Late-week Northeast storm to pack rain, mountain snow and coastal flooding

After delivering brief showers and gusty thunderstorms to hard-hit flood areas in the Midwest, a storm will swing toward the Atlantic coast late this week and cause travel problems related to cold rain, high-elevation snow and raw winds near the coast that will raise tide levels, AccuWeather meteorologists advise.
Following a weaker system that is forecast to bring showers of rain and wet snow to the region on Thursday, the late-week storm will have significant impacts more typical for late February or early March rather than the middle of April.
Showers of rain and wet snow will precede the main storm on Thursday.
Soaking rain, travel delays from the storm
Rain from the main storm will spread over the mid-Atlantic region, from the Carolinas to West Virginia, Virginia and Maryland on Friday, then slowly pivot over the rest of the mid-Atlantic and much of New England during Friday night and Saturday.
"It looks like a general 1-2 inches of rain will fall on much of the Northeast with local amounts to near 3 inches," AccuWeather Senior Meteorologist Dave Dombek said. "The heaviest amounts will extend roughly from Virginia to southern New England."
Enough rain can pour down to cause urban flooding in some neighborhoods. The combination of rain, ponding and poor visibility can lead to hazardous conditions on the highways. The rain will be beneficial from a spring wildfire and dry brush standpoint. It will help with greenup and thoroughly soak the remaining dry brush in the region. Even though rain has been plentiful in recent weeks and months, there is a long-term deficit that had its roots in last summer and autumn.
Coastal flooding risk
The slow-moving storm will create an extended period of onshore winds from the upper mid-Atlantic to New England.
"In areas from near New Jersey and New York City to central New England and Boston, east to northeast breezes will last around 48 hours or so mainly from Thursday night to Saturday afternoon," Dombek said. "The duration of the onshore wind and the upcoming full moon (April 12) close to the same time will lead to coastal flooding at times of high tide."
Tides are expected to run 1-3 feet above the already elevated astronomical levels. Few coastal flooding events have occurred since the winter, so coastal flooding can potentially sneak up on some communities.
Snow to fall, accumulate in higher elevations
Much like an early-March storm, this one will bring some snow to the region. However, most of that will be confined to the ridges, plateaus and peaks from the southern Appalachians to northern New England.
"It looks like at around 1,800 feet or so, wet snow will mix in with the rain soon after it begins on Friday and Friday night," Dombek said. "But depending on the storm intensity and track, beginning somewhere from 2,500 to 3,000 feet, there can be a few inches to a heavy accumulation of wet snow."
Typically, it has to snow hard during the day to accumulate on roads during the middle of April. Even light to moderate snow that falls at night or first thing in the morning can temporarily bring slippery conditions.
This snow accumulation risk will extend from the Smoky Mountains of western North Carolina and eastern Tennessee to the Alleghenies, Poconos, Catskills, Berkshires, Adirondacks, Greens and Whites.
While most major roads are at elevations below the critical elevation for this storm, some high-elevation sections can become slushy and snow-covered.

Saharan Dust over portions of Florida is keeping skies hazy. It's also helping inhibit the development of any tropical systems. Dust, along with wind shear, help suppress tropical development but also brings hazy skies and colorful sunrises and sunsets. The first named storm in the Atlantic basin will be Andrea. Here's the latest advisory from the National Hurricane Center as of 2 a.m. Friday, June 13: The National Hurricane Center is monitoring three tropical waves in the Atlantic: Tropical wave 1: An eastern Atlantic tropical wave is near 32W from 15N southward, and moving westward around 11 mph. Tropical wave 2: A tropical North Atlantic tropical wave is over the eastern Caribbean Islands at 61.5W from 18N southward, and moving westward at 11 to 17 mph. Tropical wave 3: A southwestern Caribbean tropical wave is near 80W from SW of Jamaica southward across western Panama, and moving westward at around 11 to 17 mph. "The average first named storm in the Atlantic is June 20, but development over the central and eastern basin looks unfavorable through June at this time," said AccuWeather lead hurricane forecaster Alex DaSilva. "We still expect the Central American gyre to form later this month, and its formation could spur tropical development in waters in the western Caribbean or southwestern Gulf." Now is the time to prepare for a hurricane, before a storm is approaching. Saharan dust is expected to help keep the tropics quiet into the week of June 16, according to AccuWeather. Frequent pockets of dust are moving across the Atlantic from Africa, where they'll affect Florida as they move into the Gulf. A plume of Saharan Dust is expected to arrive in South Florida starting Friday, June 13, according to the National Weather Service Miami. The arrival of the dust should decrease