The NTRS 2025 is the fifth national-level edition of this annual study, conducted using a standardised methodology. It covers 62,981 Bills of Entry (BoEs) for imports and 69,533
Shipping Bills
(SBs) for exports filed during the first week of January 2025.
The study spans 15 major customs formations, grouped under four categories - Seaports, Inland Container Depots (ICDs), Integrated Check Posts (ICPs), and Air Cargo Complexes (ACCs) - which together account for a significant share of the total BoEs and shipping bills filed across India.

In the import segment, the study said Average Release Time (ART) declined between 2023 and 2025 across seaports (about 6 hours), ACCs (about 5 hours), and ICPs (about 18 hours), while ICDs saw an increase of around 12 hours.
Performance against NTFAP 3 targets showed that 93.33 per cent of import cargo at ICPs met the 48-hour target, followed by air cargo complexes (55.03 per cent within 24 hours), seaports (51.76 per cent), and ICDs (43.7 per cent).
Export cargo analysis, from arrival to final departure, revealed varied patterns across port categories. Regulatory clearance (arrival to Let Export Order) was fastest at air cargo complexes (under 4 hours) and ICPs (06:10 hours), according to NTRS.
At seaports, regulatory clearance averaged 29:36 hours, with post-LEO logistics extending to 157:50 hours. At ICDs, regulatory clearance of exports took 30 hours, with improvement in post-LEO logistics time to 99:51 hours.
On facilitating export cargo, the study has made several recommendations, including for reduction of manual documentation processes at port gates and minimising instances of delays in duty payment.
"In terms of infrastructure, there is scope for enhanced gate infrastructure (including IT systems), scanning facilities, temperature-controlled facilities for perishable cargo, etc across ports," the study said.
Post-clearance logistics processes need to be improved to achieve faster release time and streamlined movement of cargo, it suggested.
Regarding imports, the study said post-clearance delays, especially at ICDs, continue to impact overall efficiency, highlighting the need for targeted procedural and operational improvements.
The ministry said a key strength of India's TRS lies in its use of accurate and reliable data sourced directly from the Customs Automated System, operated by the Directorate General of Systems and Data Management, CBIC.
Over the years, the scope of TRS has significantly expanded. What began as a report measuring release time across select gateway ports went on to include other areas of considerable importance such as transit cargo, courier shipments, and commodity-specific assessments, it said.

7 of 47 projects incomplete, Smart City shift to NMC begins
Nagpur: Of the 47 projects implemented under the Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), seven remain incomplete as the agency prepares to wind up operations and transfer all assets to the Nagpur Municipal Corporation (NMC) by December 31, 2025. Nagpur, selected under the Centre's Smart Cities Mission in 2016, was initially expected to complete its projects by June 2021. The deadline was extended to June 2023, then June 2024, and finally to December 2025. Under the mission, NSSCDCL received Rs741.63 crore from the central govt, with projects divided into two key components: Rs524 crore Smart and Safe City Project which introduced 17 smart solutions including CCTV surveillance, an integrated command and control centre, and traffic monitoring systems; and the Rs741.62 crore area-based development (ABD) plan to revamp 1,743 acres in Pardi, Bharatwada, Bhandewadi and Punapur in East Nagpur. Funding was further boosted by then chief minister Devendra Fadnavis, who sanctioned Rs400 crore from the state govt for Smart and Safe City, while Rs124 crore came from the central Smart Cities fund. Additional municipal commissioner Vasumana Pant told TOI that the process to hand over projects, including the smart solutions component with 3,698 CCTV cameras installed across the city has already commenced. NMC has already entrusted KELTRON with the operation and maintenance of CCTV cameras for a period of five years. "NMC will pay Rs 25 crore per annum to the Kerala state-based firm for this purpose," Pant said. A decision is still pending on the robotics scavenger project, a mechanised drain-cleaning system, for which a seven-year operation and maintenance contract is proposed. While the CCTV network has proved vital for crime detection, traffic regulation and flood monitoring, other Smart City assets have fared poorly. The 65 smart kiosks installed in 2018 to provide citizens one-stop access to civic, state and central govt services remain non-functional due to the absence of integration with key departments. Geo-fencing to be mandatory to monitor MNREGS works in state
Nagpur: Works done under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) will soon need to be geo-fenced, by creating a virtual geographic boundary around an area by means of GPS technology, to ensure that the structures don't merely remain on paper. So far, pictures of the site at the beginning and later, when the work ends, are posted on the official portal. Now, the coordinates will have to be marked to ensure that the work has been completed exactly to the extent planned. Suppose, there is an 800m road; merely posting the picture at the end may not be enough to confirm whether the entire stretch has been completed. A picture is not enough to say if the road is 500m long or if the entire 800m have been built. This is where geo-fencing will come into the picture. The pictures will now have to match the exact coordinates, state's MNREGS commissioner Dr Bharat Bastawade told TOI. Suppose a road has to be built; then the coordinates from the sides, start, and end will be marked. Now, there will be little chance of hoodwinking by the contractor. As the pictures are posted, they would have to match the exact coordinates. Any deviation will mean that the work has not been completed in line with the specifications.
