New Heritage Conservation Committee orders audit of past restoration approvals in India's first UNESCO World Heritage City of Ahmedabad

The committee flagged irregularities in two key meetings held this year, where most members were municipal staff and not officially appointed conservation experts.
A subcommittee will now review the building permissions across five wards.
The HCC is a key body responsible for recommending conservation, restoration, and adaptive reuse of heritage properties within the Unesco-inscribed World Heritage City zone.
This decision came during the 95th HCC meeting held on May 20, and concerns actions taken in the 93rd and 94th meetings conducted on Jan 22 and Feb 12 earlier this year.
According to a senior official in the Ahmedabad Municipal Corporation (AMC), the legitimacy of those two earlier meetings has been questioned. A senior municipal official told TOI, "A majority of the members present during the two HCC meetings were municipal employees, not state-appointed HCC members.
So, the recommendations from the meetings will be examined by a newly formed subcommittee."
These decisions involve permissions for 39 buildings across five wards in the Walled City. Most of these applications, 19, are for residential and commercial properties in Khadia, including areas such as Sankdi Sheri, Fatasha ni Pol, Sevaka ni Wadi, Akasheth Kuva ni Pol (including Dakorewali Khadki), Ranchoddji Mandir, Raipur Chakla to Sarangpur Chakla, and Verai Pada ni Pol.

Additionally, there are five applications from Dariapur ward (including Dandigara ni Pol and Jadabhagat ni Pol), eight from Kalupur ward (covering Gosaji Maharaja ni Pol, Raja Mehta ni Pol, Haji Patel ni Pol, Gheekanta Road, and Chippa Pol), five from Jamalpur ward, and one from Raikhad ward.
The AMC official further said, "It was the arbitrariness of the decision-making process that led the now municipal commissioner-led HCC to form a subcommittee to review all 39 decisions."

We feel that we are entering one such phase.A) June quarter results have just about met the weak expectations. Nifty 50 earnings for the quarter would end up being in high single digits, which means that full year earnings' estimates for the current fiscal will have to be adjusted sentiment across sectors still remains weak, although we are expecting a revival during the upcoming festive season.A) While valuations have corrected from the heavy levels of last year but they continue to remain high for most parts of the market. This favourable / unfavourable risk reward is a big determinant of their that Indian markets are trading at a historically high premium versus other emerging markets, there may be better opportunities outside from the valuations for the Indian markets being high, there doesn't seem to be any other factor that should keep investors Indian economy remains in a strong position and while the markets may remain sideways for some more time, this should not be a cause of concern for long term investors.A) Flows from retail investors have stayed high over the last few years and this has certainly supported the we cannot rule out a moderation of these flows, particularly because most retail investors are backward looking and poor historical returns can play on their minds and prompt them to slow down their structurally flows from households into Indian markets will continue to rise in the fullness of time, we do not rule out a cyclical slowdown in flows in the coming quarters.A) Usually retail investors follow the trend, therefore, if markets start to correct, it won't be surprising to see flows weaken. However, we advise investors to be contrarian and increase exposure into equities, should there be a correction.A) We find the consumption sector to be attractive, particularly consumer discretionary and consumer consumption growth has been weak over the last couple of years, our view is that we should start to witness cyclical recovery in consumption are also some supporting factors to drive demand like Income tax break given by the government in the budget and the upcoming 8th pay commission. Contractor, three Ahmedabad civic officials jailed for 3 yrs in double billing scam
Ahmedabad: A local court punished four individuals with three years of imprisonment in a multiple billing scam involving the Ahmedabad Municipal Corporation. The scam involved raising bills for a road resurfacing project and obtaining the amount twice from the civic body in 1994-95. Those convicted are AMC's former junior clerk Hasmukh Gajjar, checking clerk Rajendra Ashara, assistant engineer Yashodar Modi, and the proprietor of a private firm, Gaurang Corporation, Hiren Shah. One of the accused, Vinod Shah, AMC office superintendent of North Zone, passed away during the three-decade-long pendency of the case. According to the prosecution, the project for which the money was siphoned off involved resurfacing a road between Naroda and Muthiya village. The accused first raised bills in 1994 and received an amount of Rs 3.73 lakh, which was deposited in Gaurang Corporation's bank account. The accused raised the bills again for the same project and obtained an amount of Rs 3.99 lakh from the civic body. This amount was also deposited in Shah's account. New HC devpt plan faces Unseco test
Chandigarh: The Chandigarh administration plans to submit a revised holistic development plan for Punjab and Haryana high court to Unesco in a meeting slated to be held in Geneva in the first week of September. The new plan envisages 16 new courts, advocate chambers, cafeteria, parking and space for high court branches like administrative block in the existing court complex at "suitable distance"from existing heritage buildings. The revised plan is based on the "blue line" marked HC envelope given by Unesco. Under the scheme, new structures can come up at a suitable distance from heritage buildings in the HC complex. "The new structures will now be at a satisfactory distance so that the structural stability of the heritage buildings is not put in jeopardy. In the blue-line envelope, up to 1.5 lakh sq ft space will be available for construction," said sources. The ICOMOS technical review report on an HIA report about the holistic development of High Court Project in Capitol Complex emphasised in 2023 that green spaces that frame the High Court's rear facade, as well as the open space (whether paved, green, or pool) that surrounds the building is crucial. Nevertheless, the report also acknowledged the need for expansion of the High Court Complex in view of present and future user needs. The committee contended, "It is understood that the proposed holistic development of Punjab and Haryana high court is a response to a legitimate need for more workspace. ICOMOS advised that the demolition of the Tonga Block be reconsidered, and the structure maintained. "The need for open space behind the High Court plus the need to save the Tonga Block both help in establishing a 100,000 – 150,000 square foot envelope which could serve as the territory within which to locate the structure or structures that would help meet the need for more workspace," ICOMOS said. Any major construction within the protected zone must be pre-cleared by the World Heritage Committee. On August 5, the high court directed the UT administration to file an affidavit to clarify if the holistic development plan was to the approval of the UT administration as well as the heritage committee, if the requirement of courtrooms was reduced.
