‘Entirely unsurprising': Issues with return-to-office mandates coming to light

Late last year we saw a huge increase in companies issuing strict return-to-office mandates, with many requiring staff to be in the office five days a week starting in 2025.
Among the businesses that have issued these types of orders are Amazon, JPMorgan Chase, Tabcorp, AT&T and Dell.
Now, a few months on from many of these mandates being in force, it seems things may not be going as smoothly as decision makers would have hoped.
In the case of technology giant Dell, a new report from Business Insider has suggested the company is dealing with significant issues in the return-to-office rollout.
In March 2025, Dell began requiring all employees who live within an hour from an office to return to in-person work five days a week.
An internal memo stated all employees that met this criteria would be expected to do a 'regular working day in the office', though there would be 'flexibility as needed'.
It has been over three months since staff were ordered back to the office, with 10 Dell employees painting a very varied picture of how things are panning out.
Business Insider reported the degree of enforcement very much varies between managers, with some employees saying they were in eight hours a day, while others seemingly coming into the office to show their face and leaving soon after.
One employee, a program manager, said the lack of blanket enforcement was causing 'lots of in-office politics', with this 'haphazard' nature leading to friction among employees.
'So much of this is dependent on leaders,' they said.
A recent internal FAQ obtained by the publication laid out examples of when employees may be approved to work from home, such as a temporary medical condition, needing to provide temporary care, or adjusting in-office hours to avoid peak traffic.
However, of the five employees who claimed they sometimes work from home, none said it was due to any of the reasons listed above.
'I personally have not been adhering to eight hours a day,' one employee said, claiming they were aware they may be breaking the rules but have not yet been corrected.
Another said that, while their team was in the office full time, they usually only work about half the day in person before finishing the rest of their shift at home.
One staff member claimed they had intentionally been coming in less as the new policy made them feel like they were being 'treated like a child'.
Speaking to news.com.au, Rebecca Moulynox, ANZ General Manager of Great Place To Work, said the issues we are seeing arise from widespread return-to-office mandates were 'absolutely predictable'.
'Our data couldn't be clearer – when employers mandate work location, whether remote, hybrid, or onsite, productivity drops, retention plummets, and relationships with managers deteriorate,' she said.
'We found that employees who can choose where they work are three times more likely to want to stay with their company.
'When companies ignore this data and impose mandates anyway, the outcomes we're seeing at Dell and elsewhere are entirely unsurprising.'
Dell is far from the only company experiencing return-to-office issues.
Earlier this month, a leaked internal memo from JPMorgan showed morale had taken a hit in the wake of the RTO mandate.
Every year, employees are asked to complete a survey that asks them to assess aspects of the company culture, such as internal mobility, work-life balance and health and wellbeing.
An internal memo from CEO Jamie Dimon and Chief Human Resources Officer Robin Leopold, obtained by Barron's, revealed the company's health and wellbeing scores had dropped, with leaders attributing this to the return to office.
'Health and wellbeing scores remain favourable, though they dipped slightly year on year,' the memo stated.
'We know return full-time to the office has been an adjustment and one that not everyone agrees with, but we continue to believe in-person is how we do our best work and how we foster connections and mobility opportunities.'
Elsewhere, there have also been complaints of companies introducing RTO mandates but actually not having the capacity for everyone to come back.
Telecommunications giant AT&T required staff to come back to the office five days a week from January 2025.
In the wake of the return, several workers from the company's Atlanta offices told Business Insider that there was a shortage of available desks and the parking lots had become overcrowded.
There were also claims of increasingly long wait times for elevators, leading to the company posting signs with 'motivational quotes' encouraging staff to use the stairs.
Ms Moulynox said one of the key drivers behind the issues we are now seeing is a 'fundamental disconnect' between executive decision making and employee needs.
'The specific issues like desk shortages and inconsistent enforcement stem from companies trying to force a one-size-fits-all approach without understanding why employees value flexibility in the first place,' she said.
