Tauranga City Council has made good progress in improving its consenting performance for the 2024/25 financial year, but acknowledges there is still room for improvement.
Despite economic challenges throughout the country, application volumes overall have remained steady, which is a positive sign of continued growth in Tauranga.
A report presented at the City Delivery Committee meeting on Wednesday highlighted efficiency gains in processing both building and resource consents on application volumes that were slightly lower than the year prior.
Tauranga City Council City Delivery Committee Chair and Deputy Mayor, Jen Scoular acknowledged the progress made, while also noting the need to keep making improvements.
'The team have worked hard to refine processes, and it's good to see tangible results. Going forward we have asked the team to keep a focus on making consenting faster and more efficient for our community.
'Council gave staff a steer to set a plan that engages with the construction sector, to better understand the blockages and issues. Staff were also asked to look at comparison times with other councils to help define what good looks like.'
Staff confirmed they are committed to refining the Building Consent processes further, and continue to enhance its systems, including piloting a new 'reference consent' system where the team can pre-approve simple repeat buildings. This is expected to increase the speed of consenting for these buildings, but also free up staff time to speed up other more complex applications.
Tauranga City Council staff are gearing up for the next IANZ audit in September 2025 after achieving its best Building Control Authority audit result in over a decade in 2023.
Jen emphasised the importance of adapting to future legislative changes and noted that while council is moving in the right direction, consents will remain an area of focus.
'Upcoming reforms in the Building Act and Resource Management Act will bring further changes to how consents are processed. Changes being proposed by Central Government will take away some of the risk adversity we are seeing, as a number of activities will no longer need consent.'
Building Consents:
1,471 applications received year-to-date, showing a slight decline compared to previous years.
Compliance with the 20-day statutory timeframe has improved to 82%, up from 75% in 2023/24 and significantly higher than the low of 35% in April 2022.
Median processing time has dropped to 14 days, matching national benchmarks.
Reliance on external contractors has reduced from 60% to just 18%, signalling strong internal capability growth.
Inspection wait-times remain under two days, with 97% of Code Compliance Certificates issued on time.
Resource Consents:
Application volumes remain stable, with a 22% increase in subdivision consents suggesting future development opportunities.
On-time decision-making has increased to 96% compliance year-to-date, a significant improvement from 38% in July 2022.
The average processing time is 56 working days, with 31 days typically spent on hold.
External consultant use has decreased due to strengthened in-house expertise.

A report to Tuesday's Operations Committee meeting shows the West Coast Regional Council handled 39 LGOIMA (Local Government Official Information and Meeting Act) requests in the June quarter. Nine involved the Taylorville Resource Park consent application. A resource consent hearing for the controversial private dump near Greymouth is set down for two days next month. Compliance visits to mining sites; council staff and contractor numbers; Buller plateau mining consents and all records on historic demolition waste also featured in the list of LGOIMA requests. All but two of the requests were processed in the statutory timeframe, the report said. The Ombudsman had contacted the council once over a report the council initially refused to release. The council had revised its decision but due to an 'internal error' still failed to release the report. That had been rectified, and an apology provided for the error, the report said. The majority of requests were granted in full or in part. The council withheld information on some requests involving the Taylorville Resource Park, on the grounds of protecting commercial information, legal privilege, privacy and free and frank expression of views by or to council staff. Chief executive Darryl Lew said the council had to be mindful of the Privacy Act and be meticulous with redactions in its responses. "It is an ever-increasing and concerning amount of time we put into this. But it's part of transparency (requirements for local government)." Some of the LGOIMA requests could be considered frivolous, he confirmed. "In the legislation, whether they are frivolous, vexatious, recidivist…we've still got to meet their requests. " Chair Peter Haddock said council had been criticised for having too many staff but dealing with 13 or 14 LGOIMA requests a month meant a massive amount of work. "Just looking through some of them, some are coming from the same people all the time, you can read it like a book, and it all comes at a cost to ratepayers. The South has had some great news recently, with Southland and Otago emerging as the top-performing regions in the country in Kiwibank's recent report. Much of this success can be attributed to the primary sector and tourism, which are driving the economic recovery. This positive trend coincides with farmer confidence surging to its highest level in eight years. Federated Farmers' Confidence Survey indicates a remarkable shift in sentiment, driven by farm profitability at its highest level ever recorded. Additionally, 23% of farmers are forecasting increased production over the next 12 months. This in turn means more economic activity in our region, spurring more opportunities and job growth. There's been further big news for productivity with the biggest building consent reform in decades set to eliminate system blockages and speed up the delivery of new homes and infrastructure. Making it easier and more affordable to build is an important part of this government's economic growth plan. In another excellent move for progress, the government's second RMA Amendment Bill has passed into law, bringing in sweeping changes to many of the handbrakes on New Zealanders' lives, helping to drive economic growth, and laying the groundwork for job creation. The Resource Management Act (RMA) has been holding New Zealand back for decades. We're making it quicker and simpler to boost housing supply, reduce red tape, and consent renewable energy for the primary sector. Productivity and growth translates into more job and business opportunities, as well as increased funding for the public services that enhance our quality of life, including healthcare and education. On education, the government's proposing to replace NCEA with a new national qualification. One of the changes put forward is to create new subjects and standards to support stronger vocational pathways. Many employers in our region are involved with vocational training, and it would be great to get your perspective during the consultation period which is open until September 15. I've had some great feedback about the two new seasonal work visas that were announced last week. Much of Southland's prosperity centres around agriculture and tourism. The success of these seasonal industries is essential for our local economy and the many businesses associated with them.

As work on the London Quay upgrade in Picton marks the halfway point, the doors of businesses along Picton's much loved waterfront strip are very much open for customers. The Diversion Gallery owner Barbara Speedy, also part of the Picton Business Group, said the Fulton Hogan team and Council had communicated well with those affected and this was appreciated. 'We are keen for the public to know we are all still open for business and there is plenty to take in, including good food and wine, as the upgrade work continues. A lot of people didn't realise the watermains and stormwater needed replacing and relocating, so it's good to see Council taking the opportunity to combine that essential infrastructure project with simultaneous improvements,' she said. Council's Project and Contract Manager Maighan Watson said the London Quay Revitalisation Project was focussed on essential infrastructure upgrades, while delivering a landscape refresh of London Quay. 'We have adopted a 'dig once' approach to minimise the disruption to the Picton CBD, local businesses and users of the area. We appreciate the support of all the directly affected businesses as well as those close by such as Brereton Jewellers and Diamond Nails. 'Several essential infrastructure upgrades were required in this area, including streetlight upgrades, watermain renewals and road resurfacing.' Ms Watson said the contractor, Fulton Hogan, was making great progress with the underground infrastructure now completed, including watermains, stormwater upgrades and ducting for new streetlights. 'Around 350m² of new paving has been laid with the southern section of the footpath now reopened to the public. The old pavers around the War Memorial have also been replaced, and work has started on the stepped pedestrian connection to the Foreshore which is a real feature of the revitalisation. 'September will see more some progress above ground with the installation of new streetlights and starting the landscaping works,' Ms Watson said. The site holds cultural significance for local iwi, Te Ātiawa (Waitohi Pā), and Council has worked in partnership with the iwi to integrate cultural design elements throughout the upgrade. The project, scheduled for completion by mid-October, was awarded to Fulton Hogan with design led by Rough Milne Mitchell Landscape Architects. Funding for the project has been provided through Council's forestry, land and port income, with no impact on rates.
