New Delhi, Jul 23 (PTI) Delhi cabinet ministers Manjinder Singh Sirsa, Pankaj Kumar Singh, and Ravinder Indraj Singh attended the National e-Vidhan Application (NeVA) training programme at the Delhi Assembly on the final day on Wednesday.
Speaker Vijender Gupta described the NeVA training as a major milestone in the Delhi Assembly's journey towards a paperless and technology-driven legislative framework.
He added that the NeVA Training Centre would remain open in the coming weeks to provide further guidance to the members ahead of the upcoming monsoon session.
Commending the initiative, minister Sirsa said, 'Under the guidance of Speaker Vijender Gupta, the Delhi Legislative Assembly has achieved a fully paperless legislative system within just 100 days. This remarkable accomplishment sets a new benchmark, making Delhi the fastest state legislature in the country to complete such a comprehensive digital transition. It reflects a strong vision and an unwavering commitment to modern governance." During the training, experts from the Ministry of Parliamentary Affairs guided ministers and MLAs through various NeVA modules, including access to the digital List of Business (LoB), electronic documentation, and use of new infrastructure installed at the training centre. Participants engaged with the system using 18 newly installed computers.
As part of the digital rollout, smartphones pre-installed with the NeVA mobile application were distributed to ministers and MLAs, ensuring instant access to legislative business and real-time updates. PTI SLB SLB RUK RUK

NEW DELHI: A day ahead of the Monsoon Session, Union Minister Arjun Ram Meghwal on Sunday inaugurated the E-Vidhan (paperless assembly) system and a 500 kW solar power plant at the Delhi Legislative Assembly Complex. With this, all legislative work in the Delhi Assembly will now be conducted digitally, enhancing the pace and quality of policymaking. The solar initiative is expected to generate savings of up to Rs 15 lakh per month, roughly Rs 1.75 crore annually, and is projected to recover its cost quickly while potentially generating surplus electricity through net metering. The E-Vidhan platform complements this transition by enabling a paperless legislative process, promoting administrative efficiency and cutting down the institution's carbon footprint. Speaking at the inauguration, Meghwal described the project as a model for sustainable governance across India. He said Delhi Assembly's complete shift to solar energy sets a benchmark for legislative and public institutions nationwide. Crediting the progress to PM Narendra Modi's leadership, he said, 'Sustainability, self-reliance, and digital empowerment are moving together.' He also announced the launch of NeVA (National e-Vidhan Application) at the Delhi Assembly under the 'One Nation, One Application' initiative of Digital India 2.0, stating that the move signifies not just an infrastructure upgrade, but a shift in institutional values. 'The full implementation of the E-Vidhan system in the Monsoon Session will mark the assembly's complete transition to paperless functioning,' he added.

New Delhi: Union Law Minister Arjun Ram Meghwal on Sunday said that while the Britishers introduced the Indian Penal Code to "punish" Indians, Prime Minister Narendra Modi brought the Bharatiya Nyaya Sanhita with the aim of delivering justice to the people. Speaking at the inauguration of a state-of-the-art 500-kilowatt rooftop solar power plant and National e-Vidhan Application (NeVA) in Delhi Assembly , Meghwal said, "I am told that the three new criminal laws have been fully implemented in Delhi. "The Britishers brought the Indian Penal Code to punish Indians. Prime Minister Narendra Modi brought the Bharatiya Nyaya Sanhita to give justice to Indians." According to an official statement, Delhi Assembly marked a milestone in environmental sustainability and digital governance on Sunday by becoming the first legislature in the country to run entirely on solar energy. Tlking about the implementation of NeVA, a flagship project of the Ministry of Parliamentary Affairs designed to create a paperless legislative environment across India, Meghwal said there were talks about it being implemented earlier as well. "I don't know what the previous government thought but it was not implemented," said Meghwal, who's also the minister of state for parliamentary affairs. Meghwal also hailed the NeVA initiative as a model for sustainable governance across India. With full implementation expected during the Monsoon Session commencing Monday, Delhi Assembly will transition to completely paperless operations. He affirmed that this fusion of climate responsibility and administrative reform must begin at the heart of democratic institutions. Meghwal also assured that the Ministry of Parliamentary Affairs will provide all possible assistance to the efforts and initiatives of the