'When you mandate where people work without recognising that employees need flexibility for things like picking up children from school, managing family responsibilities, or avoiding toxic office dynamics, you're bound to face resistance and practical failures.'
Neal Woolrich, Director, Advisory in the Gartner HR practice, has also noticed that, not only are organisations struggling with unclear policies, there is also a lack of guidance for how leaders are meant to be applying the policies.
'So there's that lack of consistency, and that leads to feelings of inequity or unfairness,' he told news.com.au.
Mr Woolrich said some companies are also running into issues because they haven't established in advance how they are going to enforce the mandates.
'What we've seen over the last few years is that, where organisations have set a target for in-office attendance, on average, most organisations are just not getting close to that target,' he said.
This means that companies are now in the position where they have to get serious about their enforcement mechanism and how strict they want to be.
Mr Woolrich said the 'logical extension' is that not meeting in-office targets becomes a performance issue that could then impact promotions or pay rises.
On the extreme end of things, companies may be having to decide whether they exit people from the business for noncompliance to RTO mandates.
'Different organisations are taking different views to that. Some are using return-to-office mandates as a bit of a Trojan horse, and using it just as an excuse to exit people from the business quickly,' he said.
'Others don't necessarily want to go down that path, but then that might be where it leads to if they really want to be strict about in office attendance.'

When it comes to home furnishings, I've always had champagne tastes despite my budget being decidedly more beer-adjacent (just ask my husband). I firmly believe every home should be a haven of comfort and that the saying 'buy cheap, buy twice' applies one hundred fold when it comes to your homewares and appliances. That being said, in this current financial climate, one must economise — even when it comes to a place where we spend at least eight hours a day. For years, I've loved the look and feel of linen bedding. It gives your bedroom an understated, chic finish with minimal effort thanks to linen 's natural texture. It is also so comfy in summer and only gets softer with every wash. However it is prohibitively expensive at times, costing upwards of $500 to kit out a queen bed. Which is why it's no surprise we've seen an increase in brands adopting a more affordable material. From $50 at Bed Threads Known for their high-quality 100% French Flax Linen Bedding range, Bed Threads has become the latest brand to release an Organic Cotton range which I have been road testing* for the last four weeks. Bed Threads co-founder Genevieve Rosen Biller told checkout that Organic Cotton 's affordability has been a 'welcome benefit, but it wasn't the driving factor'. 'The main motivator here was delivering customers the Bed Threads experience in the fibre they were genuinely looking for,' she said. Rosen Biller said the response since launching a second material in its signature bedding range has been 'incredible'. 'We sold out of our Espresso and Berry colourways in the first week, which was far sooner than we anticipated,' she said. 'We've been thrilled to receive five-star reviews and comments like 'finally' and 'we've been waiting for this' from customers as well.' FIRST IMPRESSIONS Bed Threads' Organic Cotton range is available in eight colourways: Vanilla, Berry, Butterscotch, Apple, Moss, Aegean and Espresso. Personally, I prefer more muted or neutral tones that lean on the cool tone side for my bedding, so I struggled to pick a colour combo at first. But given Bed Threads is known for its jewel shades and bold colour combos, I decided to go wild and pick out a set of sheets in Espresso, a rich chocolate brown, and duvet colour/pillowcases in Moss, a dark forest green. The bedding came beautifully packaged in organic cotton bags, a nice touch given other brands will usually package their manchester in plastic. Straight away, the quality was evident — the stitching was to a high standard with no snags or lose threads and the cotton was buttery soft to the touch. Putting the set on my bed, it transformed my bedroom instantly into a trendy hotel room — the colour combination was perfection and it gave off a sophisticated, (dare I say) sexy feel. Given it's cotton and not linen it does have a more structured look on the bed which was a bit hard to get used at first. But