rain chances starting Friday. The National Hurricane Center is tracking two disturbances in the eastern Pacific, including one expected to become the next named storm later today, June 13. is located west of southwestern Mexico. Maximum sustained winds are near 35 mph, with higher gusts. Strengthening is expected and the system is forecast to become a tropical storm later today and continue strengthening Saturday as it moves parallel to the coast of southwestern Mexico. Impacts to land are expected to be 2-4 inches of rain, with localized amounts of 6 inches across the Mexican states of Guerrero, Michoacán, and Colima through the weekend. The next named storm to form in the eastern Pacific, which has its own list of storms separate from the Atlantic basin, will be Dalila. Also in the eastern Pacific, an area of low pressure is expected to develop late this weekend or early next week near the coast of Central America. Environmental conditions appear conducive for some gradual development. Historically, tropical cyclones form close to the U.S. in June, with the most common locations being the northwestern Caribbean and the eastern Gulf, according to Dr. Ryan Truchelut, chief meteorologist with WeatherTiger. Truchelut is a Florida meteorologist who works with the USA TODAY Network. "None of the reputable forecast models are showing a realistic chance of anything tropical forming on the Atlantic side of Central America through mid-month." ➤ WeatherTiger: False alarms, beneficial rain and a dusty start to Florida storm season The exception is the GFS model, which is predicting a Caribbean tropical storm will spin up in 10 to 12 days, then move generally northward, Truchelut said. "The GFS has a persistent and well-known bias for incorrectly predicting development in the Caribbean at this specific time of year," Truchelut said. "All told, while something could eventually spin up in two or three weeks, the GFS' frequent false alarms should be disregarded." A "ghost hurricane" is a term used to describe a tropical storm or hurricane that appears in a forecast model but which doesn't happen in reality, according to CNN. Pensacola, western Panhandle: A 30 percent chance of showers and thunderstorms. Mostly cloudy, with a low around 79. Tallahassee, central Panhandle: Showers and thunderstorms likely, mainly after 1 p.m. It'll be mostly sunny, with a high near 90. Heat index values as high as 100. West Palm Beach to Naples, South/Southwest Florida: Reduced air quality and rain chances are in the forecast today as a plume of Saharan Dust remains above South Florida Fort Myers to Sarasota, West/Southwest Florida: There's a chance for showers today, with a high near 88 and heat index as high as 102. The Atlantic hurricane season runs from June 1 through Nov. 30. Ninety-seven percent of tropical cyclone activity occurs during this time period, NOAA said. The Atlantic basin includes the northern Atlantic Ocean, Caribbean Sea and Gulf of America, as the Gulf of Mexico is now known in the U.S. per an order from President Trump. NOAA and the National Hurricane Center are now using Gulf of America on its maps and in its advisories. The peak of the season is Sept. 10, with the most activity happening between mid-August and mid-October, according to the Hurricane Center. Systems currently being monitored by the National Hurricane Center include: Tropical cyclone is the generic term used by the National Weather Service, NOAA and the National Hurricane Center for any tropical system, even if it's in the tropical Atlantic basin. To be more precise, a tropical cyclone is a "rotating, organized system of clouds and thunderstorms that originates over tropical or subtropical waters and has closed, low-level circulation," NOAA said. Once maximum sustained winds reach 74 mph, what it is called is determined by where it originated: : for storms in the North Atlantic, central North Pacific, and eastern North Pacific. : for storms in the Northwest Pacific. : for storms in the South Pacific and Indian Ocean. The Atlantic hurricane season, which experts have warned is likely to have an above-average number of storms, has gotten off to a quiet start. Not a single tropical storm has formed since the season began on June 1. That is typical. The exact date of the first named Atlantic storm varies, and in nearly half of the last 20 years, it has arrived even before June 1. But on average, it forms around June 20; last year, Alberto formed on June 19. In 2009, it wasn't until Aug. 11 that the first storm, Ana, finally appeared. But one usually arrives before the end of the month, and Phil Klotzbach, a hurricane expert at Colorado State University, said it was unclear when this year's first storm would form. Here's a look at what's going on. A storm gets a name when its sustained winds reach 39 miles per hour, and it becomes a Category 1 hurricane when they reach 74 m.p.h. A key ingredient for that is warm ocean waters, with temperatures at 80 degrees or above, and Jason Dunion, a meteorologist with the National Oceanic and Atmospheric Administration, said many locations across the Atlantic had not quite reached that threshold. 'The waters are still warming, and they're actually a little bit cooler than last year, so we're not seeing some of those record temperatures,' Mr. Dunion said.
