OSAP vows to continue 'peace caravans' despite MILF decommissioning suspension
In a press release, the OSAP emphasized that the project has proven to be very significant in sustaining peace efforts and providing the necessary services to Bangsamoro communities.
The OSAP expressed concern that postponing the decommissioning ''would unfairly affect the combatants who are eager to transition to civilian life and access related benefits.''
'It is unfair and unjust for those who are willing to undergo the decommissioning process, depriving them of their opportunity and right to be transformed into productive, peaceful citizens as envisioned in the CAB,' SAP Antonio Lagdameo Jr. said.
The caravans deliver social protection services, livelihood support, health care, civil registration, skills training, and educational assistance, according to the OSAP. This was aimed at complementing the decommissioning process with tangible socioeconomic support.
The OSAP also relayed the message of President Ferdinand ''Bongbong'' Marcos Jr., affirming the commitment of the government that 'no Filipino shall be left behind,' adding that government services and normalization efforts continue despite the suspension of decommissioning.
The MILF had suspended the decommissioning process until the national government complies with the provisions of the Annex of Normalization, which is a component of the peace deal between the two parties in 2014.
In a resolution by the central committee, the MILF stated that it would decommission ita remaining 14,000 forces and 2,450 weapons 'only upon the substantial compliance by the government of the Philippines in other tracks of normalization, including the provision of socio-economic package as agreed by the GPH and the MILF peace implementing panels to the 26,145 combatants.'
Malacañang ensured that it would discuss thoroughly with concerned parties the decision to halt the decommissioning process. —AOL, GMA Integrated News

Manila Rep. Abante seeks creation of 'QuadComm 2.0'
Manila 6th District Representative Bienvenido 'Benny' Abante Jr. on Monday filed a resolution seeking to re-establish the House Quad Committee (QuadComm) to continue tackling 'unresolved' issues such as the extrajudicial killings (EJKs) and offshore gaming hubs in the 20th Congress. 'There is still work that must be done—truths that remain hidden, perpetrators who remain unpunished, and families who still wait for answers,' Abante said in a privilege speech. 'Let us reconvene the QuadComm in the 20th Congress. Let us continue the investigation into the extrajudicial killings that scarred our nation. Let us show the Filipino people that justice does not expire with time, and that this Congress has the courage to finish what it has started,' he added. House Resolution No. 106 seeks the committees on Human Rights, Public Order and Safety, Dangerous Drugs, and Public Accountability to conduct a joint inquiry to address the 'emerging and unresolved' issue raised in the previous Quadcom in the 19th Congress. Abante said the new committee named 'Quad Comm 2.0' would expand the investigation on the problems of 'criminality and criminal syndicates that have flourished across the years, often with the aid and protection of past and incumbent government officials.' An example, Abante said, is the case of the missing sabungeros, or cockfighting enthusiasts, which he noted may be a case of EJKs. Marcos: PH, India to elevate ties to strategic partnership

'For seven and a half decades, we have had excellent relations with India. But tomorrow, this relationship is going to receive a major boost, a major upgrade as Prime Minister and I inaugurate a strategic partnership between the Philippines and India,' Marcos said during his meeting with the Filipino community in New Delhi. Marcos said this means that the two nations' cooperation would intensify 'and become even more impactful in many areas that we have not explored with India before.' These include defense, trade and investment, health, tourism, and other areas, Marcos said. Marcos arrived in New Delhi this afternoon for a five-day state visit, which is upon the invitation of Prime Minister Narendra Modi. Meanwhile, in the same event, Marcos said his foreign visits always aim to improve the lives of Filipinos abroad. Marcos: Executive tasked to submit budget plan, make sure funds are secure
It's the job of the executive branch to come up with a spending plan and make sure that government funds are allocated to that program, and neither wasted nor stolen, President Ferdinand "Bongbong" Marcos Jr. has said. In an interview with GMA Integrated News' Ivan Mayrina, Marcos was asked to react to Senate President Francis ''Chiz'' Escudero, who said that the National Expenditure Program submitted by the executive to Congress was subject to changes by the legislature. Marcos, in his State of the Nation Address, said that he was prepared to veto a General Appropriations Bill crafted by Congress but not in line with the NEP. He said he was ready for the reenactment of the 2025 national budget if next year's proposed allocations were not in harmony with the expenditure program. ''Trabaho naman talaga ng Congress 'yung gagawin nila 'yung budget. Ngunit trabaho naman namin na magbigay ng plano at humingi ng pondo sa Kongreso para lahat ng ating mga gustong gawin ay ating magagawa. At hindi nawawala, nawawaldas, nananakaw ang pera ng tao. Iyon lang naman ang habol namin,'' Marcos said. (It's the job of Congress to craft the budget. But it's our job to provide a plan and ask for funds from Congress so that we can accomplish what we set out to do, and that the public funds would neither be lost nor stolen. That's what we want.) He also mentioned that those foreign-assisted projects have encountered problems when it came to the budget allocation. ''Oo, 'yung pinakamalaking naging problema 'yung foreign-assisted projects, tinanggal halos lahat nung funding. Kailangan natin ibalik 'yun dahil importante 'yung mga foreign-assisted projects. At saka sinisira pati 'yan ang reputation natin,'' Marcos said. (Yes, that's the biggest problem, the funding for foreign-assisted projects was removed. We need to return that because foreign-assisted projects are important. Also, they are destroying our reputation.) ''And the worst part of this all, 'yung napupunta kung minsan 'yung mga project na hindi maganda, napupunta sa unappropriated. Ano 'yun, utang 'yun. Nangungutang tayo para mangurakot itong mga ito,'' he added. (And the worst part of this all, the fund will be allotted for projects that are not good, or those which are unappropriated. That's considered debt. We seem to be borrowing funds so that they can misuse them.) The DBM defines unprogrammed appropriations as those that provide standby authority to incur additional agency obligations for priority programs or projects when revenue collection exceeds targets, and when additional grants or foreign funds are generated, while appropriations with definite/identified funding as of the time the budget is prepared. Marcos was asked if he is prepared for a reenacted budget even if this will not be ''responsive'' to the plans of his administration. ''Well, yes. I am willing to reenact the budget if that's what we'll have to do,'' Marcos said. ''Since I made it already – I made New Year's Day the hard deadline, I'm sure we will find a way. I'm sure we will find a way,'' he added. In his SONA, Marcos said, 'For the 2026 national budget, I will return any proposed Generation Appropriations bill that is not fully aligned with the National Expenditure Program.' The Department of Budget and Management (DBM) defines a reenacted budget as a situation where the previous year's General Appropriations Act (GAA) is extended and remains in effect for a preceding year until such time the Congress passes a budget bill into law. Marcos already approved the P6.793-trillion National Expenditure Program for Fiscal Year 2026. The NEP will then be submitted by the President to the Congress within 30 days after the opening of the regular session. –NB, GMA Integrated News
