4,000 USC staff to be laid off through VSS

The federal government has decided to terminate nearly 4,000 permanent employees of the Utility Stores Corporation (USC) through a Voluntary Separation Scheme (VSS) before proceeding with the corporation's privatisation.
The regular employees will be transferred to the federal government's surplus pool prior to the privatisation process.
According to sources, the USC Board of Directors, chaired by Federal Secretary for Industries Saif Anjum, approved the formation of a four-member committee to finalise the VSS package during a meeting. Officials from the Privatisation Commission and the Ministry of Finance were also in attendance.
During the meeting, it was stated that the USC will be shut down by July 30, 2025.
Earlier, in a meeting chaired by USC Managing Director Faisal Nisar on June 30, 2025, key decisions were made regarding the closure of USC operations, and instructions were issued to suspend all utility store operations nationwide from July 1, 2025.
All zonal managers were directed to close accounts of utility stores and warehouses and submit reconciliation reports within a day.
This decision triggered a strong backlash from employees and their representative bodies. Following protests, USC management met with corporation's officials and announced that the closure letter had been withdrawn, describing it as a misunderstanding.
However, just days later, the board reconvened and reaffirmed the closure plan. It was decided that all vendors and suppliers would be notified to retrieve their goods from stores and warehouses by July 10.
Additionally, rented utility store buildings will be vacated starting August 1, 2025, and notices will be issued accordingly. A two-year audit report is also expected by August, while a detailed report on USC assets and their valuations is being prepared to facilitate the privatisation process.

ISLAMABAD: Raising red flags over the high interest rates on loans secured by the Trading Corporation of Pakistan (TCP) from commercial banks, the Finance Ministry has called for a special audit to determine the rates agreed by TCP and whether more competitive terms were available at the time, sources told Business Recorder. According to TCP, of the total liability of Rs. 156.9 billion, Rs. 126 billion relates to urea procurement, while the remainder pertains to wheat. While progress has been made in reconciling the principal amounts, disputes persist over markup calculations and interest accruals. During a meeting of a National Assembly panel, officials from the Finance Division informed the committee that a total of Rs. 24 billion is required from the Utility Stores Corporation (USC) to settle dues with TCP. USC has committed to paying Rs. 6 billion, while the remaining Rs. 18 billion is to be covered by the government as a subsidy. Here is how much key interest rate has moved in last 12 months Of the total, Rs. 5 billion is available in the current fiscal year, while Rs. 15 billion has been proposed in the budget for FY 2025-26. This arrangement would allow for the complete Rs. 24 billion payment by USC, against a total principal liability of Rs. 93 billion. The Finance Division further stated that National Fertilizer Marketing Limited (NFML) owes Rs. 53 billion to TCP, to be settled on a 50:50 cost-sharing basis between the federal and provincial governments. Of the federal share of Rs. 26 billion, Rs. 10 billion is available for disbursement in the current fiscal year. However, the Ministry of Commerce has yet to move the necessary summary, and the Finance Division confirmed that no such summary has been submitted. An additional Rs. 15 billion has been proposed in the 'next fiscal budget. Finance officials emphasized that reconciliation among all relevant stakeholders is necessary before any payments or adjustments can be made. The Division clarified it could only proceed after the federal adjuster reconciled data is received, urging federal and provincial departments to expedite the process. TCP noted that prior to 2018, the reconciliation process was not institutionalized. Since then, however, all agreements with NFML have been documented. The Ministry of Industries and NFML, in coordination with provincial governments, are responsible for distributing urea procured by the federal government. TCP is tasked with procurement, including both principal and markup, while distribution responsibility lies with the provinces. The Ministry of Industries is required to obtain budgetary allocations from the Finance Division to settle the liabilities. Delays in these processes have contributed to accumulating interest. TCP stated that the agreed principal liabilities stand at Rs. 24 billion for USC and Rs. 53 billion for NFML. An additional Rs. 2.9 billion in markup has been agreed with USC, bringing its total payable to Rs. 26.8 billion. The National Assembly panel expressed concern over the uncapped accumulation of interest, pointing out that the Economic Coordination Committee (ECC) had made no specific provision for markup payments. TCP, however, argued that ECC-approved summaries covered both cash and credit arrangements, processed through the State Bank with full awareness that interest would apply. TCP clarified that markup arose due to staggered disbursements rather than any mismanagement. The Committee directed TCP to submit a breakdown distinguishing between delays in subsidy disbursement and contractual execution flaws. TCP explained that its commercial agreements with banks did not allow for renegotiation of interest rates, and therefore, markup liabilities could not be capped. The Finance Division acknowledged the constraints posed by the current Extended Fund Facility (EFF) with the International Monetary Fund (IMF), but confirmed that Rs. 15 billion each from USC and NFML—totalling Rs. 30 billion—had been proposed for FY 2025–26 andRs. 15 billion has already been released to TCP. Sources said TCP tried to challenge the Finance Division's demand for a special audit, but the National Assembly panel rejected the plea, advising TCP to address the matter directly with the Finance Ministry. ISLAMABAD: The government and the Pakistan Automotive Manufacturers Association (PAMA) have agreed upon equal safety standards for imported and local manufactured cars. The development came here on Friday during a meeting between a delegation of PAMA who called on the Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan. During the meeting, the PAMA delegation presented their demands to the ministry and said that a custom duty at 40 percent must be imposed on all the imported vehicles, reduction in depreciation allowance from one percent to 0.5 percent, introduction of testing regime as well as proper dealership network and review of valuation mechanism to discourage import of used vehicles in view of investment already made by renowned companies. They further urged clarity on future auto policy especially review/revision of tariff in line with National Tax Policy (NTP), provision of adequate protection to local manufacturing vis-à-vis imports, implementation plan for WP-29 regulations to be adopted in future, promotion of local manufactured auto parts and government support for export promotion. The industry urged the ministry to further clarify on the upcoming 'Motor Vehicle Industry Development Act 2025,' saying act may cover detailed mechanism for testing, performance, implementation of regulations in coordinated manners. Moreover, the act should cover responsibilities of both the government and the Original Equipment Manufacturers (OEMs) industry and before the passage detailed discussions should be carried out on the matter. The meeting was attended by key representatives from PAMA, Secretary of the Ministry of Industries and Production Saif Anjum, and CEO of the Engineering Development Board (EDB). The agenda of the meeting focused on reviewing and enhancing the quality standards for both imported and locally-manufactured vehicles in Pakistan. Addressing the participants, SAPM Haroon Akhtar Khan emphasised the government's unwavering commitment to public safety, stating, 'The lives of our citizens are precious, and ensuring their safety is the government's top priority.' He underscored that international safety and quality standards will be applied uniformly to all imported and locally manufactured vehicles. 'These standards are not only essential for the protection of human lives but also play a vital role in environmental preservation,' he added. To implement the new standards effectively, it was agreed that the EDB and the automotive manufacturers will work in close coordination and consultation. Meanwhile, earlier in the day, the SAPM, held a meeting with the Ambassador of Uzbekistan, Alisher Tukhtaev, to discuss the forthcoming visit to Uzbekistan and avenues for enhancing bilateral cooperation. During the meeting, both sides deliberated on strengthening ties in light of the Prime Minister's Vision and directives, emphasising enhanced trade, investment, and mutual collaboration. Discussions also covered potential agreements aimed at deepening economic relations between the two countries. Key areas of focus included trade cooperation, B2B engagements, and the establishment of a warehouse in Peshawar to support logistics and commerce. The two dignitaries also explored collaboration in various sectors such as industry, agriculture, transport, mining, and minerals. Khan highlighted the potential for joint ventures in the tractor and mining industries, and stressed the importance of identifying new opportunities to achieve the $2 billion trade target with Uzbekistan. He shared plans for delegations from both countries to hold meetings in sectors including information technology, e-commerce, and banking. The Uzbek ambassador expressed keen interest in Pakistan's textile industry and invited SAPM Haroon Akhtar Khan to visit Uzbekistan's Techno Park. Additionally, the ambassador showed interest in Pakistan's pharmaceutical sector. SAPM Haroon Akhtar Khan noted that Uzbekistan imports $3 billion worth of pharmaceutical products annually, presenting a significant opportunity for Pakistan's pharma industry. He added that both countries would also collaborate in emerging fields such as Artificial Intelligence and e-commerce to drive innovation and economic growth. At the conclusion of the meeting, SAPM Haroon Akhtar Khan presented a traditional souvenir to Ambassador Alisher Tukhtaev as a gesture of goodwill and to commemorate the strengthening ties between Pakistan and Uzbekistan. VSS being readied: USC shutdown decision is final, NA panel told

