Rooiwal comeback to ease Tshwane's energy load
This will increase the availability of power in the metro by 480 megawatts, with 300 megawatts coming from Rooiwal and 180 megawatts from Pretoria West.
MMC for Utilities Frans Boshielo said that although the metro is not in an electricity crisis, there are significant challenges that need urgent intervention.
He said that reviving the two power stations was critical to meeting Tshwane's growing energy demands and ensuring supply stability across all regions of the metro.
'We have to go to the market and get people who will be able to help us reactivate the two aforesaid power stations,' said Boshielo.
He added that a task team has already been established to drive this process forward.
A transaction advisor will also be brought on board to guide the technical and financial aspects of the reactivation process.
The MMC said power supply in the metro will be sourced through mixed generation, combining municipal power stations with other forms of energy to ensure a consistent and adequate supply.
Several studies on electricity generation methodologies have already been reviewed as part of the metro's roadmap.
'In our budget for the City of Tshwane, we have allocated more money towards the maintenance of electricity infrastructure.
'Our plan is to stabilise all electricity substations that keep tripping. We have identified them and we are going to refurbish them.
'Another issue that is crippling us is the illegal connection of electricity, and we are working with law enforcement agencies in the municipality to disconnect those illegal connections,' said Boshielo.
Boshielo also announced the launch of a programme titled Electricity For All, which aims to provide legal connections to households currently accessing power illegally, in response to the widespread issue of electricity theft in informal settlements.
'At the moment, informal settlement dwellers are stealing the metro's electricity, but with this programme they will pay for the electricity they are using, and this will increase the municipality's revenue,' he said.
To tackle cable theft and vandalism of electricity infrastructure, the metro will be rolling out both static and technological security measures, including CCTV cameras and beams at key substations.
Boshielo said the energy agenda would now be firmly housed under the energy department, after the previous administration had misplaced it under the Tshwane Economic Development Agency (TEDA).
He admitted that the metro had been delayed in reactivating the power stations but reaffirmed that progress is now being made under the new administration's leadership.

Dada Morero blames DA-led coalition for Joburg's financial crisis
Joburg's mayor revealed that government departments owe the city approximately R1 billion City of Johannesburg Mayor Dada Morero has blamed previous administrations, particularly the DA-led coalition, for the city's massive R23.6 billion in unauthorised, irregular, fruitless and wasteful expenditure. Speaking at a media briefing at the Joburg Theatre on Thursday, Morero outlined the city's comprehensive turnaround plan following concerns raised by Finance Minister Enoch Godongwana. Finance minister's intervention The mayor acknowledged receiving a letter from Godongwana on 30 July 2025 expressing 'significant concerns' about Johannesburg's non-compliance with the Municipal Finance Management Act (MFMA). In the letter, the minister cited failures to prevent and address unauthorised, irregular, fruitless and wasteful expenditure. He said the response included a complete account of challenges that contributed to the R23.6 billion balance reported in the city's 2023/24 financial statements. Attack on previous leadership Morero launched a scathing attack on his predecessors, blaming them for the financial crisis. 'I want to clearly state, as I publicly did when I assumed office during my first term as executive mayor in 2022, that our beloved city has endured a period of mismanagement and poor leadership from previous administrations, particularly during the DA-led coalition,' he stated. The mayor explained that the massive expenditure represents cumulative spending that grew progressively over years. 'These expenditures were largely unaddressed and not regularised as required by the MFMA,' Morero stated. 'The R23.6 billion comprises R13 billion (55%) in unauthorised expenditure, R9.9 billion (42%) in irregular expenditure, and R735 million (3%) in fruitless and wasteful expenditure,' he explained. According to the mayor, most of the unauthorised expenditure stems from bulk electricity and water purchases that exceeded approved budgets. He explained these purchases are driven by resident consumption alongside technical and non-technical losses during service delivery. 'It is essential to note that non-compliance leading to irregular or unauthorised expenditure does not imply that the city did not receive the services or goods purchased; it indicates that there was non-compliance in the procurement process,' Morero said. These include enhancing the expenditure reduction strategy and re-establishing the disciplinary board. 'In February 2025, I reached out to President Ramaphosa for technical support in the form of a Presidential Working Group. To further enhance service delivery and the achievement of the city's turnaround plan, the 'Bomb Squad' was also introduced,' he said. The mayor also revealed that he established a war room focusing on the city's finances. Morero reported progress in regularising the financial irregularities. 'Of the R23.6 billion reported in the City's 2023/24 financial statements, R12.9 billion has been regularised in accordance with the MFMA,' he announced. He said as of 30 June 2025, only R6.7 billion remains under investigation, while the rest is being processed by the relevant municipal committees. 'Based on the progress noted above, I expect the city's [unauthorised, irregular, fruitles, and wasteful expenditure] balance to have reduced significantly when the FY2024/25 annual financial statements are presented to the auditor general,' Morero said. 