Kalingarayan Anicut in Erode to restored at ₹1.34 crore

The Hindu04-06-2025
The 742-year-old Kalingarayan Anicut, one of the oldest river-linking projects still in use, is all set to be revamped, as the State government will soon carry out restoration works estimated at ₹1.34 crore.
The anicut was constructed across River Bhavani, just above its confluence with River Cauvery, at Mettunasuvampalayam in Bhavani. The Kalingarayan Canal, which originates from the right side of the anicut, runs for 91.10 km, irrigating 15,743 acres in the district before joining River Noyyal at Kodumudi.
The construction of the anicut and canal was carried out between 1271 and 1283 by the Kongu chieftain Kalingarayan Gounder. It is the second and last anicut across the river below Bhavanisagar Dam. In recognition of its historical significance, the anicut system was declared a 'World Heritage Irrigation Structure' by the International Commission on Irrigation and Drainage (ICID) in 2021. A memorial, including a statue of the chieftain, stands near the anicut and is visited by many.
Though restoration works have been undertaken over the years, the lack of basic amenities for visitors, students, and farmers has long been a concern. In 2024–25, the Water Resources Department (WRD) decided to address these issues by providing facilities such as toilets, parking, and water supply. It also proposed the establishment of a museum to exhibit old photographs, 3D models, and materials highlighting the history of the heritage structure. Additionally, all components of the anicut are to be renovated, as per Government Order No. 50 issued by the WRD on November 12, 2024.
As part of the project, the anicut structures will be revamped, a museum will be set up to educate the public about its history, a tourist park will be developed, and a three-dimensional schematic model will be installed. The project also includes the renovation of canal shutters and the provision for drinking water, toilet facilities, and vehicle parking space. The estimated cost of the work is ₹1.34 crore, and the WRD, Bhavani Basin Circle, has recently floated a tender for its execution. The last date for submission of e-tender is June 10, and the tenders will be opened on the same day. The selected contractor will be given a 12-month period to complete the project.

WRD awaits Central Water Commission nod for rehabilitation of PAP channels

The Water Resources Department, Government of Tamil Nadu, is awaiting approval from the Central Water Commission, New Delhi, for rehabilitation of Parambikulam Aliyar Project (PAP) channels in the Parambikulam-Aliyar sub-basin in Coimbatore and Tiruppur districts, to mitigate excess water loss, an official document states. A detailed project report envisaging ₹7.08 crore expenditure for rehabilitation of canal systems and to provide automated community irrigation in the two districts has been sent to the Central Water Commission, according to the WRD policy note for 2025-26. Encompassing seven reservoirs, four hydro power generation stations, six tunnels, a contour canal, and Aliyar Feeder Canal, for diverting west-flowing rivers into east side to irrigate the rain shadow lands in the two districts through main canals, branch canals and distributaries, the PAP has made possible irrigation in 17,960 hectares in the two zones (with one zone irrigated in a year) of Aliyar Sub-Basin and 1,52,631 hectares in Palar Sub-Basin that is divided into four zones (with two zones irrigated once a year) through 250 km length of main canals, 244 km length of branch canals, 640 km length of distributaries and 1,240 km length of distribution canals. The WRD has mentioned in the policy note that PAP is a water-deficit basin, and that due to the prolonged usage the canals that were built with cement plastering and pre-cast slabs had been damaged resulting in loss of huge quantity of water. 'It becomes a herculean task to supply water to the tail-end areas during ordinary as well as drought seasons,' it states. The rehabilitation work, the WRD hopes, would mitigate excess water loss. 'Water management in the irrigation basins can be improved through modernisation such as automated sluices, piped irrigation and micro-irrigation, control of wastage and water theft in canals, accurate maintenance of water supply calculations, distribution of water during crop season and judicious use of every drop of water,' the policy note states. There is also a provision for introduction of 'Solid Waste Dump Identification Module' system, shortly. Using high-resolution satellite imagery, dumps in water bodies are identified through continuous monitoring. The status of the solid waste is reported to the officials. It triggers workflow to removal of solid waste once they are identified. Farmers' organisations are, however, understood to have expressed their disappointment to the WRD over the 'meagre' apportioning for Coimbatore region out of the ₹120 crore allocation made in the 2025-26 Budget for special desilting works of irrigation canals on a priority basis. The purpose is to ensure reach of water till the tail-end areas without any hindrance, and for quick drainage during floods. Out of ₹120 crore allotted for this purpose, only ₹1.5 crore will be utilised for 29 special desiltation works in a cumulative length of 264.12 km. The programme envisages desilting of water bodies to the designed bed level, removal of shoals and thorny bushes in canals / channels, branch canals / drains / supply channels etc., till the tail end areas, on war-footing with the involvement of 'Uzhavar Kuzhu' (Farmers' Association).