ISLAMABAD: The Ministry of Industries and Production (MoI&P) on Thursday announced that the government has made a final decision to shut down Utility Stores Corporation (USC). However, a Voluntary Separation Scheme (VSS) is currently being prepared by a committee headed by Finance Minister Senator Muhammad Aurangzeb. While testifying before the National Assembly Standing Committee on Industries and Production — chaired by Syed Hafeezuddin — Secretary for Industries and Production, Saif Anjum stated that the USC's business model relied entirely on government subsidies. The government has been providing Rs 7.8 billion annually to keep the utility stores operational. According to Anjum, USC lacks both the capital to purchase essential goods and the resources to pay its employees' salaries. The Committee strongly criticized the ministry's decision, arguing that the closure of USC will leave thousands of regular, contractual, and daily-wage employees jobless, potentially leading to severe economic hardship for many. Committee members, particularly those from Sindh, expressed concern that the government has failed to uphold promises made in Parliament and during prior Committee meetings. Several members insisted that contractual and daily-wage workers should also be included in the VSS so they may receive some financial support. The Chairman of the Standing Committee emphasized that its recommendations must not be taken lightly. He announced plans to convene a special meeting on USC, in which the Finance Minister, who also chairs the VSS Committee, will be summoned. Pakistan Steel Mills (PSM): Regarding PSM, Secretary Anjum informed the Committee that Russian experts are conducting a feasibility study on the mill's revival at no cost to Pakistan. He noted that the gas supply to PSM's blast furnace was abruptly discontinued, causing a large accumulation of frozen iron ore. The feasibility study will determine whether the government should remove the frozen iron ore—estimated to cost $400 million—or install a new blast furnace, which would cost around $1 billion. Anjum highlighted the importance of reviving PSM, pointing out that Pakistan imports steel products worth $3.5 billion annually. He added that issues related to gas and water supply in the PSM residential colonies have been resolved with the support of the Chief Minister of Sindh. Electric Vehicle Policy: Anjum also informed the Committee that the Federal Cabinet approved the Electric Vehicle Policy Standards and Regulations in its meeting on July 30, 2025.
