Why the Census isn't an answer to all questions
The Union government has announced that caste enumeration would be a part of the next nationwide census. Population enumeration by castes has not been published after 1931. The reason being that caste was a colonial invention that tried to replace varna and jati, and later amended with ethnographic surveys, occupation and social hierarchies.
This attempt made caste a fluid identity, making it inconvenient to fit into the diverse social systems in India. However, caste debates based on the censuses from 1881 to 1931 continue till today. A list of castes can be enforced by law, while social identities continue to be more varied—the consequent problems should be tackled.
Another real problem may crop up about estimating the socio-economic characteristics of each caste to design reservation policies and deliver welfare schemes. This can be captured only when a full-fledged census that includes a large number of socio-economic variables and caste information is conducted under the purview of the Census Act.
Even after enumeration, a better validation of the census data is always required, as it is also prone to errors. It is to be noted that the net omission rate, measured as the ratio of the number of omitted persons per 1,000 persons enumerated in the census after adjusting for duplication, was nearly 20 percent on average in the last four decennial exercises.
A general practice of a census operation is that it is followed by a Post-Enumeration Survey (PES), which involves carrying out an independent survey for a sample of the population to ascertain the accuracy of the information. The PES helps in identifying under-enumeration or over-enumeration across coverage areas. India has conducted a PES after every decennial census, but has not published the data gathered or the error corrections. This only increases our apprehension about the quality of enumeration and estimation from the census.

Calling for continued Centre-State collaboration, Mr. Seth urged the States to fulfil their commitments towards manpower, infrastructure, and funding to support the expansion. 'Director General NCC Lieutenant General Gurbirpal Singh outlined the Corps' achievements and roadmap ahead, with a focus on establishing robust training and camping infrastructure nationwide. He emphasised the goal of fostering greater youth participation and improving cadet performance,' said a release. Among those present on the occasion were Ministers of Education and Youth Affairs & Sports, senior Defence Ministry officials, State Department representatives, and NCC heads from all States.

State will be 1st to reach 100% target of Awas acheme: CM
1 2 3 Pune: Chief minister Devendra Fadnavis on Tuesday said Maharashtra is set to provide 30 lakh houses to homeless people under the Pradhan Mantri Awas scheme and become the first state in India to achieve 100% of the target. He also said a fresh survey would be carried out to identify homeless people who are yet to benefit. The CM was speaking at a PM Awas Yojana award function in Pune with Union minister Shivraj Singh Chouhan as the chief guest. Deputy CM Ajit Pawar was also present at the event. Fadnavis said, "The central govt considered the socio-economic survey of 2011 to identify homeless people when the scheme was launched. However, it was full of faults. Only 10 lakh people from the state were named and housing sanctioned to them all. We carried out a fresh survey in 2018 and the number had gone up to 30 lakh." Meanwhile, the state govt has expedited the process to provide necessary permissions for houses sanctioned by the Centre to the 30 lakh people. "Maharashtra will become the first state in the country to achieve 100% target under the PM Awas scheme," he added. During his speech, Chouhan told the state govt to do yet another survey to zero in on more homeless people. "The Centre has sanctioned houses to all homeless people in Maharashtra as per the 2018 survey. However, I urge the state to conduct a fresh one to see if anyone falling under the category has been left out. If the state provides a fresh list, we will sanction it too."
