Telangana Real Estate Regulatory Authority orders developer to refund buyers for failing to deliver project on time

Hyderabad: The Telangana Real Estate Regulatory Authority (RERA) issued a directive to a real estate developer to refund money collected from property buyers along with interest for failing to deliver its project on time.
The decision followed complaints from two buyers regarding breach of agreement and non-compliance with agreed terms.
In one case, a buyer from Musunuru Siva Sankara Rao from Peerzadiguda approached RERA after Jayathri Infrastructure failed to deliver a commercial space in Western Galaxy project by Dec 2024. The MOU was signed in Feb 2021. The complainant paid Rs 16 lakh to the developer for a 300 sqft commercial space, according to the complaint.
The payment was made in two instalments. The MOU outlined that the property would be delivered by December 2024, and in case of delay, compensation would be provided, including rent payments.
The MOU stated that the developer would provide rent of Rs 50 per square foot up to December 2024, and Rs 100 per square foot from January 2025 onwards.
After reviewing the case, RERA directed the developer to refund the full amount with an interest of 10.8% per annum from date of the MOU until the date of realisation.

In another case involving the same project, RERA gave a similar order. RERA noted that over 20 similar complaints had been filed against Jayathri Infrastructure concerning the same project. It also ordered similar action in over 20 similar complaints against the developer concerning the same project. TNNIn another case, Kalvala Suman, from Ghatkesar, also filed a complaint against Jayathri Infrastructure regarding delivery delay in the same project.
Suman paid Rs 11 lakh in three instalments. The RERA gave an order similar to the first case. Based on this, the authority issued the same order as in the first case: the developer must refund the entire amount along with 10.8% interest per annum, and the refund must be made within 45 days from the date of the order.MSID:: 123001125 413 |

The Union Cabinet Thursday approved four railway expansion projects including a multitracking project near the strategic Siliguri corridor, another in one of India's highest steel production areas and one that will make up a part of the Delhi-Chennai high-density network These new projects, spanning a cumulative 574 km across 13 districts of six states, are estimated to cost Rs 11,168 crore. They involve the construction of the third and fourth lines between Aluabari Road and New Jalpaiguri (near the so-called chicken's neck), a fourth line between Itarsi and Nagpur which is part of the Delhi-Chennai network, and the third and fourth lines on the Dangoaposi-Jaroli iron and steel belt. The fourth project is the doubling of the railway line between Aurangabad (Chhatrapati Sambhajinagar) and Parbhani. The 297-km line between Itarsi (Madhya Pradesh) and Nagpur (Maharashtra) intersects with Mumbai-Howrah network at Nagpur. Officials said the fourth line will decongest the network and enable faster movement of trains. The construction of the line will be complex as it will have 37 stations, 36 major and 415 minor bridges, two overpasses, 74 underpasses, four tunnels and two rail overbridges. Its total estimated cost is Rs 5,451 crore. The 57-km Aluabari-New Jalpaiguri third and fourth line, which passes through Bihar's Kishanganj and three districts of West Bengal, is of strategic importance as it passes near the only route to enter the North-East from rest of India. It is near the international borders with Bhutan, Bangladesh and Nepal. The project will have 99 bridges, three overpasses and eight underpasses. Officials said the line expansion will help in the movement of 21.6 million additional tons of cargo. The 43-km Dangoaposi-Jaroli project connects Odisha's Kendujhar district with Jharkhand's West Singhbhum district, which is one of the highest steel production areas. A senior official of the Ministry of Railways said that the line expansion will connect iron ores to steel production units and will play a crucial role in meeting the annual steel production target of 300 million tons. The project will cost around Rs 1,752 crore. The 177-km Chhatrapati Sambhajinagar-Parbhani doubling project in Maharashtra will improve connectivity in the Marathwada region and provide an alternative route between Mumbai and Secunderabad. It will also connect the Jalna dry port and goods sheds at Dinagaon and Daulatabad, besides supporting the upcoming Aurangabad Industrial City. Railway officials said the line doubling will facilitate the movement of 14.3 million tons of additional cargo from the region. New Delhi: The expenses of the government's flagship project for national highways, Bharatmala Pariyojana (BMP) Phase-I, have already exceeded the estimated costs by 40% ( ₹2.18 lakh crore), union minister for transport and highways Nitin Gadkari said on Thursday. (Representative photo) The project — initially proposed to be completed by 2022 — has seen only 76% (26,425 km) of the roads being tendered to contractors and 60% (20,770 km) of the roads completed so far, Gadkari said while replying to a question raised by Congress lawmaker Ramasahayam Raghuram Reddy from Telangana's Khammam in the Lok Sabha. He added that issues related to land acquisition, delays in pre-construction activities, financial difficulties faced by contractors, force majeure events, and a scarcity of construction materials have led to delays and cost overruns in certain projects. The Bharatmala Pariyojana Phase I, now set to be completed by 2027, involving 24,800 km of new national highway infrastructure, was approved by the cabinet committee on economic affairs on October 24, 2017, along with 10,000 km of previously planned national highway projects that are still pending. Under the program, projects covering a total length of 26,425 km were awarded at a cost of about ₹8.53 lakh crore and 20,770 km has already been constructed,' Gadkari said. The project, spread across the country, includes economic corridors, feeder routes, border and international connectivity roads, coastal and port connectivity roads, and new greenfield expressways. Mumbai property registrations slip 0.1% in July; luxury sales buoy revenue