Delhi Legislative Assembly in this regard. Chief Minister Rekha Gupta described the commissioning of the 500 KW solar power plant as a turning point in institutional accountability toward environmental protection. She emphasised that Delhi's legislature must lead the way in India's transition to sustainable and efficient governance, especially at a time when the nation has already surpassed 50 per cent non-fossil fuel capacity under the leadership of Modi. She highlighted that with the rollout of NeVA in the Monsoon Session, Delhi Assembly is poised to offer a more transparent, accessible, and digitally-empowered legislative experience. Gupta stressed that these developments are not isolated acts, but reflect an evolving vision of 21st-century governance - one where innovation, ecology, and institutional responsibility are central, not peripheral. Speaker Vijender Gupta, while addressing the gathering, emphasised that the solarisation of the Assembly is a cornerstone in a broader institutional shift towards sustainable and digital transformation. "The successful commissioning of the solar plant marks a new chapter in our commitment to cleaner energy and public responsibility. We are proud to lead by example and demonstrate how legislative institutions can champion environmental stewardship," the speaker said. The present Assembly building was constructed in 1912 and was home to the country's first Parliament, he added. The speaker shared that the work of E-Vidhan was completed in just 100 days through the dedicated efforts of the NeVA team. A trial run of the new system is scheduled for 11 am on Monday, followed by a House sitting at 2 pm, which will be held entirely on solar power without using electricity from conventional sources. The speaker reiterated that the financial savings generated through solar energy would be reinvested in developmental work for the welfare of Delhi's people. He also outlined complementary digital initiatives, including the digitisation of the Assembly library and ongoing enhancements to IT infrastructure aimed at improving access to legislative resources and strengthening administrative efficiency. Ahead of the formal inauguration, all MLAs participated in a successful trial run of the NeVA platform. The trial offered firsthand experience of the digital interface, which includes smart delegate units with microphones and voting panels, RFID/NFC access, multilingual support, real-time document access via iPads, an automated AV system with HD cameras, and a secure, power-backed networking environment, the statement said. Delhi environment and industries minister Manjinder Singh Sirsa arrived in Oslo on Sunday to study electronic waste (e-waste) management systems, ahead of the city's plan to develop an e-waste park in Holambi Kalan. The visit, facilitated in coordination with the Norwegian government, will take place on Monday. Environment minister Manjinder Singh Sirsa (HT Photo) On Monday, Sirsa will visit an e-waste park in Oslo where the entire chain of e-waste management — from collection to processing — will be assessed, including technologies in use. 'We will also visit an industrial area, in the middle of the city, to again study the best practices, ranging from waste management there to ensuring recycling and zero air pollution,' Sirsa told HT. The Delhi government is planning to build a dedicated e-waste park over 11.4 acres in north Delhi, aimed at processing over 51,000 metric tonnes of e-waste annually. A feasibility study for the ₹150 crore project will be undertaken soon, following which a global RFQ-cum-RFP (Request for Qualification-cum-Request for Proposal) will be floated. 'This is a short visit to understand how Norway is managing its e-waste. We want Delhi's e-waste park to generate zero pollution. Previous governments didn't plan for the present or the future, and that is why we have waste mountains. We don't want to repeat those mistakes,' Sirsa said. He added that the Delhi government is also studying Hong Kong's e-waste management model. 'We are examining both Norway and Hong Kong to get a sense of the advanced machines and technologies we can use for the project,' Sirsa said. He is expected to return to Delhi on Tuesday. The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) is the nodal agency for the project. Sirsa, who has been accompanied by DSIIDC officials on the trip, had earlier announced that a third-party feasibility study would evaluate global models with a focus on zero-emission and zero-landfill systems. Other features under consideration include scientific dismantling protocols, metal recovery systems, digital waste tracking, air quality monitoring, and pollution control mechanisms. The park is expected to generate over ₹350 crore in economic output, according to government estimates. Once awarded, the construction of the facility will take 18 months to complete, officials have said.