it still had that understated, elegant look that I love about block-colour manchester. WHAT'S IT LIKE TO SLEEP ON? In short: Extremely comfortable. These sheets are like floating on air on a cool, crisp day. They don't make you feel hot but also aren't as cooling as linen, making it ideal as an all-year bed linen option. The sheets are soft without being slippy or too shiny, a pet hate of mine with high thread count cotton sheets. HOW DOES IT WASH? One of the benefits of Bed Threads' Organic Cotton collection is that they're more low maintenance then their more sophisticated cousin, 100% French Flax Linen Bedding. Bed Threads recommends washing its linen range in a cold, gentle cycle and avoid putting it in the dryer. I've washed this range four times now on a regular cycle, throwing it in the dryer on two occasions. All times the colour has held well and it's stayed soft too. Being cotton, it is also quick to dry if you hang it on the line. My only issue that I find it does collect a few bits of fuzz and my hair. HOW MUCH DOES IT COST? A queen bundle set of the Bed Threads Organic Cotton range will set you back $360 versus $576 for the 100% French Flax Linen Bedding range. Each Bed Threads bundle includes a duvet cover, fitted sheet, flax sheet and four pillowcases. Otherwise it's $150 for a queen duvet cover (versus $250 for the linen cover), $50 for a pair of pillowcases ($70 for the linen version), $100 for a queen fitted sheet or flat sheet ($160 and $170 in linen). Despite the price difference, Rosen Biller said that both collections are 'long-lasting products crafted to the highest quality standards' and 'our customers are ultimately choosing the fibre (or colour palette) that most resonates with them'. 'As a more widely available fabric, cotton is naturally more economical than linen – a fibre which is so in-demand that it's often subject to shortages,' she said. OVERALL VERDICT While the Organic Cotton range is still priced at the more expensive end for bedding, after road testing it for a month I can say it is well worth ir. It's incredibly comfortable to sleep on, washes well and you can tell the fabric and stitching is high quality. It's also a great alternative for shoppers who want a more affordable and low maintenance fabric than linen, but don't want to sacrifice on style or comfort. FDA Waiting Room: For Aussie applicants, it's (mainly) business as usual

Despite myriad pressures under the Trump regime, the FDA's drug and device approval process largely has been unfettered Telix Pharmaceuticals expects a company-making approval decision by the end of the month Painchek is among a string of device plays awaiting the agency's assent The US Food & Drug Administration's (FDA) resources have been cut more times than Martin Scorsese's then-edgy 1988 religious drama The Last Temptation of Christ. Word from within the powerful agency's imposing Maryland portals is that reviewers have struggled with their task of late because of lack of access to Zoom calls and similar everyday privations. For a legion of Australian drug and device makers awaiting company-making FDA approvals, it's a nervous time. But need they be worried? Business as usual In most cases, the risk of rejection is the same as being struck by lightning. The prevailing message is that despite mayhem at the agency in the Trump era, the approval process has not overly slowed unless the therapy is in a controversial realm (read: vaccines). Rather like the Kyiv denizens carrying out their lives amid a barrage of missiles, it's largely business as usual. A couple of notable rejections aside – namely Replimune Group's melanoma drug RP1, and see the Telix section below – so far this year the FDA has approved therapies for a range of cancers, autoimmune diseases, urinary tract infections and even menopausal hot flushes. PainChek (ASX:PCK) CEO Phil Daffas says the FDA does a 'superb' job under considerable pressure. The developer of a digital pain assessment, Painchek awaits FDA clearance under the de novo (new) device pathway (see below). 'Their M.O. (modus operandi) has been nothing but guidance and support,' he says. Aussie biotechs get the nod ASX life science have-a-go heroes have found favour, especially in the devices and diagnostics realm. In the drug space, the FDA last December greenlit Mesoblast's (ASX:MSB) graft-versus-host disease stem cell treatment, Ryoncil. In June, the agency approved CSL's (ASX:CSL) home-grown Andembry, the world's only prophylactic for hereditary angioedema. Device-wise, the agency approved Orthocell's (ASX:OCC) peripheral nerve repair tool Remplir. It also waved through EBR Systems' (ASX:EBR) groundbreaking left-ventricle assist device Wise and Nanosonics' (ASX:NAN) next-gen medical probe steriliser, Coris. 