The NTRS 2025 is the fifth national-level edition of this annual study, conducted using a standardised methodology. It covers 62,981 Bills of Entry (BoEs) for imports and 69,533
Shipping Bills
(SBs) for exports filed during the first week of January 2025.
The study spans 15 major customs formations, grouped under four categories - Seaports, Inland Container Depots (ICDs), Integrated Check Posts (ICPs), and Air Cargo Complexes (ACCs) - which together account for a significant share of the total BoEs and shipping bills filed across India.
Live Events
In the import segment, the study said Average Release Time (ART) declined between 2023 and 2025 across seaports (about 6 hours), ACCs (about 5 hours), and ICPs (about 18 hours), while ICDs saw an increase of around 12 hours.
Performance against NTFAP 3 targets showed that 93.33 per cent of import cargo at ICPs met the 48-hour target, followed by air cargo complexes (55.03 per cent within 24 hours), seaports (51.76 per cent), and ICDs (43.7 per cent).
Export cargo analysis, from arrival to final departure, revealed varied patterns across port categories. Regulatory clearance (arrival to Let Export Order) was fastest at air cargo complexes (under 4 hours) and ICPs (06:10 hours), according to NTRS.
At seaports, regulatory clearance averaged 29:36 hours, with post-LEO logistics extending to 157:50 hours. At ICDs, regulatory clearance of exports took 30 hours, with improvement in post-LEO logistics time to 99:51 hours.
On facilitating export cargo, the study has made several recommendations, including for reduction of manual documentation processes at port gates and minimising instances of delays in duty payment.
"In terms of infrastructure, there is scope for enhanced gate infrastructure (including IT systems), scanning facilities, temperature-controlled facilities for perishable cargo, etc across ports," the study said.
Post-clearance logistics processes need to be improved to achieve faster release time and streamlined movement of cargo, it suggested.
Regarding imports, the study said post-clearance delays, especially at ICDs, continue to impact overall efficiency, highlighting the need for targeted procedural and operational improvements.
The ministry said a key strength of India's TRS lies in its use of accurate and reliable data sourced directly from the Customs Automated System, operated by the Directorate General of Systems and Data Management, CBIC.
Over the years, the scope of TRS has significantly expanded. What began as a report measuring release time across select gateway ports went on to include other areas of considerable importance such as transit cargo, courier shipments, and commodity-specific assessments, it said.

AKTU to award 50K degrees using blockchain technology
Lucknow: Dr APJ Abdul Kalam Technical University will award around 50,000 degrees to engineering and management graduates and postgraduates using blockchain technology during the convocation ceremony on Sept 9. This is the first time ever that the university has adopted blockchain technology, as it offers several benefits for degree issuance and verification, primarily focused on security, efficiency, and transparency. According to AKTU's assistant registrar Ayush Srivastava, a decision was taken as it provides a tamper-proof, decentralised system for storing and verifying academic credentials, streamlining the process for students, educational institutions, and employers. AKTU will be awarding around 75 gold, silver, and bronze medals to its meritorious students during the convocation ceremony. The medal list has already been declared, and objections to the declared merit list have been invited until Tuesday. Thereafter, the final merit list will be declared. Also, the university will give a cash award to the Chancellor Gold Medal and in other categories. "This digital system creates and validates academic credentials through a secure computerised database, ensuring authenticity and preventing unauthorised alterations. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Use an AI Writing Tool That Actually Understands Your Voice Grammarly Install Now Undo Blockchain provides a reliable method for issuing and managing digital credentials. This system eliminates possibilities of errors or manipulations in university documents. Students will have the ability to print their digital degrees as needed," said vice chancellor JP Pandey. He said cases of fraud in degree mark sheets often come to the fore in many universities. In view of this and further upgrading its technology, the university administration has now decided to use blockchain technology. Our mark sheets too will be issued using the technology. Pandey further explained that student examination and result information will be distributed across multiple servers. The university will compile degree mark sheets using roll numbers and other unique identifiers. The system's security ensures that data remains protected even if individual servers face security breaches or disruptions. |Students will receive login credentials to access and print their degree mark sheets as required. Blockchain enhances degree and mark sheet security through immutability, transparency, and decentralised verification, making it difficult to forge or alter records once they are recorded on the blockchain," said the VC. 7 of 47 projects incomplete, Smart City shift to NMC begins