'The disciplinary board has already concluded preliminary investigations on six matters totalling R535 million and will report the outcomes to the council at its next ordinary meeting,' he said. Morero added that on 31 July 2025, the council approved 12 additional matters worth R2.5 billion for preliminary investigations by the disciplinary board. He took another swipe at previous administrations when discussing the board's work. 'For the longest time, the disciplinary board was not implemented by the previous administration until we came on board and implemented it,' Morero stated. He said last year an official resigned based on action taken by the board. 'Part of the unauthorised, irregular and fruitless wasteful expenditure we are acting on, at least around R6.7 billion, which remains under investigation and we are also committing that in the next ordinary council meeting we'll also be presenting on the preliminary investigation of six matters totalling about R335 million,' he said. Revenue collection improvements The mayor reported that the war room initiative is showing results in revenue collection. He said the city's collection rate for April to June 2025 reached 87%, representing a 2.7% increase from the 85% rate recorded during the same period last year. However, Morero acknowledged ongoing challenges with maintaining consistent collection rates. 'There are issues around the turnaround of finance… what is happening is that at times and some quarters we are able to reach our targets. I think that in April and May we reached 90% collection but it dived again,' he said. The mayor expressed optimism about reaching revenue targets. 'The city's performance in July 2025 demonstrates that the minimum average daily collection of R200 million is achievable,' he stated. Government debt and service losses Morero revealed that government departments owe the city significant amounts of money. 'We will be going after them so that we can recoup what is owed to the city,' he declared, noting that government departments owe approximately R1 billion. The mayor also highlighted major losses in the water and electricity sectors. 'We are experiencing losses in the water and electricity sectors which is affecting the money that should be coming into the city,' Morero explained. He said these losses are sitting at around 30-45% but the city is aiming to reduce them by about 10% in the current financial year. The mayor attributed the losses to meter bypassing and illegal connections committed by both businesses and individuals. 'At this stage I'm the acting MMC of transport until further notice,' he said. He, however, indicated the appointment could come as early as next week. The resident is calling for, at least, a clear: 'No Dumping' sign in the area, to deter offenders, and for more active enforcement to hold illegal dumpers accountable. MMC vows to take decisive action against illegal traders and road offenders The metro won't tolerate lawlessness, and will take decisive action against illegal traders, road offenders, and those found to be in the country unlawfully. This is according to MMC for Community Safety, Hannes Coetzee, who made the remarks following a series of co-ordinated TMPD operations across the metro recently. Coetzee said the operations were aimed at protecting residents, upholding the rule of law, and sending a clear signal to offenders that Tshwane is not a haven for criminal activity. In Winterveldt, TMPD Region 1 Sector 1 officers spearheaded a joint operation targeting the unlawful presence of individuals in the country and the illegal sale of alcohol. The operation resulted in the arrest of 12 suspects, nine for being in the country illegally, and three for trading alcohol without valid licences. According to Coetzee, the arrests demonstrate that the metro is prepared to act decisively against those who disregard regulations, operate outside the legal framework, and exploit vulnerable communities for personal gain. Simultaneously, in Hammanskraal, Sector 1 officers conducted an intensive road safety blitz aimed at increasing compliance with traffic regulations. Dozens of vehicles were stopped and inspected, leading to the issuing of 62 AARTO infringement notices for violations, including unroadworthy vehicles, failure to display valid documentation, and reckless driving. Coetzee said road safety remained a top priority, adding that enforcement operations play a vital role in reducing road accidents, improving driver behaviour, and ultimately saving lives. – In a separate incident, TMPD patrol officers intercepted two vehicles transporting 53 Zimbabwean nationals, who were found to be in the country illegally. These individuals were taken into custody and are now undergoing the due immigration process. Coetzee emphasised that such interventions are crucial in maintaining border integrity, safeguarding public order, and preventing the exploitation of migrants by unscrupulous operators. 'We want to be unequivocal. Tshwane is not a haven for criminality. Whether it be unlicensed trading, road law violations, or illegal immigration, we will act decisively. 'The law is not an option; it is a non-negotiable standard. These operations reflect not only our resolve to enforce the law but also our dedication to protecting the dignity and safety of every resident.' He also expressed deep appreciation to TMPD officers for their professionalism, dedication, and the personal risks they take to keep communities safe. He described the success of the operations as the result of effective planning, collaboration with key stakeholders, and a shared commitment to upholding the values enshrined in the Constitution. Coetzee urged residents to actively support the TMPD's work by reporting suspicious activities, adhering to the law, and fostering a culture of mutual respect and accountability. 'We hear your concerns, we feel your frustrations, and we are acting. 'Together, we will build a metro defined not by disorder, but by law, dignity and opportunity,' he said.