Mumbai's property sale registrations declined marginally by 10 basis points (0.1 per cent) year-on-year (YoY) in July 2025, reflecting a minor slowdown in mid-ticket housing demand, according to data released by Knight Frank India. A total of 12,366 properties, including new sales and resales, were registered in July 2025, compared to 12,373 properties in July 2024. On a month-on-month (MoM) basis, however, registrations rose by 7 per cent. State revenue grows on high-ticket transactions The Maharashtra state exchequer earned Rs 1,101 crore in stamp duty revenue from property registrations in July, marking a 3 per cent increase YoY and 6 per cent rise MoM. This uptick in revenue is attributed to a rise in high-value transactions. On a year-to-date (YTD) basis, over 88,426 properties were registered in Mumbai between January and July 2025, registering a 4 per cent YoY growth. Corresponding revenue grew by 13 per cent YoY to Rs 7,832 crore. Luxury housing demand supports resilience Shishir Baijal, chairman and managing director, Knight Frank India, said, 'Mumbai's residential market continues to show steady buyer confidence, with monthly registrations consistently crossing the 12,000 mark. While there has been some softening in demand for mid-ticket segments, demand for larger homes and properties priced above Rs 5 crore remains strong, supporting healthy revenue collections.' The share of properties priced above Rs 5 crore rose from 5 per cent in July 2024 to 6 per cent in July 2025. Conversely, the mid-market segment — priced between Rs 1 crore and Rs 5 crore — saw a dip in its share of total registrations. Smaller apartments continue to dominate sales Apartments up to 1,000 square feet remained the dominant choice, accounting for 82 per cent of all residential registrations in July 2025, broadly stable compared to 83 per cent in the same month last year. Western and central suburbs remained the most active real estate zones, accounting for 88 per cent of all registrations in July 2025, up from 86 per cent in July 2024. Of this, the western suburbs contributed 57 per cent and central suburbs 31 per cent. South Mumbai sees reduced market activity South Mumbai's share of total registrations declined to 6 per cent in July 2025 from 8 per cent a year earlier, signalling a relative slowdown in activity in the city's traditional high-end micro-markets. Amit Jain, chairman and managing director, Arkade Developers Limited, said recent rate cuts by the Reserve Bank of India have enhanced affordability and lifted homebuyer sentiment, particularly in the mid and premium housing categories. 'As we head into the festive quarter, we expect this momentum to persist, driven by innovative flexible home ownership payment plans and buyer-centric offerings from developers that align with evolving consumer expectations,' he added.
