Around 1,000 taxis will hit the road by the end of July as part of the government's push for a fleet system, Commissioner for Transport Angela Lee announced on Friday.
She said five fleets – granted conditional licenses last year – have begun trial runs and provided more than 120,000 rides.
The fleet operators are, Lee added, set to be issued official licenses.
The government had, in the initial stages of the push, said the five fleets would operate a total of 3,500 taxis and that they would need to reach 60 percent of full operations to be granted an official license.
One of the five operators, Amigo, said its fleet was only one tenth of that originally envisaged, while the others did not reveal the exact sizes of their fleets.
Lee said this does not mean the licensing threshold has been lowered and that factors such as service quality and driver training needs have to be taken into account.
She said driver recruitment has been difficult.
'We acknowledge that some of the drivers are currently not too familiar with this new concept of taxi fleets and they have been waiting to know more about the individual operation characteristics of the taxi fleets,' she said.
The Labour Department, she added, had conducted many recruitment sessions to assist with the hiring of drivers and would continue to offer support.
The fleet operators, she said, are in discussions with Octopus to join its "Easy Ride" service after the electronic payments system giant announced in early June that the service would enable people to book and pay for a ride on its app.
However, no specific timeline has been announced for the start of the one-stop hailing service..

Business Development Manager Antoine Maurer from Hong Kong-based exporter KK Food Trading says success at last year's expo is why the firm is joining again this year. "[There] is a goal to have two [deals] to develop some projects with," he said, adding that the company will continue to try and exhibit in Hong Kong. Along with four other fairs, the five-day expo begins on Thursday in Wan Chai, with organisers hoping to attract half a million visitors.

The benchmark Hang Seng Index added 643 points, or 2.58 percent, to end trading for the day at 25,613. The Hang Seng China Enterprises Index ticked up 2.62 percent to end at 9,150 while the Hang Seng Tech Index climbed 3.52 percent to close at 5,630. Mainland stocks closed higher, with the benchmark Shanghai Composite Index up 0.48 percent at 3,683 and the Shenzhen Component Index 1.76 percent higher at 11,551. The combined turnover for these two indexes was 2.15 trillion yuan, up from 1.88 trillion yuan on Tuesday. Shares related to glass and non-ferrous metals led gains while stocks related to petroleum and breweries suffered major losses. The ChiNext Index, tracking China's Nasdaq-style board of growth enterprises, gained 3.62 percent to close at 2,496. Expectations have firmed for a Fed rate cut in September after the US consumer inflation report indicated the pass-through from President Donald Trump's sweeping tariffs to goods prices has so far been limited. With rising expectations of a Fed rate cut, risk appetite improved and "emerging and developed equity markets resonated," analysts at Guoyuan Securities said in a note. Lifting market sentiment further, China said it would offer interest subsidies for businesses in eight consumer service sectors to support services consumption amid a slowing economy. "China retains the fiscal firepower to stimulate growth and absorb slack from reduced exports should tariffs from the US be punitive," said Vivek Bhutoria, portfolio manager for global emerging market equities at Federated Hermes. "We believe the market has been over-discounting risks in relation to Chinese equities, and even if Trump levies punitive tariffs this week, China has the ability to grow its way to prosperity and, as such, we are still positive on China."
