Punjab CS activates ‘war book' protocols
LAHORE: In response to what officials described as a 'cowardly night time attack' by India, Punjab Chief Secretary Zahid Akhtar Zaman has ordered all provincial departments to remain in a state of full readiness under the protocols of the 'War Book.'
The directive was issued during a high-level video conference with administrative secretaries from all provincial departments, including the Chairman of the Planning and Development Board. Zaman emphasized the importance of formally documenting all preparedness actions to develop comprehensive operational guidelines. He also directed the departments of home and implementation and coordination to keep their control rooms active 24/7 and maintain close coordination for support and response efforts.
Recognizing the essential roles of the health department and Rescue 1122 in emergency response, the Chief Secretary instructed the information department to establish a dedicated control room for real-time public communication.
Earlier, Chief Secretary Zaman and Inspector General of Police (IGP) Dr. Usman Anwar visited the home department's central control room to assess the overall situation in the province. All divisional commissioners, deputy commissioners, regional police officers (RPOs), and district police officers (DPOs) have been placed on high alert. The Chief Secretary called for continuous coordination between local and central control rooms.
IGP Dr Usman Anwar briefed officials on ongoing security measures, stating that Punjab Police personnel have been deployed at key locations, including border outposts, and are maintaining heightened vigilance. He confirmed that the police are working closely with local administrations, Civil Defence, Rescue 1122, and other security agencies with real-time monitoring underway at Punjab Police control centers.
Special Secretary Home Fazal-ur-Rehman provided an update on the implementation of 'War Book' protocols, noting that security arrangements have been strengthened to protect vital infrastructure and ensure public safety. Hospitals across the province have been placed on high alert, with law enforcement and medical teams mobilized for rapid response. The meeting was also attended by Additional Chief Secretary Ahmed Raza Sarwar, the Secretary for Communications and Works, and senior home department officials.

Four TTP men neutralised in DG Khan
Punjab Police on Sunday carried out a major operation against operatives of outlawed TTP in DG Khan and killed four alleged terrorists. According to a statement, police received intelligence about the movement of terrorists at Daulat Wala Mor, located in Kot Mubarak, a border area between Punjab and Khyber-Pakhtunkhwa. The terrorists were reportedly setting up illegal checkpoints in the area. Later, Punjab Police and its Elite Force teams swiftly moved in, while commandant of Border Military Police, Asad Khan Chandia, sealed entry routes into the tribal area. The police later surrounded the terrorists and launched an operation, during which intense exchange of fire took place. The TTP operatives, heavily armed, attacked police teams, but Punjab Police responded "with timely and effective action, foiling their nefarious plans". In the operation, four TTP men were killed, while several others were injured. According to the Punjab Police spokesperson, the remaining terrorists used the cover of darkness, bushes and dunes to flee the scene. Police recovered weapons and explosives from the possession of the deceased terrorists. A search and sweep operation is ongoing in the area following the encounter. President Asif Zardari and Prime Minister Shehbaz Sharif paid tribute to law enforcement agencies for "eliminating four Khawarij during an operation in DG Khan".

Experts urge fiscal reforms before budget

PHOTO: AFP Experts at a pre-budget dialogue on Wednesday called for inclusive fiscal reforms in the upcoming budget to empower children and women that get least attention in the fiscal discourse of the country as a residual component. The dialogue on 'Strengthening Fiscal Policies for Inclusive and Sustainable Development: Advancing Child and Gender-Responsive Public Investments' was jointly organised by the Ministry of Planning, Development and Special Initiatives, UNICEF Pakistan and Sustainable Development Policy Institute (SDPI). The dialogue, which mainly focused on aligning Pakistan's fiscal strategy with inclusive growth goals, brought together key government officials, economists, development partners and civil society representatives to deliberate on reorienting fiscal frameworks toward equity, sustainability, and inclusive growth. The speakers said that with a budget deficit of over 6.8 per cent of the GDP and debt levels exceeding 70 per cent, there is an urgent need to safeguard and expand investments in health, education, nutrition and social protection. Despite tax revenues below 10 per cent of the GDP, they said, development for children and marginalized groups cannot be delayed. Insights from UNICEF's Public Expenditure Reviews (PERs) revealed a persistent gap between policy commitments and actual social sector allocations, notably in provinces like Sindh where education spending has dropped to 1.8 per cent of GDP. Anchored in the government's Uraan Pakistan programme - specifically the equity and empowerment pillar — the speakers called for targeted fiscal shifts toward inclusive and people-centred development. Key priorities include digital literacy, green skills, education access, and civic engagement, especially for women, youths, and underserved communities.

Punjab Police kill four terrorists in Dera Ghazi Khan
Punjab Police on Sunday killed four terrorists during an intelligence-based operation in the Kot Mubarak area of Dera Ghazi Khan district. According to a spokesperson for Punjab Police, law enforcement officials launched the operation following credible intelligence regarding the movement of terrorists affiliated with the outlawed Tehrik-e-Taliban Pakistan (TTP) near the Punjab-Khyber Pakhtunkhwa border. As police teams encircled the area and commenced the operation, the terrorists opened heavy fire. A fierce exchange ensued, during which four terrorists were killed, the police spokesperson said. 'Some of the militants managed to escape into nearby bushes and dunes,' he said, adding that a search and sweep operation was underway to locate and apprehend the remaining suspects. 'We will not rest until the complete eradication of this menace from the country.' The prime minister also praised the professionalism and bravery of the officers and personnel involved in the operation, noting the enduring sacrifices of police and law enforcement agencies in the ongoing war against terrorism.
