
Bangladesh probe into Hasina-era abuses warns 'impunity' remains

DHAKA: A Bangladesh government-appointed commission investigating hundreds of disappearances by the security forces under ousted premier
Sheikh Hasina
on Monday warned that the same "culture of impunity" continues.
The Commission of Inquiry into Enforced Disappearances is probing abuses during the rule of Hasina, whose government was accused of widespread human rights abuses.
That includes the extrajudicial killing of hundreds of political opponents and the unlawful abduction and disappearance of hundreds more.
The commission was established by interim leader, Nobel Peace Prize winner
Muhammad Yunus
, 84, who is facing intense political pressure as parties jostle for power ahead of elections expected early next year.
Bangladesh has a long history of military coups and the army retains a powerful role.
"Enforced disappearances in Bangladesh were not isolated acts of wrongdoing, but the result of a politicised institutional machinery that condoned, normalised, and often rewarded such crimes," the commission said, in a section of a report released by the interim government on Monday.
"Alarmingly, this culture of impunity continues even after the regime change on August 5, 2024".

The commission has verified more than 250 cases of enforced disappearances spanning the 15 years that Hasina's Awami League was in power.
Commission chief Moyeenul Islam Chowdhury said earlier this month that responsibility lay with individual officers, who were "involved in conducting enforced disappearances", but not the armed forces as an institution.
Earlier this month, a joint statement by rights groups -- including Amnesty International and Human Rights Watch - called on the security forces to "fully cooperate with the commission by guaranteeing unfettered and ongoing access to all detention centres and providing free access to records regarding those seized or detained".
Hasina, 77, remains in self-imposed exile in India, where she fled after she was ousted last year.
She has defied orders to return to Dhaka to face charges amounting to crimes against humanity. Her trial in absentia continues.

Despite global headwinds and adverse geopolitical situations, India has been able to register record export growth year-after-year, which is as per the Prime Minister Narendra Modi's vision that it is a major growth engine, an official said referring to PM inaugurating the modern administrative building of the commerce ministry on June 23, 2022. 'Exports play a key role in the transition of a country from developing to developed status,' Prime Minister said that day. The Union budget for FY26 acknowledged exports as one of the four growth engines for the Indian economy with agriculture as the first engine followed by micro, small and medium enterprises (MSMEs) and investments. Vanijya Bhawan, which is a symbol of 'new thinking', is now India's centre of major trade negotiations, including the recently concluded bilateral trade deal with the United Kingdom and two major ongoing free trade negotiations with the United States and the European Union, the official mentioned above said. 'In all likelihood, an FTA negotiation with Canada is expected to be resumed soon even as we are engaged with similar bilateral trade deals with Peru, Chile and New Zealand. Our hands are full,' he said. 'Vanijya Bhawan has been envisioned as a modern, efficient, integrated and dedicated hub for India's fast-growing commerce and industry ecosystem,' Goyal said in a series of posts on X. 'In the 3 years since its inauguration by Prime Minister @NarendraModi ji, several milestones have been achieved and new benchmarks set in the way India does business,' Goyal said in the post. On the day of its inauguration three years ago, Goyal said that the Vanijya Bhawan would be made completely digital and would become a symbol of India's growing power on the global platform.

Police propose tighter rules as licensed ammo found reaching criminal hands
1 2 Patna: In a bid to curb the illegal trade of firearms and ammunition in Bihar, the police have proposed a series of stringent measures to the home department. The comprehensive strategy includes reducing the annual ammunition purchase limit from 200 to 50 rounds per licence holder, introducing mandatory verification of spent cartridges before new purchases, conducting regular audits of licensed arms dealers and manufacturers, developing a robust digital database via the NDAL-ALIS (National Database of Arms Licenses – Arms License Issuance System) portal and forming district-level committees to conduct quarterly reviews of arms licences and dealers. The NDAL-ALIS portal, developed by the ministry of home affairs, is aimed at streamlining and digitising the arms licensing process nationwide. The police headquarters (PHQ) has identified several systemic flaws, including incomplete digital records, inadequate identity verification mechanisms and poor monitoring of interstate arms licences, particularly those issued in Nagaland and Jammu & Kashmir. Additional director general of PHQ and Special Task Force, Kundan Krishnan, said, "Recent data from the National Crime Records Bureau (NCRB) places Bihar among the top five states in terms of violent crime rates (2017-22), prompting urgent action from law enforcement authorities." Police records indicate that an average of 3,600 illegal firearms and 17,000 rounds of ammunition are seized annually in Bihar. A study by the Special Task Force revealed that although criminals primarily use unlicensed weapons, they often obtain ammunition through licensed arms dealers, highlighting a troubling nexus between authorised vendors and criminal networks. The state govt has acknowledged several deficiencies in the existing system, such as incomplete updates to the NDAL-ALIS portal, lax verification procedures and limited oversight of arms dealers and manufacturers. Krishnan added, "To address these issues, a comprehensive action plan has been submitted to the home department. Under this plan, licence holders will be restricted to purchasing a maximum of 50 rounds per year with no more than 25 rounds per transaction. Used cartridges must be submitted before new ammunition is issued. Additional measures include mandatory registration of all licence holders and dealers on the NDAL-ALIS portal, regular audits of arms dealers and the formation of district-level committees led by district magistrates for quarterly reviews. A formal letter outlining the plan was sent to the home department on June 17, 2025." Special attention will be directed at scrutinising licences issued from other states, especially Nagaland and Jammu & Kashmir. Authorities will also conduct rigorous checks on elderly and physically or mentally challenged licence holders to ensure appropriate transfer or cancellation of licences where necessary. "The home department will enforce stricter oversight of people with criminal records or those involved in celebratory firing incidents. Social media monitoring will be strengthened to detect illegal displays of firearms," Krishnan added. He said these reforms are expected to enhance the control over ammunition distribution and reduce the likelihood of licensed firearms being misused. The state govt will coordinate with the ministry of home affairs to implement these measures effectively, Krishnan said.
