
NEPRA raises salaries of officials by 300% without cabinet approval
The National Electric Power Regulatory Authority (NEPRA) has increased the salaries of it senior officials by up to three times.
The increase in salaries was granted cabinet approval, Express News reported.
The NEPRA Chairman's total salary is now Rs 3.25 million, and the salaries of some senior NEPRA officials have reached Rs 2.95 million. The revised compensation package includes a basic salary of Rs773,000.
According to Express News the NEPRA officials approved allowances for themselves based on the judicial allowances of judges, with a regulatory allowance ranging from Rs 631,000 to Rs700,000 per month.
In addition, NEPRA officers have received an ad hoc relief ranging from Rs 587,000 to Rs650,000 for 2024, while for 2023, they were entitled to ad hoc relief ranging from Rs 544,000 to 600,000.
The report also reveals that for 2022, officers will receive a monthly house rent allowance of Rs105,000 to Rs116,000, while for 2021, it will range from Rs 70,000 to Rs77,300 as ad hoc relief.
Other benefits include a utility allowance of Rs 32,000 to Rs35,000 and Rs 96,000 in other allowances. As a result, the total salary package of NEPRA officials has increased from Rs 2.95 million to Rs 3.25 million , surpassing the salaries and benefits of higher court judges.
Sources indicate that NEPRA officials made these changes without government approval. Most members and the chairman of NEPRA are typically retired bureaucrats.
Currently, the NEPRA Chairman and two members from Khyber Pakhtunkhwa and Balochistan are retired bureaucrats.
A few days ago, the National Assembly
passed
'The Members of Parliament (Salaries and Allowances) (Amendment) Bill, 2025', endorsing a 200% increase in the salaries and benefits of lawmakers.
NA Speaker Sardar Ayaz Sadiq led the session, where six new bills were also introduced, including those addressing environmental protection and compulsory thalassemia screening. These bills were referred to the relevant Standing Committees for further review.
Under the amendment bill, the salaries and allowances of Parliament members have been made equivalent to those of federal secretaries. The monthly salary and allowances for MNAs and Senators have been set at Rs519,000.

KCCI President Muhammad Javed Balwani condemned NEPRA's ruling, stating that it deprived Karachi's consumers of much-needed relief. He criticized both NEPRA and K-Electric (KE) for failing to deliver the promised benefits to consumers.

The government's approval of subsidies for the fully funded remittances scheme to ensure rupee stability, Nepra's hint at a negative industrial tariff adjustment and speculation about steps to settle circular debt in the power sector drove the bullish close at the PSX, he said. In its review, Topline Securities remarked that bulls continued to charge ahead as KSE-100 touched another record high, building on the previous day's momentum. The index soared to intra-day peak of 1,229 points, before settling at 143,037, higher by 985 points (+0.69%). Investor confidence remained buoyant, fuelled by robust local and foreign inflows and broad-based sector-specific rallies. Sentiment further strengthened as Pakistan reported a nine-year low fiscal deficit of 5.38% for FY25, with 36% year-on-year revenue growth outpacing an 18% rise in expenditures, beating both the government and IMF's 5.6% deficit forecast, Topline mentioned. The market's upward trajectory reflects optimism about fiscal discipline, macroeconomic stability and a strong earnings outlook, setting the stage for a sustained momentum in the sessions ahead, it added. In its commentary, Arif Habib Limited (AHL) observed that further upside could propel KSE-100 beyond 143,000, bringing it closer to the 145,000 weekly target. Some 55 shares rose while 45 fell, with Fauji Fertiliser Company (+2.08%), MCB Bank (+2.33%) and UBL (+1.03%) contributing the most to index gains. On the flip side, Pakistan Petroleum (-1.27%), Bank AL Habib (-1.14%) and PSO (-1.24%) were the biggest drags, it said. Additionally, cement dispatches in July 2025 increased 30.1% year-on-year to 4 million tonnes, up from 3.1 million tonnes in July 2024. Going forward, industry dynamics are expected to remain favourable, supported by construction activity, particularly as infrastructure and private housing projects are likely to pick up pace post-monsoon. Export momentum is likely to remain strong, given Pakistan's competitive clinker pricing in regional markets, while improved local demand should sustain high plant utilisation levels. Overall, these factors are expected to drive steady dispatch growth in the near term, AHL added. JS Global analyst Muhammad Hasan Ather stated that the KSE-100 index surged 0.7% to a record close at 143,037, driven by a strong corporate outlook, robust cement sector demand and renewed investor confidence following a reduction of Rs780 billion in power sector arrears. Improved liquidity, fiscal consolidation and sector-specific optimism, especially in cement and energy, are fuelling the bullish momentum. Barring external shocks, the upward trend is expected to continue, supported by earnings growth and improving macroeconomic indicators, Ather said. Overall trading volumes decreased to 549.7 million shares compared with Monday's tally of 666.4 million. Traded value decreased to Rs37 billion compared to Rs42.9 billion in the previous session. Shares of 484 companies were traded. Of these, 239 stocks closed higher, 217 dropped and 28 remained unchanged. Fauji Cement was the volume leader with trading in 31.7 million shares, gaining Rs1.86 to close at Rs49.51. It was followed by First Dawood Properties with 24.8 million shares, gaining Rs1 to close at Rs6.98 and Invest Bank with 18.1 million shares, gaining Rs0.29 to close at Rs7.77. Foreign investors sold shares worth Rs568.7 million, the National Clearing Company reported.