'Everyone was getting nervous towards the end, but we were very fortunate not to be impacted (by the FDA changes),' Nanosonics chief Michael Kavanagh says. 'The Australian medtech industry should be proud, not necessarily Nanosonics but Australia's ability to do these types of things.' Telix sweats on kidney imaging decision Is the FDA poised to make us further proud? Radiopharmacy giant Telix Pharmaceuticals (ASX:TLX) will know within three weeks whether the FDA has approved its kidney cancer imaging agent, Zircaix. The stakes could not be higher for the $6.8 billion market cap Telix, given Zircaix could well present a bigger market than for Illuccix, its approved prostate cancer imaging agent. So far at least, the FDA hasn't come back with any queries. Mind you, Telix hasn't had its way on other fronts. The FDA in late April knocked back the company's New Drug Application (NDA) for its brain cancer imaging agent, TLX101-CDx. As Telix CEO Dr Chris Behrenbruch pointedly noted, this was despite 'a robust consultation process prior to submission and during review of the NDA'. Painchek's painless process As with Telix, the FDA's decision will be company making for Painchek. Painchek's eponymous app is used across 110,000 nursing home beds in Australia, the UK and Canada – an addressable market of 500,000 beds. The US opens a market of three million beds, worth an estimated $100 million in annual recurring revenue. Painchek's FDA process started in 2019, when the company sought guidance on a supportive clinical trial (since successfully completed). 'The primary contact was the same person all the way through,' Daffas says. Painchek lodged its review in November 2024, after two pre-submission meetings with the agency. 'They recommended a two-step process, with feedback after each step,' he says. 'That was very helpful guidance. If there was room for a misunderstanding it got clarified in those two meetings.' Daffas says the FDA reps included experts in AI, privacy rules and cybersecurity and communications. 'Once again it's very helpful for us, as it makes for a more robust product.' Painchek expects an FDA decision around early October. 4D Medical breathes easy The developer of algo-based lung images tools, 4D Medical (ASX:4DX), has 'frequent flyer' status with the FDA which has approved eight of its devices already. These include its XV LVAS, which processes conventional X-ray scans 'to provide rich, functional lung health detail not available via other modalities'. 4D is now waiting to hear from the FDA about a ventilation perfusion imaging device. The company dubs the FDA's review as 'well progressed'. 4D has filed under the 510(k) predicate device route. According to the company, last year companies waited an average 112 days for an FDA yeah or nay. The current situation is 'aligning well with our experience in previous applications', the company says. Artrya is back for seconds … Artrya (ASX:AYA) says hard-to-detect coronary plaque is a key cause of heart attacks. This was an uncontroversial proposition for the FDA, which in late March approved Artrya's Salix Coronary Anatomy (SCA) platform. The AI-enabled tool provides point-of-care detection of high-risk plaque, a key predictor of heart attacks. Artrya has submitted for approval of a second device, Salix Coronary Plaque (SCP). SCP will extend the use to patients who have undergone a coronary CT angiogram. 'Once cleared, will enable us to deliver near real-time, AI-powered cardiac analysis to a large and growing market and unlock access to an established reimbursement code for plaque analysis,' co-founder (and now CEO) John Konstantopoulos says. The company expects to hear from the FDA by the end of September. … as is Echo IQ As with Artrya, heart diagnosis peer Echo IQ (ASX:EIQ) is no stranger to the FDA. In October last year the agency approved its EchoSolv AS, an AI-inspired device to detect aortic stenosis (narrowing of the heart valves). Echo IQ now is eyeing consent for a second product, EchoSolv HF, to detect heart problems early. It has teamed up with the esteemed Mayo Clinic to carry out a validation trial, the final requirement for FDA submission. Mayo also has exclusive rights to use EchoSolv HF across its 30 hospitals and possibly even co-brand the product. Echo IQ expects FDA approval by the end of the year. Imricor goes modular Still on matters of the heart, Imricor Medical Systems (ASX:IMR) is taking a Lego Masters approach to its maiden FDA application, for its cardiac ablation device, Vision-MR. By this we mean that Imricor has submitted its FDA in separate modules ('bricks'), to enable a rolling review. Vision-MR is the only ablation catheter designed for use with a magnetic resonance imaging (MRI) scanner, as opposed to x-ray fluoroscopy. The company last week said the second module was under review and it expects to submit the third module in the December quarter. 