
AI must serve labour, not subjugate it, G20 labour group says
Labour 20, the G20's employment track, has called for the reclassification of workers in the digital economy, where many are labelled as 'independent contractors', which it said enables exploitation and strips workers of core rights.
'Platform workers are being misclassified, denied basic protections and subjected to inhumane working conditions by companies that exploit regulatory gaps. We believe that this is not innovation but is exploitation wrapped in code,' it said in a communiqué.
'We call for international standards to ensure cross-border accountability, worker data sovereignty and fair taxation of platform giants. Technology must serve labour, not subjugate it.'

Workers in the digital economy are effectively outside the law, Cosatu head of policy Lebogang Meelis told the
Mail and Guardian.
'People working in the digital economy who are classified as independent contractors are not recognised as workers. As such, they are not covered by labour legislation and this leaves them vulnerable to severe exploitation,' she said.
These workers can't join trade unions, have no protection from unfair dismissals and are excluded from unemployment insurance and collective bargaining.
'They are not afforded a process to try and protect them from retrenchment and minimise the negative impact,' Meelis said.
Fedusa general secretary Riefdah Ajam described the 'independent contractor' label as 'a deliberate tactic used by capital and employers to strip them of basic rights'.
Contractors, she said, 'are required to work full days and answer to supervisors — whether human or algorithmic', yet are denied basics like UIF, paid leave and the right to unionise.
'The platforms that use this model get away with avoiding responsibility and, ultimately, being non-compliant with the labour laws and other rights as provisioned for in the Constitution and other statutes,' Ajam added, warning that if unions don't push back, a rights-based labour system could soon be a thing of the past.
Labour 20 called on governments to implement mandatory due diligence and public oversight of all digital labour platforms operating within their borders. The summit rejected 'digital colonialism', declaring that the infrastructure of the digital economy 'must be public, universal and democratic'.
'We further demand algorithmic transparency, where workers have access to the data that governs their performance and livelihoods. No worker should be at the mercy of a faceless system they cannot question,' it said in its communiqué.
Fedusa wants tough regulations that force platforms to disclose how they treat workers, what algorithms they use and where their profits go. The union also backs penalties for non-compliance and calls for stronger local ownership of the digital economy.
'We can't outsource our future to companies who see us as a market but never as equal partners. This is about sovereignty, dignity and economic justice,' Ajam said.
With more than 60% of workers globally 'trapped in informal and precarious employment', Labour 20 called for 'a comprehensive agenda for formalisation'. Recommendations included labour law reform, strengthened inspections, ratification of International Labour Organisation conventions and inclusive social protection.
'Trade unions must be at the centre of this shift. We affirm that informal workers are workers. Their rights are not negotiable,' said the communiqué. Governments and employers, it said, must end delays and move decisively toward institutionalising decent work.
Meelis said Cosatu had secured a win through negotiations at the National Economic Development and Labour Council with the government agreeing to allow atypical workers — including actors and digital platform workers — to join unions and engage in collective bargaining.
However, Meelis said the deployment of AI risks deepening inequality. 'In the short term, more women risk losing their jobs than men — particularly because the initial impact of AI will be the replacement of administrative jobs, which are predominantly held by women workers.'
'If we are to address inequality and not exacerbate it, digital transformation must not outpace social integration,' Meelis added.
'If someone works regularly for a platform, follows set conditions and depends on that income, they should be presumed an employee until proven otherwise. That's how fairness can be restored.'
South Africa's labour laws haven't caught up with the gig economy, Ajam said. 'We need them amended so that platform workers are clearly included.'
She also criticised new terms like 'dependent contractors' as potential loopholes for further abuse. 'Any new category must carry full protections.'
Ajam wants the International Labour Organisation to adopt a binding convention on platform work. 'It should cover fair pay, set working hours, access to benefits, transparency around algorithms and the right to organise.'
The communiqué also noted that 'workers are facing spiralling inequality, stubborn unemployment, rising authoritarianism, deepening climate devastation and collapsing public services'.
'In the Global South, these crises are compounded by debt, weak state capacity and the brutal legacies of colonial exploitation. Our call is simple and unwavering: the working class will not pay for the failure of a system rigged against them.'
Labour 20 said workers' futures should not be 'sacrificed at the altar of profit and geopolitical power', urging a 'reclaiming and rebuilding' of multilateralism and a reversal of the declining labour share of income.
'Workers are not commodities nor statistics. We are the architects of society, and any global recovery that excludes them is a blueprint for deeper inequality,' the communiqué said.

