
Sharp rise in assaults at schools pushing teachers to ‘breaking point'
An alarming increase in assaults and physical aggression in primary and special schools is pushing many teachers to 'breaking point', according to the country's largest teachers' union.
At the opening day of the annual congress of the
Irish National Teachers' Organisation
(INTO), delegates heard of a sharp rise in assaults and an 'unacceptable reality' where many teachers are exhausting their sick leave following incidents.
Áine McGinley, a Donegal teacher, said the experience of being assaulted was 'emotionally devastating' as well as physically painful.
'No two people respond to trauma the same way and trauma does not follow a timetable. Some individuals may need time immediately, while others may need leave weeks or months later as psychological impact sets in,' she said.

Ms McGinley said teachers who are subject to assaults 'should never be out of pocket' for something that was not their fault.
The INTO is seeking an extension to the duration of assault leave, financial supports to cover medical bills, and provision for an early retirement scheme for teachers who are no longer able to work due to a workplace assault.
A survey by the union last year found that almost 60 per cent of teachers reported experiencing physical aggression in schools, with rates highest in special schools.
Incidents commonly included scratching, punching, biting, and the throwing of objects.
INTO general secretary John Boyle described the findings as 'deeply alarming' and warned the profession was approaching a breaking point.

The congress also heard schools are being 'hung out to dry' by education authorities who are left unable to access essential supports for students with special needs.
INTO president Carmel Brown said every child should have the opportunity to learn in a safe, well-resourced environment where their individual needs can be met.
Instead, she said, schools were 'hindered at every turn' due to insufficient psychologists, counsellors, therapists, therapeutic supports and resources.
The union says funding should be made available for the establishment of special classrooms, sensory spaces, play areas and appropriate furniture and equipment once a special class opens.

from the start of the next academic year, starting with special schools.
Mr Boyle said that while the move represents a 'starting point', therapies must be made available to all primary and special schools.

The congress also heard that 'chronic underfunding' is threatening the solvency of primary schools. Many schools are relying on cake sales and donations to pay basic heating and lighting bills.
Gareth Heagney, an Ennis-based teacher, said: 'Schools which were never in the red before are now in ever-growing deficits ... Running schools is becoming increasingly complex. There is an increasing need to engage specialist services – financial, health and safety, legal etc. But the money isn't there.'
Delegates backed calls for primary school capitation rates to be increased to the same level as second-level schools.
Separately, a poll has found that the teaching profession is becoming too costly for many, with one in three newly qualified teachers considering leaving Ireland due to rising accommodation costs and low-hours contracts.

The Teachers' Union of Ireland poll, released in advance of its annual conference in Wexford, was carried out among more than 1,000 second-level and further education members over recent weeks.
The results show that of those employed since 2015, only 26 per cent of respondents received a contract of full hours upon initial appointment.
In addition, a large majority of longer-serving teachers said they could not afford to become teachers today due to barriers such as the housing crisis and the cost of teaching qualifications.