'We expect a steady string of 510(k) product submissions and approvals, which in turn helps accelerate the commercial launch across the US," the company says. In the March quarter European regulators re-approved Vision-MR, under tougher new rules. The European gatekeepers also approved Northstar, 'the world's only MRI-native 3D mapping and guidance system.' The FDA is also likely to approve Northstar in the current half. This will enable the company to start the initial rollout of its interventional cardiac magnetic resonance cardiac ablation labs. Patience, please Some applicants strike trouble with the FDA because they assume that reading the agency's intentions is easy as a Golden Book, when in fact they can be harder to fathom than Ulysses. As Telix's brain cancer setback attests, being on the same page is crucial. Amid the chaos of RFK Jr's early days as health czar, in March your columnist warned that while FDA approvals were often company making, don't expect quick returns. That's because shares may have run hard in anticipation of the happy event and profit takers move in. Often, companies raise capital on positive news and this constrains the share price. EBR did the rounds for $66 million in May and Mesoblast in January raised a monstrous $260 million. FDA approval is only the first step to commercialisation: securing reimbursement and distribution network are just as important. But without consent, companies aren't even in the starting block to tackle the world's richest – albeit more quixotic – healthcare market. If anyone needs reminding, the US accounts for roughly half of the world's healthcare expenditure.

COMMENT: Electric car owners should pay their way, but now isn't the time to smash them with a new tax. If the government is serious about improving air quality, reducing the nation's reliance on foreign energy sources and reaching carbon emissions goals, it shouldn't discourage people from choosing electric cars. It's like tackling on the obesity problem by introducing a salad tax. It makes no sense. Hitting EV owners with an extra $500 per year – or thereabouts – in road user fees will only discourage people from going green. Yes, electric car owners do not pay the fuel excise tax that helps build and repair our roads. I reckon that's a fair price to pay, at least today, for the broader social benefits of electric cars. There are more EVs on sale than ever, and the price gap between petrol and electric cars continues to shrink. But electric cars still struggle for traction. Aussie drivers have bought 54,364 electric cars this year – just 97 more than the same period in 2024. You could hardly call that growth. Especially when sales of other vehicle types continue to grow, and electric vehicle market share has slipped from 7.4 to 7.0 per cent this year. Introducing a new pay-by-the-mile tax on electric cars would only serve to push motorists away from zero emission vehicles, back toward combustion-powered cars. And EVs need all the help they can get. Hyundai just launched the Ioniq 9, an electric cousin to the Santa Fe and Palisade. The electric model starts at about $130,000 drive-away, roughly double the asking price of its combustion-powered cousins. Kia's electric EV9 is outsold by the combustion-powered Sorento by about 30 to 1, and Volkswagen's battery-powered ID. 4 and ID. 5 duo are outsold 10 to 1 by the petrol Tiguan. Over at Toyota, deliveries of the electric bZ4X represent just 0.3 per cent of its 142,700 sales this year. EVs are here. Customers just aren't choosing them. There are headlines just about every day from car companies trying to figure out how to handle EVs in Australia. Hyundai says it has done 'a terrible job' convincing customers to make the switch, Honda says there is 'a lot of noise' surrounding EVs while people quietly buy hybrids and Suzuki, plainly, says they 'just don't think the Australian market wants them'. They might be right. We quizzed more than 50,000 readers earlier this year as part of The Great Aussie Debate and found that only 14.9 per cent of people were considering an EV for their next car. That represented a drop from 18.9 per cent in 2023. The government wants us to get behind the wheel of electric cars, even if we don't want to choose them. A new tax is a strange way to try and change that.