Satawu welcomes departure of ports authority CEO Pepi Silinga
The SA Transport and Allied Workers Union has welcomed the decision by the Transnet National Ports Authority to part ways with its CEO, Pepi Silinga. The TNPA said on Tuesday his exit was effective from July 16. This comes after both parties reached a settlement agreement with the parastatal and vacated his post. Silinga was placed on precautionary suspension in 2024 after allegations of the wrongful awarding of a R300m tender. He had taken a voluntary leave of absence just three months before, in January. Satawu spokesperson Amanda Tshemese welcomed the developments and said the union remained committed to transparency, accountability and implementation of strategic projects within the state-owned entity. 'Most importantly, our focus is on our members and workers at TNPA,' she said. 'The union is willing and prepared to work with anyone who shares the same values and principles with us, and that includes empowering our members and workers, improving working conditions and improving the TNPA.' African media must follow the money and treat AI as a story about power, not tech

A gap has emerged in global discussions about AI governance during South Africa's G20 presidency. This is the role of independent media as democracy's watchdog in an age of concentrated digital power. The Media20 (M20) initiative – an independent civil society initiative that mirrors official G20 engagement groups for business, think tanks and civil society, among others – has identified this gap through a recent set of policy briefs, in particular, one on AI, Africa and the G20. advertisement Don't want to see this? Just as AI systems increasingly shape economic, social and political outcomes across Africa, the media's capacity to scrutinise these developments is being undermined by the very forces they should be monitoring. The triple challenge facing African media Three interconnected challenges demand urgent G20 attention. First, AI development remains concentrated among a handful of global technology companies, creating concentrations of transnational power that national regulatory mechanisms struggle to govern effectively. When decisions made in Silicon Valley boardrooms can determine whether African farmers receive crop recommendations or students access educational content, the stakes for democratic oversight come into relief. Second, Africa occupies a structurally disadvantaged position in the global AI economy. While African workers earn just $1-$3 per hour, labelling images that enable billion-dollar AI applications like autonomous vehicles, they remain locked out of the more profitable layers of the AI technology stack. This digital extraction mirrors historical patterns of resource exploitation where raw materials flow outward while value-added benefits remain elsewhere. Third, and perhaps most critically, journalism covering AI governance suffers from significant knowledge gaps. Too many reporters treat AI developments as 'technology stories', focusing on capabilities and breakthrough narratives, rather than examining the deeper 'power and policy stories' that reveal governance implications and labour impacts. This framing obscures the real questions: Who controls these systems? How are decisions made? What is the impact on ordinary Africans? Democracy under pressure This oversight becomes particularly concerning given Africa's deteriorating information ecosystem. Since 2022, foreign-sponsored disinformation campaigns have targeted at least 39 African countries, exploiting structural vulnerabilities including limited media literacy and declining press freedom. Meanwhile, governments increasingly distort 'fake news' or 'misinformation' laws to suppress dissent, while internet shutdowns undermine freedom of expression and access to information. The surge in information manipulation coincides with AI systems increasingly shaping critical sectors such as agriculture, health, education and governance itself. When algorithmic decision-making affects everything from loan approvals to university admissions, independent oversight becomes more crucial than ever. Yet the technical complexity of AI systems often shields corporate practices from public scrutiny, while the global nature of AI companies complicates jurisdictional oversight. The M20's democratic vision The M20 initiative seeks to interact with official G20 engagement groups and advocate for media recognition as a core pillar of sustainable financial development, human rights and global cooperation. This approach recognises that effective AI governance cannot emerge from purely technocratic solutions; it requires robust democratic accountability mechanisms. advertisement Don't want to see this? Remove ads The initiative's recommendations for G20 consideration include establishing AI governance transparency standards that mandate algorithmic impact assessments for government AI deployments, supporting independent AI oversight mechanisms through funding streams for media organisations to develop AI governance expertise, and promoting African AI tools that serve local languages and contexts rather than marginalising them. Most importantly, the M20 calls for strengthening media freedom through concrete benchmarks for press freedom and information integrity, including sanctions for governments that weaponise disinformation legislation against journalists. Reframing the story For African media organisations, the challenge lies in developing the technical literacy needed to cover AI governance effectively, while maintaining editorial independence from potentially unsustainable and biased AI services. If done correctly, they can reframe AI coverage to focus on power dynamics rather than 'technological wizardry'. This means following the money and data in AI systems, particularly examining how African data contributes to AI development and whether economic benefits flow back to African communities. It means developing systematic approaches to covering government use of AI in service delivery and security agencies, with attention to transparency and citizen impact. advertisement Don't want to see this? Remove ads Most crucially, it means challenging corporate narratives about AI benefits with independent verification, particularly examining outsized claims about the ability of AI solutions to achieve development goals. A continental imperative The stakes extend beyond journalism itself. AI systems are reshaping Africa's relationship with the global economy, determining whether the continent remains locked into extractive relationships or develops genuine technological sovereignty. The African Union's Continental Artificial Intelligence Strategy, endorsed last year, recognises this imperative. But implementation requires the kind of sustained, critical oversight that only independent media can provide. As recent reports indicate a decline in press freedom across major democracies, with significant economic pressures on news organisations, the M20's mission becomes even more acute. Effective AI governance requires collaborative networks that share resources and expertise across borders, recognising that the forces shaping Africa's digital future operate on a global scale. For African media, this means that embracing their role as democracy's watchdog becomes more vital in an era of concentrated digital power. The question is whether Africa's journalists are ready to tell the real story of AI; not as a tale of technological progress, but as a fundamental question of power, democracy and self-determination.
