation needed to enact promised tariff cuts on US goods, it said. US President Donald Trump and European Commission President Ursula von der Leyen announced the deal on July 27 at Trump's luxury golf course in Turnberry in Scotland after an hour-long meeting that followed months of negotiations. The two leaders met again this week as part of negotiations aimed at ending Russia's war in Ukraine, with both lauding their trade framework deal as an historic accomplishment. The joint statement said the deal could be expanded over time to cover additional areas and further improve market access. A senior administration official, speaking on condition of anonymity because they were not authorised to speak publicly, said European carmakers could see relief from the current US tariffs within "hopefully weeks." "As soon as they're able to introduce that legislation - and I don't mean pass it and fully implement it, but really introduce it - then we will be in a position to provide that relief. And I will say that both sides are very interested in moving quickly," they said. The joint statement was "a play to hold each other accountable" and ensure that both sides carried out the pledges announced last month, the official said. "We are trying to sequence with the European Union to make sure that they feel sufficient pressure to obtain the mandate they need to begin the legislative process for reducing their tariffs, as they've promised," the official said. "We're confident that they'll do that. It's just good for all parties to make sure that everyone's on the same page and taking actions around the same time." The statement said US tariff relief on autos and auto parts would kick in on the first day of the month in which the EU introduced the legislation, offering the prospect of retroactive relief for carmakers. It was not immediately clear when Brussels would start the legislative process. The joint statement noted that the US agreed to apply only Most Favored Nation tariffs from September 1 on EU aircraft and parts, generic pharmaceuticals and ingredients, chemical precursors and unavailable natural resources, including cork. It reiterated the EU's intention to procure $750 billion in US liquefied natural gas (LNG), oil and nuclear energy products, plus an additional $40 billion of US-made artificial intelligence chips. It also repeated the intention for EU companies to invest an additional $600 billion across US strategic sectors up to 2028. Both sides committed to address "unjustified digital trade barriers," the statement said, and the EU agreed not to adopt network usage fees. They also agreed to negotiate rules of origin to ensure that the agreement's benefits accrued predominantly to both trading partners. In addition, they said they would consider cooperation to ring-fence their respective steel and aluminum markets from overcapacity, while ensuring secure supply chains between each other, including through tariff quotas.

Employment in Irish labour market surpasses 2.8m for first time

The number of people employed in the State has eclipsed 2.8 million for the first time, new figures show. The latest Labour Force Survey (LFS) indicated employment rose by 63,900 (or 2.3 per cent) to 2.82 million in the second quarter of 2025. This is equivalent to the entire population of the Republic in 1961. Despite slowing global demand and increased trade uncertainty linked to US tariffs, the Irish labour market continues to perform strongly with ongoing demand for workers being met by increased levels of immigration and participation. READ MORE The CSO said the labour force (the total number of people aged 15-89 years who were either employed or unemployed) stood at 2.95 million in the second quarter, up by 2.5 per cent (73,500) on the same period last year. In recent years, this has been driven by immigration, which it said contributed to an increase of 49,200 in the labour force in the year to the second quarter. Another driver was increased participation (by both men and women), which rose to 66.4 per cent, up from 66 per cent, contributing to a positive participation effect of 24,300. The estimated total number of hours worked per week in the second quarter increased by 1.6 million hours to stand at 88.9 million. The data comes in the wake of separate report last week which indicated workers here were on average working two hours less a week than before pandemic. According to the LFS, the sector that saw the largest year-on-year growth in employment was construction, which rose by 29,600 or 18 per cent. The largest decrease in employment was in the information and communication sector, which fell by 7,700 people (-4.1 per cent). The CSO said there were 140,800 people classified as unemployed in the second quarter which gave rise to an unemployment rate of 4.8 per cent, up from 4.6 per cent for the same period last year. The survey indicated that an estimated 582,000 or 20.7 per cent of those in employment worked part-time, and 153,600 or 26.4 per cent of those in part-time employment were classified as underemployed, meaning 'they would like to work more hours for more pay'.

Where does Ireland really rank in the international rich list?

