Foreign work permits in Egypt rose significantly in 2024, with a total of 22,909 foreign nationals receiving authorization to work in the country. This marks a 32% increase compared to the 17,357 permits issued in 2023, according to newly released official figures.
Of the total permits granted, 43.7%—equivalent to 10,003 individuals—were issued to first-time applicants, while 56.3%, or 12,906 individuals, had their existing work permits renewed.
European nationals made up the largest share of foreign workers in Egypt at 38.4%, totalling 8,798 individuals. They were followed by non-Arab Asians at 31.5% (7,224 individuals), Arab nationals at 21.1% (4,826), non-Arab Africans at 4.5% (1,026), and Americans at 3.8% (868). Workers from Oceania accounted for 0.5%, or 110 individuals.
Permits were issued through several administrative channels, with Labour Directorates accounting for nearly half at 48.9% (11,197 permits). Investment Offices issued 27.9% (6,392), Company Offices 19.9% (4,558), and Petroleum Offices 3.3% (762).
In terms of occupations, managers represented the largest group at 36.4% (8,343 workers). Scientific specialists followed at 23.8% (5,453), with technicians and assistant specialists comprising 15.4% (3,530).
Foreign nationals were primarily employed in public administration, defense, and social insurance, which together accounted for 24.4% of the total, or 5,587 workers. Other major sectors included electricity, gas, and steam supply at 20.6% (4,726 workers), construction at 16% (3,676), and wholesale, retail trade, and repair services at 12.5% (2,859).

To pave the way for more Emirati investments and secure the capital return on those already made in Egypt, the House of Representatives approved on Sunday a supplementary protocol to the Egyptian-United Arab Emirates tax agreement, granting the Emirati sovereign wealth fund a tax exemption in Egypt. The annex, issued by presidential decree earlier this year, recognizes Egypt's Sovereign Fund and UAE's Abu Dhabi Development Holding Company (ADQ) as 'government institutions' and consequently allows both funds to benefit 'from the tax exemptions stipulated in the agreement.' Upon their approved recognition in the agreement as government bodies, both funds are subject to Article 24, which grants tax exemptions on income generated by the government as well as its affiliated bodies, according to a joint report issued by the House planning and budgeting and Arab affairs committees and reviewed by Mada Masr. The agreement with the UAE, aimed at enhancing investment and trade relations between both countries, was initially approved by President Abdel Fattah al-Sisi in November 2019, under the Presidential Decree 558 of 2020. Emirati investments are crucial for Egypt at a time when the country's economy is deeply affected by Israel's aggression on Gaza and more recent attacks on Iran. Last year alone, ADQ, the Gulf country's largest sovereign fund, invested US$35 billion through the Ras al-Hikma development project in the North Coast. Half of the mega deal's proceeds were allocated at the time to easing the country's growing public debt. ADQ also acquired stakes in three state-owned petroleum companies for $800 million in November last year. Under Article 24's second section, the term 'government' includes 'the government, its agencies and institutions […] as well as any other institution or body mutually agreed upon from time to time by the governments of the two contracting states.' In the past, Egypt signed 60 similar agreements with other countries, some dating as far back as the 1970s, a Finance Ministry official told Mada Masr on condition of anonymity. These agreements are periodically reviewed and re-negotiated by both parties, the official said. When amendments are limited to one or two provisions, they said, they are issued in the form of a protocol and appended to the original agreement. In this case, the protocol was necessary because the original tax agreement was finalized in 2017, before either the Egyptian or Emirati sovereign wealth funds were established. Agreements to avoid double taxation typically require that the benefitting entities be explicitly named. According to the official, the supplementary protocol was added after it became clear during ADQ's financial dealings that the fund was not listed among the beneficiaries of the agreement, as it had not been named or specified in the original text. The exemptions outlined in Article 24 include taxes on three types of income: dividends, capital gain, and interest, a source in the House Planning and Budgeting Committee told Mada Masr. The interest exemption applies to all forms of government lending instruments, such as bonds, sukuks and deposits, among others. Upon the maturity of the financial instrument, the lender or investor receives the principal amount along with interest — or what is considered profit — from which the Finance Ministry deducts a 20 percent tax, as stipulated in the Income Tax Law, which applies to both Egyptians and non-Egyptians. While the government continues to offer incentives, including tax exemptions, to encourage Emirati investment in the domestic economy, it has been less forthcoming with other international entities. In November 2023, Euroclear, a platform for settling securities transactions that Egypt had hoped to join, requested a tax exemption on treasury bills and bonds as a condition for granting access to the government's debt market. The Egyptian government has yet to respond to the request.

US firm VXI to create 4,000 jobs in Egypt in $135m expansion

American outsourcing firm VXI plans to create 4,000 new jobs in Egypt as part of a $135m expansion that aims to increase its local workforce to 5,000 specialists by the end of 2028, the company has announced. The expansion plans were detailed during a visit by Egypt's Minister of Communications and Information Technology, Amr Talaat, to VXI's Cairo headquarters. He was accompanied by company executives including Global Chief Operating Officer Ryan Collins and Global Chief People Officer Erika King. Talaat said the visit was part of the ministry's focus on supporting international outsourcing companies operating in Egypt. He stated that encouraging investment in the sector was a key pillar of the government's strategy to boost digital exports and solidify the country's status as a global hub for these services. 'We are encouraging investment in the outsourcing sector as one of the main pillars for strengthening Egypt's position as a preferred destination for international companies in this field,' Talaat said. He noted that Egypt is seeing continuous expansion in the number of outsourcing centres due to efforts in digital skills development and providing incentives. 'We are continuing to cooperate with companies in the outsourcing field to expand the base of human cadres trained in the matrix of skills these companies require.' VXI's global COO, Ryan Collins, said the company's growth in the country highlighted its strategic advantages. 'Our expansion in Egypt reflects the huge potential of the region, not just for the competitive cost of operations in Egypt, but as a centre teeming with multilingual talent and a strategic location that provides access to European, Middle Eastern, and African markets,' Collins said. 'The rapid growth we have achieved confirms the excellence and quality of Egyptian talent and its ability to provide distinguished and scalable customer experience solutions from Cairo.' The expansion was welcomed by the Information Technology Industry Development Agency (ITIDA). Its CEO, Ahmed El-Zaher, said the move demonstrated growing international confidence in the Egyptian economy and the strength of its outsourcing sector. He added that investments like those from VXI support the state's goals of increasing digital service exports and raising the digital economy's contribution to the gross domestic product by creating thousands of specialised jobs and transferring global operational expertise to the local market. During his tour of the facility, Talaat spoke with several young employees about their professional experiences and the skills they had acquired. He affirmed the state's commitment to enabling young people with digital skills for careers in the outsourcing sector, which he described as one of the most promising fields for professional growth. VXI was established in Egypt in December 2023 and became fully operational in March 2024. From its Cairo office, it provides services in six languages to clients in Germany, Italy, Spain, France, the Netherlands, and the United States. Ahmed Bahgat, VXI's Vice President of Operations for Egypt, Africa, and the Middle East, said: 'VXI Egypt appreciates the Egyptian government's support and its interest in the outsourcing industry, which has contributed to placing Egypt among the top three most attractive countries for foreign investment in this field.' VXI is headquartered in Los Angeles, California. Founded in 1998, it employs over 43,000 specialists in more than 43 locations across North America, Asia, Europe, and the Caribbean.