Rs100b okayed for e-bikes, rickshaws

Photo: file Listen to article The government on Tuesday approved the first phase of a Rs100 billion scheme to provide electric bikes and rickshaws at a subsidised cost by collecting Rs122 billion from owners of conventional cars, aimed at increasing the number of environment-friendly vehicles to one-third. The Economic Coordination Committee (ECC) of the cabinet approved the first phase of the plan, which would ensure the provision of 116,000 electric bikes and 3,170 rickshaws by giving up to Rs200,000 in interest-free loans and equity. Virtually chaired by Finance Minister Muhammad Aurangzeb, the ECC also approved a Rs30 billion subsidy for clearing dues under the foreign remittances initiative out of the backlog of Rs59 billion. A finance ministry statement said that the ECC approved a summary submitted by the Ministry of Industries and Production regarding the implementation of a subsidy scheme to promote the adoption of electric bikes and rickshaws. As per the approved plan, about 116,000 electric bikes and 3,170 electric rickshaws and loaders will be introduced in two phases, the ministry stated. In the initial phase, expected to be launched by the prime minister shortly, 40,000 electric bikes and 1,000 electric rickshaws and loaders will be rolled out. The government will also give 219 free-of-cost electric bikes to the two top position holders in federal colleges in four disciplines. The maximum cost of the bike is capped at Rs250,000 under the scheme. The finance ministry said that a budgetary provision of Rs9 billion had already been made for the current fiscal year to finance this initiative. The government has imposed a 1-3% levy on car owners in the budget as part of a new IMF loan condition. It is estimated to help collect Rs122 billion from the users of conventional fuel-based cars. Of the total collection, it will spend Rs100 billion in subsidies to promote the use of environment-friendly vehicles. The goal is that at least 30% of vehicles sold in a year should be based on clean energy by 2030. The government will provide Rs50,000 in equity and Rs200,000 in interest-free loan for electric bikes. The equity will be Rs200,000 and interest-free loan will be Rs180,000 in case of three-wheeler rickshaws. Every person between 18 and 65 years of age will be eligible for the scheme and a 25% quota has been fixed for women. Subsidised bikes and rickshaws will be distributed on the basis of provincial population, but Balochistan will get a 10% additional quota that will be adjusted against the population of Punjab and Sindh. The ECC also approved Rs30 billion in subsidies for clearing the backlog of foreign remittances initiative. Keeping in view the current fiscal space, it is proposed that Rs30 billion is approved for this quarter through a technical supplementary grant for the purpose, while the remaining amount could be considered through savings in the upcoming quarters of the current fiscal year, said the finance ministry. In the last fiscal year, the central bank claimed Rs136 billion in total expenses under telegraphic transfer charges. But the finance ministry cleared Rs78 billion. The central bank conveyed that claims amounting to Rs58 billion were still outstanding for the last fiscal year. The maximum outstanding dues of Rs13.9 billion were related to United Bank Limited, Rs8.3 billion to MCB Bank, Rs7.1 billion to Bank AL Habib, Rs7.4 billion to Bank Alfalah, Rs3.6 billion to the National Bank of Pakistan, Rs3.4 billion to Habib Bank Limited, Rs3.3 billion to Meezan Bank, Rs2.8 billion to Allied Bank and Rs3.1 billion to Faysal Bank. The telegraphic transfer charges incentive scheme was launched in 1985 and is the flagship home remittance initiative of the government. The ECC did not approve any new specific funds for the current fiscal year for the remittance initiative and decided to consider the matter once the already modified scheme was further rationalised. For the last fiscal year, the government had allocated Rs87 billion. Prime Minister Shehbaz Sharif has instructed the finance ministry to revive the scheme by giving requisite funds. The ECC directed the Finance Division to coordinate with the State Bank to work out payment modalities for the grant, according to the finance ministry's statement. It also instructed the Finance Division to complete a detailed assessment, including the analysis of pros and cons, financial modalities and opportunity cost of the Pakistan Remittance Initiative, in collaboration with the central bank, and present its recommendations by incorporating stakeholder feedback by mid-September, following a thorough analysis due by the end of August. The ECC approved, in principle, a bailout grant of Rs2 billion for the Quaid-e-Azam University, contingent upon preparation and presentation of a comprehensive financial self-sustainability plan. The university, in collaboration with the Higher Education Commission, is required to submit a clear roadmap, outlining the strategy to achieve long-term financial stability and reduce reliance on future bailouts.

Power consumers may get Rs0.77 per unit relief
The power consumers across the country may soon receive another financial relief, as a further reduction of Rs0.77 per unit (inclusive of taxes) in tariffs is expected in the upcoming billing cycle. The anticipated relief comes under the heads of quarterly tariff adjustment (QTA) and fuel price adjustment (FPA). The fourth quarterly adjustment for the fiscal year 2024-25 was submitted by power Discos to the Nepra, which held a public hearing on Aug 4. Based on the hearing, Nepra is likely to approve a negative adjustment of Rs 1.89 per unit, which will be reflected in electricity bills for the months of Aug, Sept and Oct.
