MGNREGA lapse: 22 Khargone employees face salary deduction

Khargone: Khargone collector has ordered deduction of the salary of 22 employees due to negligence in MNREGA scheme.
According to official information, collector Bhavya Mittal instructed to deduct the salary of 17 village employment assistants and five panchayat secretaries for seven days, due to negligence in providing employment to MGNREGA card holders.
Akash Singh, chief executive officer of the district panchayat, said that these village employment assistants and panchayat secretaries did not provide employment to even a single job card holder in their panchayat in April 2025. Their labour budget for April was zero, due to which this action was taken against them, he added.

1 2 Chandigarh: Punjab labour minister Tarunpreet Singh Sond on Wednesday said several schemes had been simplified to ensure easier access to workers. He said under the Shagun Scheme of the Punjab Building Workers' Welfare Board, the earlier requirement of a marriage certificate issued by a tehsildar was removed. Now, a certificate from the religious institution where the marriage was solemnised, along with a self-declaration from both families, will suffice. Sond said under the scheme, an amount of Rs 51,000 is provided. Maternity benefits of Rs 21,000 for female construction workers and Rs 5,000 for male workers will now be given upon submission of the child's birth certificate only, with the earlier requirement of the child's Aadhaar card removed. Likewise, the board also scrapped the requirement for a registered marriage certificate to access the scheme. Workers may now avail themselves of the benefit by submitting photographs of the religious place and the religious figure who solemnised the marriage. The Parliamentary Standing Committee on Rural Development and Panchayati Raj has criticised the government's response to its recommendations on flagship schemes, particularly the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), calling the replies 'stereotypical, routine and generic.' It expressed disapproval over the sidelining of its recommendation on wage and material pendency under MGNREGS. The House panel reiterated concerns over the build-up of unspent funds. It reiterated concerns over the build-up of unspent funds under schemes, stagnation of allocation and workdays under MGNREGS, inadequate wage rates, and the mandatory Aadhaar-based payment system. The panel restated its earlier advice to the government to re look into these matters. The panel criticised the action-taken reply as lacking substance. 'The committee finds the reply stereotypical in nature, delineating only the provisions of the scheme without addressing the core issue with the seriousness it warrants.' The panel said 27.26% of MGNREGS's budget will go toward clearing previous years' dues, effectively reducing the operational budget from ₹86,000 crore to ₹62,553.73 crore. Data showed that ₹12,219.18 crore was pending in wages, while ₹11,227.09 crore was unpaid against the material component. 'The Committee strongly reiterates the recommendation for the eradication of pending liabilities under MGNREGA through robust measures of financial prudence at the earliest.' The panel urged addressing the challenges faced by beneficiaries, especially insufficient assistance and project completion delays. It said allocations under the National Social Assistance Programme remained unchanged for the three financial years, suggesting an 'upward revision of fund allocation' before the Cabinet.

"Keeping this in view, the Committee are unable to comprehend the rationale for not increasing the allocation of funds under MGNREGA since 2023-24," it said. Live Events The panel said with the MGNREGS being a demand-driven scheme, it had recommended to the Department of Rural Development (DoRD) that the requirement for fund allocation should be looked afresh and the funds can be raised at the Revised Estimates stage accordingly. In its action-taken reply, the DoRD said the release of funds to states is a continuous and demand-driven process. The DoRD said the Centre is committed to ensuring the timely availability of funds based on the actual requirement for work on the ground, and as and when additional financial requirements arise, the ministry continues to engage with the Ministry of Finance for the provision of requisite funds. The committee, however, said it finds the reply "stereotypical in nature, delineating only the provisions of the scheme without addressing the core issue with the seriousness it warrants". "The Committee, therefore, feel that there is an immediate need for a much more concerted and synchronised action between the nodal ministry and Ministry of Finance to ensure uninterrupted implementation of the scheme," it said. "In view of this, the Committee reiterate their recommendation for increased allocation of funds to MGNREGA to achieve its targets," it added. According to budget documents, an amount of Rs 89,153.71 crore was spent on the MGNREGS in 2023-24. In 2024-25, an amount of Rs 86,000 crore was allocated to the flagship scheme in the budget and the revised estimate later that year was also Rs 86,000 crore. In 2025-26, the allocation for the scheme was again Rs 86,000 crore.
