Andhra's Naidu govt ‘exploring ways' to provide 100% reservation in tribal areas
Andhra Pradesh Chief Minister N Chandrababu Naidu said Monday that his government was 'exploring ways' to provide 100 percent reservation in government jobs to locals in all the tribal areas of the state.
During a review meeting on Tribal Welfare, there were discussions on steps to be taken to restore the GO No 3 which was struck down in 2020 by the Supreme Court. Issued in 2000, it provided that all posts of teachers in the schools in scheduled areas of the state will be filled only by the local Scheduled Tribe candidates.
Providing 100 percent reservation to tribals in local jobs was among Naidu's election promises last year.
Through a GO issued in 1986, tribals were provided 100 percent in Agency — or scheduled areas — for teaching positions, Naidu said.
'Following some legal tangles, GO No 3 was issued in the year 2000 taking women reservation into consideration. After its implementation Girijans got 4,626 teacher posts in Agency areas,' he said.
The GO was eventually challenged and struck down.
'However, as the previous government delayed abnormally to file a review petition on this, the apex court dismissed the appeal too following which the tribals lost the benefits that are available through the GO No 3,' the Chief Minister said.
Monday's meeting focussed on the opportunities to provide 100 percent quota in government jobs for tribals in agency areas, available possibilities and obstructions, he said, adding that instructions had been given to get feedback from tribals and their unions on the restoration of GO No 3.
The officials told the CM there were three ways to restore the GO: providing 100 percent reservation to local Girijans, providing quota to tribals according to their population ratio and giving reservation not beyond 50 percent as advised by the Supreme Court.
'Discussions should be held with legal and Constitutional experts at national level,' Naidu is quoted to have told officials, adding: 'There is no question of leaving any opportunity available to do justice to tribals'.

SC deadline nears, illegal buildings in protected Aravalis face bulldozers
Gurgaon: Just a month-and-a-half to go for a Supreme Court-ordered deadline, the forest department and Faridabad administration on Wednesday started a 15-day demolition drive to remove all illegal construction and encroachments from protected Aravali land in the district. Officials said around a dozen banquet halls, boundary walls, gates and farmhouses that were built in Anangpur village of Faridabad were razed on Wednesday. This area is protected under Section 4 (special orders) of the Punjab Land Preservation Act (PLPA), which bars construction and any non-forest activities in forests. "We have started the demolition drive. We appeal to people to remove illegal encroachment themselves," a senior forest official said. Haryana govt ordered the demolition drive after the Supreme Court gave the state a three-month extension to clear protected Aravalis of illegal construction. SC, in July 2022, had ruled that all Aravali land under PLPA (special orders) should be treated as forest, with provisions of the Forest (Conservation) Act applicable there, and any illegal construction should be demolished. Despite clear directives, Haryana over the years did not complete the task, having razed some 30 structures in four villages of Faridabad since the 2022 ruling. The apex court will take up the case next on Sept 8. The 15-day time frame was given to the Faridabad administration after a meeting chaired by chief secretary Anurag Rastogi on June 7. "All unauthorised constructions, including boundary walls — whether built before or after the 2021 survey—must be demolished within 15 days. The Municipal Corporation of Faridabad will oversee the removal of debris, with all costs to be borne by the property owners," read a document on minutes of the meeting. The Faridabad district magistrate will have to submit an action-taken report to the chief secretary, who also said the DM will be held accountable for any delay. Rastogi will hold another review meeting on June 27. On Wednesday, environmentalists said Faridabad was not the only Haryana district where protected Aravali forests have been encroached on. "Although demolition has begun in four villages of Faridabad after nearly three years, the order actually applies to special orders of Section 4 PLPA on all of Haryana, not just these villages. So far, no other districts have initiated the drive," said Sunil Harsana, an ecologist and wildlife expert. After SC's 2022 order, Haryana forest department had carried out a survey to identify illegal construction and found that 6,973 structures – most of them banquet halls and residential settlements – were built over protected PLPA land in four villages of Faridabad. A majority of these were in Anangpur (5,948) and the remaining in Ankhir, Lakkarpur, and Mewla Maharajpur. No such survey has been organised in Gurgaon. But activists allege that illegal construction is rampant in the Aravalis of Sohna, Raisina and Gwalpahari in the city, all of which are also protected by PLPA's special orders.

Consider establishing Civil Aviation University in Visakhapatnam: Naidu
Chief Minister N. Chandrababu Naidu has suggested to officials to consider establishing a Civil Aviation University in Visakhapatnam. Chairing a meeting to review the progress of construction terminal buildings at the Vijayawada International Airport, at the Secretariat on Wednesday (June 11, 2025), Mr. Naidu emphasised the need to improve connectivity from the airports in Vijayawada, Visakhapatnam, and other locations to various domestic and international cities. Union Civil Aviation Minister K. Rammohan Naidu, senior Ministry officials, and Chairman of the Airports Authority of India attended the meeting virtually. The Chief Minister instructed that the design of the terminal buildings at the Vijayawada airport be attractive and unique. He issued instructions regarding the construction of the terminal building, ramp connectivity to the national highway, etc. 'The terminal elevation, departure and arrival blocks, and passenger lounges should reflect Andhra Pradesh's cultural heritage in their design. Traditional dance forms such as Kuchipudi, Kondapalli toys, Amaravati motifs, and Lepakshi artworks should be incorporated into the architectural design,' he said. Mr. Rammohan Naidu also briefed the Chief Minister on the progress of the terminal building construction in Kadapa and Rajamahendravaram. He said technical feasibility reports were underway for new airports at Dagadarthi, Kuppam, and Palasa. Regarding the Amaravati airport, a land survey was in progress. A report from the RITES team was expected soon. Once the land pooling process was completed, the project could be initiated in two years. Operations at the Vijayawada and Visakhapatnam airports have increased by 40%. Airline operators are coming forward to enhance domestic connectivity from airports in Vijayawada, Tirupati, Rajamahendravaram, and Kurnool. TruJet has expressed interest in operating flights from Visakhapatnam to various locations starting October. Additionally, flights between Vijayawada–Singapore and Tirupati–Muscat are expected to commence soon. Seaplane operations are also scheduled to begin after September. The Union Minister said that Qatar Aviation Fund was showing interest in investing near the Bhogapuram airport, a press release said.
