Rabdan Academy Launches Educational Visit to South Korea to Strengthen International Academic and Cultural Exchange
Field visits to leading Korean institutions, including Seoul National University, Korea University, MOIS Disaster Management Bureau, and the National Cyber Security Centre.
Student interviews and academic documentation to capture key learning outcomes.
Abu Dhabi – UAE – July 2025: Rabdan Academy has announced the launch of an official educational visit to the Republic of Korea, taking place from 18 to 30 July 2025, with the participation of selected students and specialized faculty and administrative members from the Academy.
The visit forms part of Rabdan Academy's efforts to strengthen international academic cooperation and offer its students unique exposure to global strategic environments, while immersing them in diverse cultural and learning experiences.
The Academy's delegation will engage in a number of institutional visits and knowledge-exchange activities across South Korea, including Seoul National University, Korea University, the Ministry of Interior and Safety (MOIS) – Disaster and Safety Management Bureau, and the National Cyber Security Centre, in addition to visits to cultural sites such as Gyeongbokgung Palace, the War Memorial of KoA rea, and the National Museum of Korea.
This initiative reflects Rabdan Academy's commitment to preparing its students to become future leaders in safety, security, defence and emergency preparedness, while equipping them with a global outlook and practical skills through direct exposure to advanced institutions and practices.
The Academy emphasized that the visit also serves as a platform for enhancing institutional partnerships, documenting lessons learned, and building bridges between academic innovation and real-world applications.
Throughout the visit, interviews will be conducted with students at each stop to reflect on their experiences, capture insights, and produce a closing documentary video that celebrates the Academy's educational diplomacy in action.

Basant Ahmed Kim Yo Jong, vice department director of the Central Committee of the Workers' Party of Korea, Thursday issued the following press statement titled "Hope of Seoul Is Nothing but a Foolish Dream": The ROK has a dream of spring at an unseasonable time. Media of the ROK made a supposition on August 12 that the DPRK's thoughts may be conveyed to the U.S. side at the Russia-U.S. summit meeting to be held soon. This is a typical proof that the ROK is having a false dream, KCNA reported. If a dream is dreamed very often, it will be an empty one, and so many suppositions will lead to so many contradictions that will not be solved. Why should we send a message to the U.S. side. I would like to remind again the world that is listening to the news of the ROK media spreading false suppositions. We have nothing to do with the U.S. I have already said clearly that the special personal relations between the top leaders of the DPRK and the U.S. will not be reflected in the policy and that if the U.S. persists with the outdated way of thinking, the meeting between the top leaders will remain only the "hope" of the U.S. side. We are not at all interested in talks that are obsessed with the irreversible past, and there is no more need to explain the reason. I take this opportunity to comment on the fact that the ROK is misleading the public opinion by saying that we have removed the loudspeakers installed on the southern border area. Recently, the ROK has tried to mislead public opinion by saying that its "goodwill measures" and "appeasement policy" are meeting a response, as well as to create public opinion that the DPRK-ROK relations are being "restored". The ROK president said that after they first removed the loudspeakers facing towards the DPRK, we, too, seemed to be removing some loudspeakers, hoping that such each other's measures as removing "unnecessary and costly loudspeakers" would help improve the "inter-Korean relations". Shortly ago, the Joint Chiefs of Staff of the ROK, too, announced that loudspeaker removal by the DPRK was seen. The irony is that after hearing the military announcement, the authorities and experts of the ROK are describing it as a "response measure" and "change sensing" and a "positive response". Stating the fact first, it is unfounded unilateral supposition and a red herring. We have never removed loudspeakers installed on the border area and are not willing to remove them. I think that by getting rid of the measures taken unilaterally during the Yoon Suk Yeol regime, the present government of the ROK seems to be trying to meet someone's response and be praised for the "such a good deed". As to the joint military drills, it is pretending hard to make proactive efforts for detente, talking about adjustment and postponement. But it does not deserve praise and will prove futile. The rulers of Seoul have some object in building up the public opinion while embellishing their new policy towards the DPRK. It is their foolish calculation that if they manage to make us respond to their actions, it would be good, and if not, their actions will at least reflect their "efforts for detente" and they will be able to shift the responsibility for the escalation of tensions onto the DPRK and win the support of the world. However, such a trick is nothing but a "pipedream" and it does not arouse our interest at all. Whether the ROK withdraws its loudspeakers or not, stops broadcasting or not, postpones its military exercises or not and downscales them or not, we do not care about them and are not interested in them. The shabby deceptive farce is no longer attractive. I am confident that Seoul's policy towards the DPRK remains unchanged and can never change. Although a filthy thing is wrapped with a wedding veil, it will emit a stench. And no matter how hard they pretend to be righteous and they beautify and justify their actions, they can never cover up the hostile intention. The U.S.-ROK joint military drills to be started on August 18 will undoubtedly bring the light to the hostile nature of the ROK again. We have clarified on several occasions that we have no will to improve relations with the ROK, the U.S. faithful servant and ally, and this conclusive stand and viewpoint will be fixed in our constitution in the future. It is a very just measure. The ROK stipulated its wild ambition for unification by absorption in its constitution, organized the "U.S.-ROK nuclear consultative group" focusing on preemptive nuclear strike at the DPRK, and regularly holds a confab. And it is engrossed in different war drills of aggressive nature, while repeating such a silly talk as "denuclearization" and totally denying our constitution. This is the stark reality of the DPRK-ROK relations which the world sees today. Our stand on a dangerous and base state which is imposing a constant security threat on the DPRK should be clearer, and the ROK should be permanently described as the most hostile forces in its true colors, which should be stipulated in our national law. Kim Jong Un's powerful sister turns up the volume on loudspeaker standoff with South Korea