Influential international magazine the Economist produces a 'rich list' of countries each year – a league table of how income levels in different countries compare. This year Ireland was excluded, as the authors said its data was 'polluted by tax arbitrage'. This is, of course, correct. Gross domestic product (GDP) is the general measure of comparison used for such studies, and Ireland's data is completely messed up by the tax planning activities of the multinationals, which generally use intellectual property assets to declare as much profit as they can here. This is – generally - legal, but it hugely inflates Irish GDP and makes us look richer than we are. So where do we actually rank in terms of incomes compared to other countries? 1. The GDP dilemma The Economist – along with most other bodies including EU agency Eurostat, the IMF and private forecasters – take GDP as the basis for their calculation and divide it by the population to get a measure of income per head. A calculation is then generally made to adjust for different price levels in various countries. These GDP per capita figures – published by Eurostat – show Ireland in second place to Luxembourg in the EU and at about third place in the world, with Singapore also ahead. (Small territories such as Macau and Monaco also feature high up on some lists.) In cash terms, EU GDP per capita was estimated at €33,550 in 2024, while Irish GDP per capita was put at €88,600. This is before adjustment for different price levels, used in the international comparisons. READ MORE [ Ireland not a 'truly rich' country, according to The Economist Opens in new window ] This is plainly not a reflection of the actual income levels here compared to other countries. In fact, with GDP per capita here more than twice the EU average, even after adjusting for different price levels, the figures here are off the charts and best ignored. 2. Making the adjustment So how can we do better? Well, the Central Statistics Office (CSO), in consultation with other experts, developed a measure called modified gross national income (GNI) a few years ago. This factors out the impact of a few things – the intellectual property factor, aircraft leasing activity and the impact of companies which redomicile their headquarters here. If we do a rough calculation and use this figure for Ireland and GDP per head for elsewhere (in most countries there would not be much difference), then Ireland falls down the list. We move from second place, with a figure 211 per cent of the EU average, to fourth, with a figure about 24 per cent above the EU average, having been overtaken by the Netherlands and Denmark. Interestingly, when former Central Bank governor Patrick Honohan made a similar calculation in his landmark piece on the issue in 2021 – relating to 2019 data – Ireland was in eighth place (This article broadly follows the path which he set in terms of looking at this issue). The figures suggest some relative improvement in the intervening years, when economic growth here has exceeded that elsewhere in the EU, even if using statistics other than GDP. However, given the approximate nature of such calculations, it is worth noting that the four other countries that were just ahead of us in 2019 – Germany, Austria, Netherlands and Sweden – are now, on this measure, just behind us, bunched with GDP per capita between 13 and 16 per cent above the average. Does this still overstate Ireland's position? Possibly yes, as we will see below. And it is difficult to see Ireland as better-off on average than traditionally high-income states such as Germany and Sweden. It is also worth noting that what we are looking at are average figures which make no allowance for the spread of income. We know, for example, that Ireland has a group of high-income earners working for the multinational sector and for professional service firms largely reliant on that sector. This will pull up the average here. The Economist also excluded Luxembourg because of the high number of workers who travel to work in highly paid financial sector jobs there each day from surrounding states. All countries have their peculiarities, but some are more peculiar than others. 3. What we consume Another commonly used measure is to look at what people consume. As well as consumer spending – for which figures are regularly reported in Ireland – comparisons use figures which estimate the amount of money spent by the State in directly supporting households, through measures such as welfare or providing education and childcare. This is known as 'actual individual consumption', or AIC. Eurostat calculates (see map) that Ireland's AIC per capita is about the EU average - 99 per cent, to be precise. This has risen from 94 per cent since 2019. Again, this is adjusting for different price levels in different countries. Illustrating how the basis of comparison can affect the outcome in this area, the Dutch national statistics office has done its own calculation of AIC across the EU, which puts Ireland in fifth place. In cash terms it estimates the AIC here at €30,900 versus the EU average of €26,200, having made its own adjustment for different price levels. It is not clear why its result is different; the generally used figures are those from Eurostat, which were published in June. A point worth noting is the high level of savings in Irish households here, which depresses consumption figures a bit – and thus moves us down the league – but may help to support consumption in future. Over-consumption is also possible. Before the financial crash in 2008, Irish AIC surged well above the EU norm. But this was built on unsustainable borrowing and spending, fuelled by State spending based on what turned out to be transient tax revenues. 4. The conclusions What do we make of all this? A few points are clear. One is that Ireland's GDP data has become progressively more detached from reality as of the middle of the last decade. The first real indication of this was the 'Leprechaun economics' saga of 2015, when Irish GDP was adjusted upwards by more than 26 per cent, catching the attention of US economist Paul Krugman. There was another surge upwards in 2022. Ireland's 'real' economy has grown for sure, but the GDP figures have overstated this consistently. And so the actual level of GDP has got further and further detached from reality. It is now more than 40 per cent higher than modified GNI, according to the latest CSO estimates. This messes up international comparisons, affects our contributions to the EU budget and brings some unwelcome international attention here. Second, when we make adjustments, Ireland moves closer to reality, but exactly where we stand remains open to some debate. In common-sense terms, Ireland does not feel better-off than some of the higher-ranking EU countries such as Germany, Austria and Sweden. Perhaps we are in line with or just behind these countries, but ahead of Southern Europe? If we took a midpoint between the modified GNI per head and the AIC, that is where we would be left. Third, on any criteria, Ireland has made progress over the longer term and has made some relative gains since 2019. This is not to gainsay the problems, of course. The average figures make no allowance, for example, for intergenerational inequality or the problems of younger people getting on to the housing ladder. But on any of the averages measure Ireland's relative position has improved over the last five years. And finally, income is only one measure of national wellbeing. There are a lot of other factors which affect standards of living. One is wealth – the amount of property, investments and cash in the bank held by households. Others are the efficiency with which services are delivered to the public, the environment in which they live and even the weather. There are hosts of other indices which attempt to measure some of these factors – but while national income is hard to compare across countries, doing the same with wellbeing is next to impossible.
