NEW DELHI: India and the
European Union
have concluded the 11th round of negotiations on their proposed Free Trade Agreement (FTA), reportedly agreeing to pursue a two-stage approach to finalise the deal, an official source, quoted by news agency PTI confirmed on Sunday.
"The 11th round of talks concluded on May 16," the official said, quoted by news agency PTI. This comes amid rising global trade uncertainties, particularly in light of US tariff policies under President
Donald Trump
. In response, both sides have opted for a phased strategy, similar to India's previous trade pacts with Australia and ongoing discussions with the US.
Negotiators focused on key areas such as market access for goods, services, and investment.
Commerce Secretary Sunil Barthwal had earlier explained the rationale behind the phased approach, saying, "If some of the issues which may not be very core to the trade, maybe taking some more time, then it is better to focus on core trade issues. So, we say that first things first...We are also discussing with the EU what can be the early harvest of the first tranche, where we can do faster.
"
The EU has sought significant tariff reductions on products including automobiles, medical devices, wines, spirits, meat, and poultry, as well as stronger intellectual property protections.

A successful agreement is expected to enhance India's export competitiveness to the EU in sectors like ready-made garments, pharmaceuticals, steel, petroleum products, and electrical machinery.
C
ommerce and Industry minister Piyush Goyal reviewed progress during his visit to Brussels on May 1. Talks resumed in June 2022 after an eight-year hiatus, following a breakdown in 2013 over market access concerns.
Prime Minister
Narendra Modi
and European Commission President Ursula von der Leyen committed on February 28 to conclude the agreement by the end of 2025.
The negotiations span 23 policy areas, including trade in goods and services, investment protection, customs procedures, technical barriers, intellectual property rights, and sustainable development.
In 2023–24, EU-India bilateral goods trade stood at $137.41 billion, with Indian exports valued at $75.92 billion and imports at $61.48 billion- making the EU India's largest trading partner in goods. The EU accounts for around 17 per cent of India's total exports, while exports to India represent 9 per cent of total EU overseas sales.
In addition to the FTA, talks continue on a bilateral investment protection agreement and recognition of geographical indications (GIs).

Wall Street futures slip after Trumps steel, aluminum tariff threats

Futures down: Dow 0.52%, S&P 500 0.57%, Nasdaq 0.73% June 2 - U.S. stock index futures dipped on Monday after President Donald Trump announced plans to double tariffs on imported steel and aluminum, amplifying concerns about trade- and tariff-related volatility. Trump said on late Friday he planned to increase tariffs on imported steel and aluminum to 50% from 25% starting Wednesday, just hours after he accused China of violating an agreement. The increased levies would deepen Trump's global trade war and douses some enthusiasm stemming from a softening in his trade stance. Last month, a temporary relief on some levies on China and a rollback of steep tariff threats on the European Union, along with strong earnings and improving economic data helped the benchmark S&P 500 log its best monthly performance in 18 months. Shares of U.S. Steel companies rose in premarket trading, with Cleveland-Cliffs jumping 26.2%, Nucor up 14.1% and Steel Dynamics 13.4% higher. "It is really hard to keep up or predict what's going to happen on trade at the moment, and that's before we factor in the full ramifications from the court ruling last Thursday night, and then subsequent brief stay of execution for them on appeal," Jim Reid, global head of macro and thematic research at Deutsche Bank, said in a note. A federal appeals court on Thursday temporarily reinstated most of Trump's 'Liberation Day' tariffs blocked by the Court of International Trade, the day prior. "For now, it seems likely that the tariff uncertainty will linger for a long time ahead even if we're still likely past the peak aggressiveness of U.S. policy," Reid said. At 5:22 a.m. ET, Dow E-minis were down 218 points, or 0.52%, S&P 500 E-minis were down 34 points, or 0.57%. Nasdaq 100 E-minis were down 156.5 points, or 0.73% Most megacap and growth stocks were down, with Tesla leading losses after it reported lower monthly sales in Portugal, Denmark and Sweden. The stock was last down 2%. Focus would be on comments from Fed Chair Jerome Powell later in the day as he presents opening remarks before the Federal Reserve Board International Finance Division's 75th anniversary conference at 1:00 p.m. ET . Federal Reserve Governor Christopher Waller said on Monday that interest rate cuts remain possible later this year even with the Trump administration's tariffs likely to push up price pressures temporarily. On the data front, a reading of S&P Global U.S. manufacturing PMI is due at 9:45 a.m. ET and an ISM Manufacturing index reading is scheduled for 10:00 a.m. ET. Ahead in the week, investors await a crucial nonfarm-payrolls report due on Friday to ascertain strength in the U.S. economy amid tariff volatility. Among other stocks, Moderna rose 4.6% after the U.S. Food and Drug Administration approved its next-generation COVID-19 vaccine for everyone aged 65 and above. Separately, RBC Capital Markets raised its year-end target for the S&P 500 index to 5,730 from 5,550, citing modestly improved U.S. economic outlook and stronger-than-expected corporate earnings. Does an NRI providing consultancy to Indian firms need to file income tax return?

-Name withheld on request As a non-resident providing consultancy services related to China market entry to Indian companies, if your only source of income from India is consultancy fees and the full tax liability has been met through the appropriate TDS in India, then you are not obligated to file an income tax return in India. This applies only if Indian companies deduct TDS at the applicable domestic tax rate of 20% (plus any surcharge and cess), without considering the provisions of the DTAA. However, if you intend to claim the benefits under the India-Hong Kong DTAA, whereunder such consultancy income may not be taxable in India due to the absence of a fixed base or physical presence in India for providing the services, then you will need to file an income tax return in India if your income exceeds the basic exemption limit. To avail the DTAA benefits, you must obtain a Tax Residency Certificate (TRC) from the Hong Kong tax authorities and submit Form 10F along with other necessary documents. -Name withheld on request Under the Indian income tax provisions, self-occupied property is a concept which refers to house properties that are typically occupied by the owners for residential purpose and therefore, the annual value of such property is considered as 'nil' and not chargeable to tax. This benefit is available on two such house properties. Prior to the Finance Act, 2025, this benefit was available only if the property was actually used by the owner as their residence or if the owner was unable to occupy it due to employment, business, or profession being carried out at another location, and the owner resided at the other location. However, following the 2025 amendment, the requirement to justify the non-occupation due to employment, business, or profession has been removed. Now, a taxpayer, including an NRI residing abroad, can claim the annual value as 'Nil' for up to two properties, regardless of the reason for non-occupation. Accordingly, in your case, you may treat both the houses, where your parents reside, and the second vacant property as self-occupied in your Indian income tax return. Therefore, the annual value of both properties will be considered 'Nil', resulting in no taxable income under the head 'Income from House Property'. However, if you acquire a third property, one of the three will be deemed to be let out, and a notional rental income (based on expected rent) will become taxable in India. Harshal Bhuta, partner, P.