The powerful sister of North Korean leader Kim Jong Un on Thursday dismissed South Korean claims the North is removing some of its loudspeakers along the inter-Korean border, mocking the government in Seoul for clinging to hopes of renewed diplomacy between the war-divided rivals. South Korea's military said over the weekend that it had detected the North removing some of its loudspeakers, days after the South dismantled its own front-line speakers used for anti-North propaganda broadcasts in a bid to ease tensions. Kim Yo Jong reiterated previous North Korean statements that it has no immediate interest in reviving long-stalled negotiations with Washington and Seoul, citing an upcoming joint military exercise between the allies as proof of their continued hostility toward Pyongyang. South Korea's Joint Chiefs of Staff did not disclose where it spotted the North removing some of its speakers. The North Korean speakers that have been visible from civilian-accessible border areas in the South were still seen by AP photojournalists after the military's announcement. During a Cabinet meeting Tuesday, South Korea's new liberal President Lee Jae Myung described the North's alleged steps as a 'reciprocal measure' and expressed hope the Koreas could 'gradually reopen dialogue and communication.' Kim accused Lee's government of misleading the public, saying that North Koreans 'have never removed loudspeakers installed on the border area and are not willing to remove them.' The South's government and military did not immediately respond to Kim's comments, published by state media. No interest in talks with the US She also dismissed South Korean media speculation that the North may use this week's planned meeting between Russian President Vladimir Putin and U.S. President Donald Trump to convey a message to Washington via Moscow. 'Why should we send a message to the U.S. side,' she said, adding that the North has no interest in talks with the Americans. Since Russia's invasion of Ukraine in 2022, North Korea has made Russia the priority of its foreign policy and has sent thousands of troops and large supplies of military equipment, including artillery and missiles, to help fuel Russia's war. North Korean and Russian state media said Wednesday that Kim Jong Un and Putin held a phone call to discuss their deepening ties and war efforts against Ukraine. Russia's TASS news agency said Putin also shared with Kim information about his upcoming talks with Trump in Alaska on Friday, but the North Korean reports did not mention the Trump meeting. Kim Yo Jong had also released statements in July dismissing Washington and Seoul's stated desires to restart diplomacy aimed at defusing the North's nuclear program, which derailed in 2019 following a collapsed summit with Trump during his first term. In recent months, South Korean border residents have complained that North Korean speakers blasted irritating sounds, including howling animals and pounding gongs, in a tit-for-tat response to South Korean propaganda broadcasts. The South Korean military said the North stopped its broadcasts in June, after Lee ordered to halt South's broadcasts in his government's first concrete step toward easing tensions between the war-divided rivals. The South's military began removing its speakers from border areas last week but did not say if they would be redeployed if tensions flared again. The issue of loudspeakers North Korea, extremely sensitive to any outside criticism of its authoritarian leadership and its third-generation ruler, had seen South Korea's anti-Pyongyang propaganda broadcasts as a major provocation. The South's previous conservative government resumed daily loudspeaker broadcasts in June last year, following a yearslong pause, in retaliation for North Korea flying trash-laden balloons toward the South. The speakers blasted propaganda messages and K-pop songs, a playlist designed to strike a nerve in Pyongyang, where Kim Jong Un has been pushing to eliminate the influence of South Korean pop culture and language among the population, in part of attempts to strengthen his family's dynastic rule. The psychological warfare campaigns further heightened tensions already inflamed by North Korea's advancing nuclear program and South Korean efforts to expand joint military exercises with the United States and their trilateral security cooperation with Japan. Lee, who took office in June after winning an early election to replace ousted conservative Yoon Suk Yeol, wants to improve relations with Pyongyang, which reacted furiously to Yoon's hard-line policies. Experts, however, say the North clearly feels no urgency to resume diplomacy with South Korea and the U.S. anytime soon and remains focused on its alignment with Russia. Tensions on the peninsula could rise later this month with the large-scale annual combined U.S.-South Korean military exercises that start Aug. 18. North Korea portrays the joint drills as invasion rehearsals and often uses them as a pretext for military demonstrations and weapons tests to advance its nuclear program.

N. Korean Leader Holds Phone Conversation with Russian President
Nada Mustafa North Korean Leader, Kim Jong Un, held a phone conversation with Russian President Vladimir Putin, on August 12. They exchanged greetings with each other and had a conversation in a warm comradely atmosphere. Kim Jong Un expressed heartfelt thanks to his most esteemed Vladimir Putin for warmly congratulating all the people of the DPRK on the occasion of the 80th anniversary of Korea's liberation. He said that all the Korean people greeting the 80th anniversary of their country's liberation will recollect with reverence the heroic feats performed by the officers and men of the Red Army 80 years ago as a genuine example of true internationalism and pay a high tribute to the fallen fighters of the Soviet army who sacrificed themselves for Korea's liberation. The heads of state of the two countries highly appreciated the further development of relations of cooperation in all fields in accordance with the treaty on comprehensive strategic partnership concluded between the Democratic People's Republic of Korea and the Russian Federation, confirming their will to strengthen cooperation in the future. The Russian president spoke highly once again of the support provided by the DPRK and the bravery, heroism and self-sacrificing spirit displayed by the service personnel of the Korean People's Army in liberating Kursk, part of the Russian territory. Expressing his heartfelt thanks to Putin for his high appreciation of the DPRK and its soldiers, Kim Jong Un expressed firm conviction that the DPRK will always remain faithful to the spirit of the DPRK-Russia treaty and fully support in the future, too, all the measures to be taken by the Russian leadership. The heads of state of the two countries exchanged their views on the issues of mutual concern.
