‘Disputed scrap' FBR directs Customs to enforce new law

ISLAMABAD: The Federal Board of Revenue (FBR) has directed Collector of Customs to strictly implement the new law that scrapping and mutilation shall not be allowed for quantity exceeding 10 percent of the imported goods.
In this regard, the FBR has issued instructions to the field formations for strict compliance at airports and ports.
To limit the facility of allowing mutilation/scrapping of disputed scrap only to bona fide disputed goods, a provision has been added to Section 27A of the Customs Act that scrapping and mutilation shall not be allowed for quantity exceeding ten percent of the imported goods.
The chief collector of customs, Airports, Islamabad and all collectors of Customs Airports are directed to ensure strict implementation, the FBR added.
According to the Finance Act 2025, 'Provided further that scrapping and mutilation shall not be allowed for quantity exceeding ten percent of the imported goods', it added.
Official sources told Business Recorder that the law has been introduced to check massive misuse of the facility in the past by the importers.

ISLAMABAD: Two German tech companies have expressed serious interest in providing technical training to Pakistani firms and developing electric vehicles (EVs)-related infrastructure in the country. The development came during a meeting on EVs chaired by Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan with a special focus on EV skills training. The meeting was attended by representatives from the National Vocational and Technical Training Commission (NAVTTC), two German companies namely, Lucas Nülle and the Institute of Motor Industry (IMI) along with the officials from the Engineering Development Board (EDB). The agenda focused on the urgent need to develop skilled technicians for the growing electric vehicle industry in Pakistan. Discussions were held on the current gap in skills required for EV maintenance and services, and how to address these challenges through international collaborations and structured training programmes. Lucas Nülle and IMI expressed keen interest in partnering with NAVTTC to provide technical training in Pakistan aligned with international best practices. SAPM Haroon Akhtar Khan emphasised that Prime Minister Shehbaz Sharif envisions the successful implementation of Pakistan's electric vehicle policy, which requires a strong foundation of skilled human resources. He added that once electric vehicles become in mainstream on Pakistani roads, there will be a substantial demand for professionals trained in EV maintenance and battery services. 'The development of a skilled workforce in this sector will create widespread employment opportunities and contribute significantly to the national economy.' The SAPM further highlighted that all training models should be designed according to international standards to ensure global competitiveness. He termed trained EV technicians as a national asset. To move forward, Haroon Akhtar Khan directed the EDB and the Ministry of Industries and Production to work in close coordination with NAVTTC and the German companies to formulate a comprehensive training and implementation proposal. ISLAMABAD: The second meeting of the Sub-Committee of the Standing Committee on Housing and Works was held Wednesday at the Federal Government Employees Housing Authority (FGEHA). The meeting was chaired by Member of the National Assembly and Convener of the Sub-Committee, Anjum Aqeel Khan. The purpose of the meeting was to review pending outstanding dues related to land acquisition, payments for built up (BUP) properties and delays in various housing projects. During the meeting, land affectees from sectors, G-14/1, G-15/3, F-14, and F-15 presented their grievances, with particular emphasis on the issue of non-possession in Sector G-14/1. Taking notice of the complaints, the director general instructed that these matters be addressed on a priority basis. He directed the director (land) to engage with the allottees, listen to their concerns, and formulate a practical strategy to ensure early possession. Convener Anjum Aqeel Khan assured that the sub-committee will make every possible effort to resolve the issues of all affected individuals and will maintain close coordination with the relevant departments. Kyrgyz Deputy PM explores maritime collaboration opportunities

KARACHI: A high-level Kyrgyz delegation led by Deputy Prime Minister Edil Baisalov visited the Karachi Port Trust (KPT) on Tuesday to explore potential avenues of cooperation in Pakistan's maritime sector. During the visit, the delegation received a detailed briefing on KPT's infrastructure, facilities, and ongoing development projects, including port expansion and real estate initiatives. The session was chaired by Transition Management Committee (TMC) member Abdullah Zaki and attended by KPT's senior and middle management officials. Deputy Prime Minister Baisalov expressed keen interest in Karachi Port's development plans, particularly projects such as the Edible Oil & Chemical Terminal, Clean Bulk Cargo Terminal, LNG Terminal, and the proposed Maritime Business District. He offered to establish joint ventures between the two countries, highlighting sectors such as energy, infrastructure, agriculture, tourism, education, and IT as promising areas for collaboration. KPT officials also briefed the delegation about the port authority's upcoming ferry service project aimed at promoting maritime tourism and the Blue Economy. Brig. Muhammad Younis, General Manager of Real Estate Development at KPT, highlighted the Maritime Business District initiative, which will cater to businesses involved in maritime logistics, insurance, finance, and warehousing. Both sides discussed mutual opportunities to strengthen bilateral ties through maritime cooperation, with the Kyrgyz Deputy PM emphasizing a 'win-win' approach that could unlock new business potential for both nations. The delegation also toured the South Asia Pakistan Terminal (SAPT), where CEO CS Kim showcased the port's container handling operations through a live demonstration and 3D model presentation.
