K Ramakrishna Rao, the IAS officer behind every Telangana budget, is its new chief secretary
In fact, CM Revanth chose Rao as the next CS over 1990-batch IAS officer Dr Shashank Goel, who is a batch senior to Rao.
Rao will be superannuating in August-end, but his colleagues say he might get an extension of up to 6 months. The officer shares a good rapport with senior figures in the state government including Chief Minister Revanth Reddy and his Deputy Bhatti Vikramarka.
Hyderabad: K. Ramakrishna Rao, a 1991-batch IAS officer, has been named as the next chief secretary of Telangana, and will take over Wednesday from Santhi Kumari who is retiring from service.
In a large-scale senior bureaucratic reshuffle, the state government Sunday transferred Goel, the Director General of the Marri Chenna Reddy Human Resource Development Institute of Telangana (MCR HRD), and posted him as the Vice-Chairman of the Centre for Good Governance.
'Though senior, Goel was never in the reckoning for the top post, given his low-profile,' a senior IAS officer told ThePrint.
Rao has been heading the finance department since the state was carved out of Andhra Pradesh in 2014. He was instrumental in drafting all the budgets, including the interim ones, in these years, presented by the previous Bharat Rashtra Samithi (BRS) and the incumbent Congress governments.
The officer is presently posted as the Special Chief Secretary in the Finance Department and is involved in the management of the state's finances, while mobilising resources for the Congress regime's flagship schemes.
The order for his elevation was issued Sunday by the General Administration Department.
Given his long stint and vast expertise in the finance department, a separate GAD order said, 'on assumption of charge as Chief Secretary, Rao is placed in full additional charge of the post of Special Chief Secretary, Finance Department, until further orders.'
Speaking to ThePrint, Rao said, 'My priority, as has been the job the last one decade, will be keeping the finances right. However, as the CS, now my special focus will be on maximising the output from our vast human resources in the government sector. I want to create an efficient coordination, seamless network between the many departments, agencies.'
Under his leadership, the Integrated Financial Management & Information System (IFMIS), was introduced and successfully implemented to enhance control and transparency in Telangana's fiscal administration.
Rao has been in Full Additional Charge (FAC) of the planning department and looking after the State Reorganisation Department related to bifurcation issues. He had also handled employee distribution during the 2014 separation process.
He has never been on central deputation.

‘Whole world now knows the truth': Shashi Tharoor-led delegation wraps up US visit; urges global terror fight
NEW DELHI: The multi-party parliamentary delegation led by Congress MP Shashi Tharoor on late Sunday concluded its high-level visit to the United States, wrapping up the final leg of a diplomatic mission aimed at building international consensus on India's counter-terrorism stance following the April 22 terror attack in Pahalgam, which left 26 people dead. Taking to X as he wrapped up the US visit, Tharoor wrote: 'If you are born a hundred times, you will do it a hundred times. I will love my country with all my heart… A Watan. The whole world now knows the truth. We are lovers of non-violence, but only until someone tests that... Jai Hind!' — ShashiTharoor (@ShashiTharoor) On the final day of the tour, the delegation paid tribute to Mahatma Gandhi's statue in Washington. Tharoor later posted on X: 'It is striking how many world capitals are adorned with statues or busts of the Mahatma, the 20th century's greatest apostle of peace, nonviolence, and human freedom.' The group, which arrived in Washington on June 3 after stops in Guyana, Panama, Colombia, and Brazil, met with several key American leaders including US Vice President JD Vance, Deputy Secretary of State Christopher Landau, senior members of Congress, policy experts, and members of the Indian-American community. Describing the meeting with Vance as 'an excellent meeting,' Tharoor said the Vice President was 'warm and welcoming and receptive,' and 'expressed complete understanding, first of all, outrage of what happened in Pahalgam and support and respect for India's restrained response in Operation Sindoor.' by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Capital Gains Exemptions for Seniors SmartAsset Learn More Undo A US State Department spokesperson said Landau 'reaffirmed the United States' strong support of India in the fight against terrorism and the strategic partnership between the two countries.' Addressing the Centre on Foreign Relations, Tharoor had said India's actions were targeted at terror infrastructure, not civilians. 'We're not interested in attacking Pakistani civilians, ordinary people. This is about India versus terrorism… If you're not prepared to shut down the safe havens or arrest terrorist leaders, then I'm afraid this is the only way we can deal with it,' he said. Referring to Pakistan's military, he added, 'In India, the state has an army. In Pakistan, the army has a state,' accusing Islamabad of manipulating public opinion through conflict. Tharoor dismissed claims of Pakistani success during the brief hostilities that followed, saying, 'Two videos came out on social media, both turned out to be from other conflicts in other years, nothing to do with this one.'

Siddaramaiah distances government from Bengaluru stampede, blames top cop
Chief Minister Siddaramaiah MYSURU/BENGALURU: Chief minister Siddaramaiah on Sunday sought to distance his govt from the 11 deaths in a stampede outside M Chinnaswamy Stadium during RCB's IPL win celebrations on June 4, saying he had okayed only the state-organised event at Vidhana Soudha where nothing untoward happened. Blaming suspended police commissioner B Dayananda, he said he was informed about the stampede at 5.45pm, almost two hours after it occurred. The CM's statements came as opposition BJP demanded a three-day special legislative session to discuss the stampede. The party also plans to meet governor Thaawarchand Gehlot and President Droupadi Murmu to seek dismissal of the Congress-led govt. Talking to reporters in Mysuru, Siddaramaiah pushed back, saying, "Govt has done nothing wrong. Where did it happen? At the stadium. Did anything untoward happen at Vidhana Soudha? All those responsible have been suspended or taken into custody." Four people, including an RCB top executive, have been arrested so far. The CM denied any embarrassment to his govt, though he admitted being pained. "Such a tragedy has never occurred on my watch," he said, blaming RCB, Karnataka State Cricket Association (KSCA), and Bengaluru police for mismanaging crowd control and communication. Crowds had begun to gather at Vidhana Soudha and the stadium through the afternoon and a stampede broke out . The CM said the deaths were reported at the hospital at 3.50pm. "I'm the head of govt. Bengaluru police commissioner B Dayananda should have informed me during the Vidhana Soudha celebrations. He didn't." The team was felicitated at Vidhana Soudha, the state legislature, after which it moved to the stadium. The CM said Dayananda, political secretary Govindraju, and ADGP (intelligence) Hemant Nimbalkar have been removed from their posts. He defended senior bureaucrats, saying chief secretary Shalini Rajneesh approved the event after police assured adequate security. The CM insisted KSCA led the Vidhana Soudha event and formally invited him. "They told me even governor Gehlot was attending. I wasn't invited to the stadium," he said. BJP accused govt of ignoring security warnings and breaching norms. R Ashoka and Chaluvadi Narayanswamy - BJP's leader of opposition in the assembly and legislative council, respectively - said the party would formally write to Siddaramaiah, assembly speaker UT Khader, and council chairman Basavaraj Horatti to demand the session. Ashoka cited letters from Vidhana Soudha DCP MN Karibasavana Gowda and PWD officials warning against hosting a large crowd at the assembly complex. "The DCP asked for CCTV cameras and an anti-drone system. None were installed," the BJP functionary said. He said the PWD limited the stage to 60x20ft with 25 seats, but over 200 people were present, including the CM's grandson. Ashoka said 95 BJP MLAs, including Horatti, would donate a month's salary each to compensate the 11 victims' families.