Nagpur: Of the 47 projects implemented under the Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), seven remain incomplete as the agency prepares to wind up operations and transfer all assets to the Nagpur Municipal Corporation (NMC) by December 31, 2025. Nagpur, selected under the Centre's Smart Cities Mission in 2016, was initially expected to complete its projects by June 2021. The deadline was extended to June 2023, then June 2024, and finally to December 2025. Under the mission, NSSCDCL received Rs741.63 crore from the central govt, with projects divided into two key components: Rs524 crore Smart and Safe City Project which introduced 17 smart solutions including CCTV surveillance, an integrated command and control centre, and traffic monitoring systems; and the Rs741.62 crore area-based development (ABD) plan to revamp 1,743 acres in Pardi, Bharatwada, Bhandewadi and Punapur in East Nagpur. Funding was further boosted by then chief minister Devendra Fadnavis, who sanctioned Rs400 crore from the state govt for Smart and Safe City, while Rs124 crore came from the central Smart Cities fund. Of the seven incomplete projects, six are in progress — mostly road works — while one, meant to rehabilitate brick kiln families, has stalled due to the Nagpur Improvement Trust's refusal to issue a No Objection Certificate for the land parcel identified for relocation. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo The handover process for 39 completed projects is already under way. Additional municipal commissioner Vasumana Pant told TOI that the process to hand over projects, including the smart solutions component with 3,698 CCTV cameras installed across the city has already commenced. NMC has already entrusted KELTRON with the operation and maintenance of CCTV cameras for a period of five years. "NMC will pay Rs 25 crore per annum to the Kerala state-based firm for this purpose," Pant said. A decision is still pending on the robotics scavenger project, a mechanised drain-cleaning system, for which a seven-year operation and maintenance contract is proposed. While the CCTV network has proved vital for crime detection, traffic regulation and flood monitoring, other Smart City assets have fared poorly. The 65 smart kiosks installed in 2018 to provide citizens one-stop access to civic, state and central govt services remain non-functional due to the absence of integration with key departments. Despite having IT professionals, the NSSCDCL failed to ensure that these kiosks remain operational. Now these kiosks, installed with taxpayers' money, are lying defunct. Once the handover is complete, NMC will take on the responsibility for operating, maintaining, and monetising the entire Smart City infrastructure. With manpower shortages and financial constraints already weighing heavily on the civic body, experts warn that without proper planning, high-value assets could meet the same fate as the smart kiosks. Geo-fencing to be mandatory to monitor MNREGS works in state
Nagpur: Works done under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) will soon need to be geo-fenced, by creating a virtual geographic boundary around an area by means of GPS technology, to ensure that the structures don't merely remain on paper. So far, pictures of the site at the beginning and later, when the work ends, are posted on the official portal. Now, the coordinates will have to be marked to ensure that the work has been completed exactly to the extent planned. Suppose, there is an 800m road; merely posting the picture at the end may not be enough to confirm whether the entire stretch has been completed. A picture is not enough to say if the road is 500m long or if the entire 800m have been built. This is where geo-fencing will come into the picture. The pictures will now have to match the exact coordinates, state's MNREGS commissioner Dr Bharat Bastawade told TOI. Suppose a road has to be built; then the coordinates from the sides, start, and end will be marked. Now, there will be little chance of hoodwinking by the contractor. As the pictures are posted, they would have to match the exact coordinates. Any deviation will mean that the work has not been completed in line with the specifications. Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The 5 Books Warren Buffett Recommends You To Read in 2025 Blinkist: Warren Buffett's Reading List Undo by Taboola by Taboola This will apply to all types of works, said the officer. The pilot testing of the geo-fencing project has been completed recently, and the final implementation is expected to be done around October, said sources. The commissionerate also keeps a tab on the workers' attendance as their pictures have to be posted twice during a man-day, he said. A number of checks and balances have ensured that the works are carried out properly on the ground, and also that workers are engaged at the sites instead of deploying machines, said Bastawade. According to MNREGS mandate, at least 60% of the component should be labour, with 40% to be earmarked for materials required in the jobs, he said. Maharashtra has 3.31 crore workers registered under MNREGA. Out of these, 83 lakh are active, which means they have taken up a job at any point in time recently. At present, 3.63 lakh workers are engaged in various works. The numbers go down during the sowing season, said a source.