Banks, energy stocks drag Australia shares lower

Aug 8 (Reuters) - Australian shares inched lower on Friday, after two record-setting sessions, as banks and energy stocks declined, while investors braced for peak corporate earnings and the local central bank's rate decision next week. The S&P/ASX 200 index eased 0.1% to 8,827.10 points by 0048 GMT. It had slipped below the psychologically key 8,800-level to 8,794.50 points earlier in the day. Shares rallied in the past two sessions as investors priced in a high likelihood of a rate cut from the Reserve Bank of Australia (RBA) next week and the Federal Reserve in September. Market participants are now awaiting results from some of the largest Australian companies next week, including the Commonwealth Bank of Australia (CBA), Westpac and ANZ Group. On the local bourse, financials fell 0.4%, with three of the "Big Four" banks losing between 0.2% and 0.5%. QBE Insurance lost 4.1% despite beating market estimates for half-year interim earnings. Prawah has not noted any Karnataka illegality: MLAs

Porvorim: Legislators said in the assembly on Thursday that the Mhadei Progressive River Authority for Welfare and Harmony (Prawah) has belied govt's claim of helping Goa's case against Karnataka. The authority, the legislators said, has not recorded a single illegality by Karnataka and has not facilitated inspections of the illegal works. The leader of the opposition, Yuri Alemao, said that Karnataka has prepared all the necessary hidden infrastructure to divert the water, while Goa is only busy filing contempt petitions in courts. 'What are our measures to harness the water to our side other than the legal relief? No mechanism has worked, meetings of the House committee on the Mhadei have not been convened, govt communication is not being entertained by Prawah,' said Alemao. He said, 'The authority is just an eyewash. What is moving ahead is the agenda of Karnataka govt.' Karnataka has done all the work on the ground, even marked the trees to be cut and the water to be siphoned off, said Alemao. He said as soon as Karnataka receives the environment ministry's permission, it will be ready to effect the diversion. Fatorda MLA Vijai Sardesai said that the WRD has replaced an experienced engineer, Dilip Naik, who had over 30 years of experience and deep knowledge on the Mhadei issue, with two inexperienced engineers to head the river water dispute cell. 'Karnataka may know of this technical and administrative vacuum in Goa and take advantage of it. This cell should be headed by the right person,' said Sardesai. He said that in the meantime, Goa's groundwater is being sucked dry through illegal borewells. 'Since 2022, 163 illegal borewells have been detected. Only 40 have been sealed across the state so far,' he said. Sardesai said that from Fatorda to Betul, the Sal river is choked with water hyacinth. 'Crores have been spent on lawyers' fees in the Mhadei matter. You need to move a motion on that application for final hearing,' said Aldona MLA Carlos Ferreira. 'The main matter will be lost when you keep filing for contempt etc. in the court.' St Andre MLA Viresh Borkar said that multiple projects are coming up on the Kadamba plateau, which is a reservoir of groundwater. Benaulim MLA Venzy Viegas said that Goa needs a state water security plan and a village security plan to better manage its water needs. The flooding experienced in Bicholim needs to be urgently addressed, said Bicholim MLA Chandrakant Shetye. 'From Nanoda at Bhatwadi, the water level is seen rising every year during the monsoon. The PWD will have to work with the WRD,' said Shetye. 'The level of the road has to be raised. Water enters houses, and last year the situation was very bad. From Kuchirem to Bicholim, the river needs to be desilted.' He also said that the WRD needs to protect its command area of dams. 'A definite plan is needed for the command area. In Krishnanagar in Bicholim, someone made plots in the command area and sold the plots, and people built their houses and later learned that it was in the command area,' said Shetye. He said, 'These houses need to be regularised based on a cut-off date and we need to keep a watch on anyone else doing this.'