Taoiseach calls for HIQA's regulations to be examined following RTÉ nursing home investigation
TAOISEACH MICHEÁL MARTIN has called for a review of HIQA's regulatory framework after an RTÉ Investigates programme highlighted poor treatment and practice within two privately-owned care homes. Both care facilities – The Residence Portlaoise and Beneavin Manor in Glasnevin – are under the ownership of Emeis Ireland, formerly known as Orpea. Emeis operates 27 nursing homes across the country after entering the Irish market in 2022. It was revealed this week that the nursing homes regulator HIQA (Health Information and Quality Authority) had stopped new admissions to The Residence in Portlaoise in April. HIQA said it was 'very concerned' over the 'distressing' scenes in the RTÉ programme. Speaking to reporters today, Martin described the scenes in the RTÉ Investigates programme as 'horrific, shocking and absolutely unacceptable'. He said there was a lack of a 'clear ethos and framework' and that there are 'issues for HIQA's approach to this'. 'I think HIQA will be examining that aspect of it,' said Martin, 'in terms of the methodology used to inspect. He then called for 'increased vigilance from the regulatory approach' and added that this is 'something that the government will be looking at'. Martin said he has spoken with both Kieran O'Donnell, Minister of State for Older People, and Health Minister Jennifer Carroll MacNeill on the issue. He further remarked that the issue is 'fundamentally about regulation' but added that HIQA is 'well resourced'. And while Martin said HIQA has been 'effective and impactful in many areas', he added that 'there has to be an examination' because the 'regulatory framework didn't catch very horrific and shocking behaviour towards elderly people in nursing homes'. Martin also said that there will now be a 'full look' at all the homes under Emeis's ownership. Meanwhile, Martin remarked that Ireland is 'one of the more young populations in Europe, but we're aging fast'. However, he said there is a 'multi-stranded approach to aging' by the government and that a new national safeguarding policy is being developed. But while he remarked that this new policy 'would be an additional help', he added: 'But fundamentally, it's behaviour on a day-to-day basis and how homes are operated, and it's the regulation of that that ultimately will still have to be the first response and key response to situations like this.' He also said there will continue to be a mix of public and private care homes due to the need to be 'absolutely realistic and pragmatic about the population growth and the aging of the population'. Hope Centre Summer Solstice Walk cancelled after 14 years due to health and safety concerns – ‘It's was a very difficult decision'
While it may seem a simple event – a walk along one of Wexford's finest beaches, some meditation and a candlelight ceremony – the Hope Cancer Support Centre have been forced to cancel their annual Summer Solstice Walk and Ceremony of Light and Healing owing to health and safety concerns and additional requirements placed on them to obtain the required event insurance. The Enniscorthy-based cancer support charity has been running the event since 2011 and it's become an incredibly popular and important event, affording participants the opportunity to reflect on their own cancer battles or those of a loved one, remember those who've gone before and to just talk to people who've had similar experiences. This year, however, the event will sadly not go ahead, with some regular participants stating that it's another beloved event 'ruined by red tape'. "The difficult decision was taken following a health and safety risk assessment and a thorough review of the event,' Administration Manager at the Hope Cancer Support Centre Denise McDonald said. "It was a huge decision and we deliberated on it for a while. Unfortunately, there were additional health and safety requirements with the event being on the beach and it was just beyond our capacity. "We know people will be upset about it and that's why we're going to try and do some alternative events including a meditative video on our social media platforms and website and we're going to put a 'Tree of Hope' outside the centre here where people can place their own symbols and messages.' Details of these alternative events will be announced in due course, while a return of the Solstice Walk has not entirely been ruled out. "Well you'll note the wording that it's just cancelled for this year,' Denise says. 'It may go ahead again in the future, we just don't know. Unfortunately, we just don't have the capacity to do it this year and that's a decision we arrived at after much consideration.'

Dual skydiving with a disability an 'amazing' experience
An initiative which offers people with physical disabilities the chance to sky dive from 10,000 feet in a tandem jump is taking place for the first time in Ireland. "Handitandem" originated with a French Rotary club and once Portlaoise members heard about the physical and mental benefits to participants they decided to run an Irish version of it. The jump is happening at Clonbullogue in Offaly, HQ of the Irish Parachute Club today. Three participants are taking part today and it's hoped to build on the initiative into the future. "I first learned about 'Handitandem' on a visit to France and through my contact with Club Rotary de Matha in Charente-Maritime, who are the originators of the idea" said President of Portlaoise Rotary, Maeve Furey. "We then established a 'contact club' relationship with them and invited them to Portlaoise" "The aim of the project is simple – to offer people - who due to their physical disabilities would not normally have the opportunity to do so - the chance to skydive in a tandem jump. " I gather from those who have done it that a parachute jump is an exhilarating never to be forgotten experience" she added. "Our friends in Rotary de Matha have stories of disabled people who got weeks of pain relief after jumping due to the positive adrenaline effects on them. So, we see great potential benefits for people both mentally and physically in this initiative."
