National health insurance goes digital with ‘Dhamani'

Oman marked the official launch of the national health insurance platform "Dhamani", a milestone accomplishment in the modernization of the nation's healthcare and insurance industries.
Announced by the Financial Services Authority (FSA), the platform is technically and legislatively complete, offering integrated digital services to regulate the health insurance market. "Dhamani" facilitates seamless data and claim exchanges between insurance companies and private healthcare providers, besides creating unified medical records accessible by policyholders across private institutions.
Shaikh Abdullah bin Salem al Salmi, CEO of the FSA, stated that the platform was a "qualitative leap" for Oman's insurance market, in alignment with Oman Vision 2040 agenda to promote digital infrastructure and increase access to essential services.
During its trial phase, "Dhamani" settled nearly three million transactions during the first quarter of 2025, with 33 private hospitals and three health complexes already linked. All the insurance companies that are licensed are now part of the system, prior to full operational rollout across the remaining private clinics and healthcare facilities.
FSA Insurance Sector Vice President Ahmed bin Ali al Maamari said: "The recently launched "Dhamani" health insurance platform will significantly enhance the level of health care services in the Sultanate. Through the platform's streamlining of the approval process for treatment requests and enabling of electronic payment between hospitals and insurance companies, the Sultanate's policyholders will be in a position to obtain faster, more reliable services," he stated.
"All 33 private hospitals licensed by the Ministry of Health are now fully integrated into the system. Authorities confirmed that efforts are underway to continue expanding the platform's reach by including health centres, clinics, and pharmacies, increasing supervision and the overall experience of healthcare in the private sector," Al Maamari added
The system also promises the possibility of faster settlement of claims to private hospitals, better fraud detection, and access to a centralized database of diagnoses and treatments—vital tools for regulatory control and healthcare planning. It employs cutting-edge medical coding systems and cybersecurity protocols, with secure and efficient transmission of information.
With more than 650,000 policyholders covered at present and an average of 40,000 transactions occurring daily, "Dhamani" is expected to simplify administrative procedures, reduce healthcare costs, and improve overall service delivery. The FSA developed the platform in coordination with the major stakeholders like the Ministry of Health, Ministry of Labour, and Invest Easy.
This digitalization is backed by new legislation, like Regulation No. 83/2023, which governs electronic integration in the insurance sector. The FSA has amended the legal framework to provide rights, enforce compliance, and permit faster, tech-enabled registration, claims, and reimbursements.
By bridging gaps in the current system and providing one digital backbone, "Dhamani" is a beacon of innovation—a single system that will enhance transparency, improve efficiency, and render Oman's healthcare system more accessible and sustainable for generations to come.

To prepare for the rollout, the Directorate General of Health Services in Musandam organised a workshop on Wednesday to raise awareness about the vaccine's benefits and train healthcare workers. Similar sessions will be held in other governorates to ensure smooth implementation. Badr bin Saif al Rawahi, Acting Director General of the Centre for Disease Control and Prevention, described the introduction of the vaccine as a 'strategic step towards enhancing public health and protecting future generations'. He noted that the programme will follow a phased plan designed in line with international best practices and national epidemiological data. Training for health workers will focus on vaccine administration, maintenance of the cold chain, distribution procedures, and community awareness. 'Equipping healthcare teams with the right skills and knowledge is essential to ensure safe delivery of the vaccine and build public confidence,' Rawahi said. The decision to include the HPV vaccine was endorsed by the National Technical Committee for Vaccines and Serums after a comprehensive review of local infection rates and an assessment of the vaccine's expected health and economic impact. MoH confirmed that the campaign will be conducted in cooperation with the Ministry of Education. Officials stressed that strengthening school-based immunisation is key to safeguarding the health of young people and further consolidating Oman's reputation as a regional leader in public health initiatives.

The Ministry of Health intends to launch the human papillomavirus (HPV) vaccine as part of the National School Immunisation Programme for sixth-grade students in public and private schools. This decision is in line with the World Health Organization's evidence-based recommendations, which confirm the vaccine's effectiveness in preventing certain types of cancer, most notably cervical cancer, female and male reproductive system cancers, and other diseases directly linked to the virus. Bader Saif Al Rawahi, Acting Director General of the Centre for Disease Control and Prevention, said: 'Implementing this decision represents a strategic step towards enhancing public health and protecting future generations from the burden of infectious diseases.' He emphasised that the targeted groups will receive the vaccine according to a carefully considered phased plan based on national and international standards in this field. He added that the Ministry of Health is launching a series of training programmes for healthcare workers in Musandam Governorate, followed by other governorates. Salalah – A grand one-day celebration of India's Independence Day was held with full participation of the Indian community and the presence of Omani dignitaries, reflecting the spirit of unity and nationality. The day commenced at 8:30 a.m. with a blood donation camp organized at the Indian Social Club (ISC) premises in collaboration with the Ministry of Health. The initiative witnessed wholehearted participation from Indian expatriates as well as Omani youth, many of whom marked the national day by donating blood – a noble gesture of saving lives. This was followed by a free health check-up and awareness camp conducted by Life Line Hospital, Salalah. More than 100 people benefited from consultations, examinations, and specialist advice, thanks to the tireless efforts of doctors, nurses, and the hospital administration. The highlight of the day was the patriotic cultural program, inaugurated by chief guest Mr. Hakim Mohammed Saleh Al Makhzoom, Director of Partnership and Community Development, Ministry of Social Development, Dhofar Governorate. In his address, he congratulated the Indian diaspora and extended warm wishes. Mr. Rakesh Jha, President of ISC Salalah, expressed gratitude to the gathering of over 4,000 community members and acknowledged the efforts of volunteers, the management committee, Life Line Hospital, and the Ministry of Health staff. The entire auditorium resonated with voices united in song, as the Indian community in Salalah expressed their profound love and pride for their motherland.
